This Special Worksession/Retreat is an opportunity for the Mayor, Councilmembers,
Administrator and the Executive Team staff to identify and review goals, values and visions for
the City. Based on time limitations, it is possible that not all agenda items will be reviewed and
discussed. No action or vote will be taken at this Special Worksession/Retreat. Any items
requiring further discussion, action or vote will be placed on a future City Council meeting
agenda.
CALL TO ORDER
WELCOME
Welcome and introductions by Mayor Nicholls and City Administrator, Greg Wilkinson.
OPEN MEETING LAW
City Attorney, Richard Files, will provide an overview of the Open Meeting Law.
I. BUDGET OVERVIEW AND CITY IMPACTS
City Administrator, Greg Wilkinson, will provide an overview of the fiscal year 2019-2020
budget and a briefing of the current impacts on the City, which include personnel and pay
plan issues.
II. LEGISLATIVE UPDATE
Deputy City Attorney, Rodney Short, will brief City Council on several legislative bills and
how they may impact the City.
III. CITIZENS SPEAKING VENUE
Discussion related to the City's current citizen speaking venues: Citizen Forum and Call to
the Public.

IV. CRITICAL NEEDS/CONCERNS AND CITY PRIORITIES
Presentations by City staff regarding critical needs and concerns of their departments,
including discussion related to the City's priorities and the budget.
