Minutes THE TRAFFIC AND TRANSPORTATION COMMISSION THE TRAFFIC AND TRANSPORTATION COMMISSION MET IN REGULAR SESSION ON SEPTEMBER 10, 2024, AT THE CENTENNIAL BUILDING IN THE CITY COUNCIL CONFERENCE ROOM. THE MEETING WAS HELD AT 6:30 PM. ROLL CALL: James Montgomery Tim Peters (Absent) Jesse Puckett Charlie Lee Clark Wrather CITY OFFICIALS: Arnold Adams, Public Works Director Jessica Rodriquez, Public Works Item 1: Discuss and approve the minutes of the Regular Traffic Commission Meeting: June 11, 2024 - Wrather; Motion to approve minutes - Puckett; second motion Vote: 4 - yes Item 2: Visitors - Elizabeth Powell; 14250 W. Wilshire Blvd., Yukon OK 73099 - Dillon Quirk; 801 Dover Mansion Rd., Yukon OK 73099 Item 3: Clark asked if this was in addition to the other STOP signs put up in the area. Arnold said yes, there was confusion when it was approved in June 2024. Charlie asked if there were any other collisions there. Arnold said that in the June meeting there had been a traffic study done, the PD put their trailer out and he believes there were a few accidents. Jesse asked if there was any other speed control there. Arnold said yes there were speed limit signs installed after the last meeting. Charlie stated that STOP signs are not used for speed control, they are to assign right-of-way. Speed limit signs and police officers are the ones that take care of speed. Jessie stated they are actively building in this area, so there will be more homes, more families, more children at play. Dillon Quirk stated he is a police sergeant with OKC police and a PIO for their department and he is a proud resident of Yukon. With the new neighborhood actively being built, the misunderstanding was with some street naming when it came to the maps and my understanding was that the STOP signs that I’m requesting on this specific edition were part of that one that was approved back in June so there was some misunderstanding with where those were actually going. This is a main thoroughfare on Dover Mansion for this new neighborhood. There were some trailers that were placed to record some of the speeds through that main thoroughfare. There were some STOP signs added to the East, two STOP signs were already there at that four way but those have not regulated those speeds at that intersection. Mine is coming from the West. There are no STOP signs in probably 300 yds or better from the West. The only STOP sign there is at Linda and Ranchwood Blvd., so I was under the understanding based on those street names that at least two for East and West bound were going to be added there at River Mesa and Dover Mansion. Charlie stated that in order to put up more than two- way STOP signs like at a four-way intersection or one way STOP sign at a T intersection, the guidelines are 200 vehicles an hour for eight hours, any eight hours of the day and I don’t know, I doubt counts have been done but it would be extremely unlikely that we meet that condition. - Lee; Motions to do a traffic volume count. - Wrather; Seconds motion. - Vote; 4 – yes Item 4: James would like to know why they are requesting this. Right now, there are no curb cuts. If we allow this then we are going to start having a problem with businesses on either side requesting the same item. Clark thinks this will cause more problems than it solves. Jesse said it will cause more congestion in their parking lots too because people will be cutting through. James says it will cause a pretty major problem with flow through there on Garth Brooks. - Montgomery; Motion to deny request. - Wrather; Seconds motion. - Votes; 4 – yes Item 5: James states there are currently crosswalks with ADA in this area. Very few pedestrians in the area. This area is looking at being redesigned right now. Jesse asked if it were for all four. James said yes. Charlie states people don’t know how to cross the intersection properly. - Montgomery; Motion to table item until we see what the plans are for this area. - Puckett; Seconds the motion. - Vote; 4 – yes Item 6: Elizabeth Powell states that she works at the Yukon Alternative across from Central and in the mornings, she walks several kids over to the middle school. She says the traffic has picked up exponentially since they’ve changed the drop off route. The two white lines across Yukon Ave is not a crosswalk but there is nothing there to guide our kids across the street. Charlie states maybe the school did that? Jesse asked if they are crossing into the grass. Elizabeth said yes. Charlie states there is more needed than a crosswalk. Maybe a study or signs put up. Somebody trained to be a crossing guard. Jesse states maybe the schools would help out even if it’s temporarily. - Wrather; Motion for safety improvements at 9th & 10th and Yukon Ave. as well as a study and outreach to the school for crossing guards. - Montgomery; Seconds the motion. - Vote; 4 – yes Item 7: Traffic Concerns: Lee; Left at Main & Cornwell E.
