Notice is hereby given, pursuant to Resolution R2008-55 that one or more members of the Yuma
City Council may participate in person or by telephonic, video or internet conferencing. Voting
procedures will remain as required by the Yuma City Charter and other applicable laws.
CALL TO ORDER
I. REGULAR CITY COUNCIL MEETING AGENDA OF OCTOBER 21, 2015
City Council discussion and/or questions to City staff on any Regular City Council Meeting
agenda item. (For a listing of agenda items, the Regular City Council meeting agenda is
posted adjacent to this worksession agenda and is available in the Office of the City Clerk and
on the City’s website at www.YumaAz.gov).
II. ASSISTANCE PAYMENT PROGRAM
Jay Simonton, Utilities Director, will present an overview of a proposed Assistance Payment
Program developed for residential utilities customers who are designated low income. The
proposed program is conducted in partnership with Western Arizona Council of Government
through an Outside Agency Agreement, followed by discussion and/or questions from City
Council.
III. 4th AVENUE AND 16TH STREET UPDATE
Joshua Scott, Director of Engineering, will present an update of the 4th Avenue and 16th
Street Redevelopement Project, followed by discussion and/or questions from City Council.
IV. EXECUTIVE SESSION
An Executive Session may be called during the public meeting for the purpose of receiving legal
advice for items on this agenda pursuant to A.R.S. Section 38-431.03 A (1, 3, 4 and/or 7) and the
following items:
A. Discussion, consultation with and/or instruction to legal counsel regarding the ADOT
language on Avenue 3E/Highway 95 Intergovernmental Agreement. (ARS 38-431.03 A3 and
A4)

B. Discussion, consultation with and/or instruction to legal counsel regarding the local
preference ordinance and City Charter provision. (ARS 38-431.03 A3 and A4)
C. Discussion, consultation with and/or instruction to legal counsel regarding 4th Avenue and
16th Street Development Agreements. (ARS 38-431.03 A3 and A4)
