Notice is hereby given, pursuant to Resolution R2015-047 that one or more members of the
Yuma City Council may participate in person or by telephonic, video or internet conferencing.
Voting procedures will remain as required by the Yuma City Charter and other applicable laws.
CALL TO ORDER
I. CABALLEROS DE YUMA ANNUAL REPORT & DONATION PRESENTATION
Briefing by Caballeros El Presidente, Jeff Ruby, regarding the associations annual report
including current activities, plans for the future and a donation presentation to Yuma Police
Department, followed by discussion and/or questions from City Council.
II. DOG BARKING ISSUES
Assistant City Prosecutor/Police Legal Advisor, Emily Hart, will present the legal and ethical
obligations of prosecutors and police when enforcing ordinances, with specific discussion
related to the enforcement of the City's barking dog ordinance, as well as provide examples
of ordinances and enforcement in other jurisdictions, followed by discussion and/or
questions from City Council.
III. STORMWATER PROGRAM UPDATE
City Engineer, Jeff Kramer, will provide an update on the City's Stormwater Program,
followed by discussion and/or questions from City Council.
IV. REGULAR CITY COUNCIL MEETING AGENDA OF OCTOBER 16, 2019
City Council discussion and/or questions to City staff on any Regular City Council Meeting
agenda item. (For a listing of agenda items, the Regular City Council meeting agenda is
posted adjacent to this worksession agenda and is available in the Office of the City Clerk
and on the City’s website at www.YumaAz.gov).

V. EXECUTIVE SESSION
An Executive Session may be called during this public meeting for the purpose of receiving
legal advice for items included on the October 16, 2019 Regular City Council Meeting, the
October 15, 2019 Regular Worksession and the October 15, 2019 Citizen’s Forum agendas,
pursuant to A.R.S. Section 38-431.03 A (1, 3, 4 and/or 7) and the following items:
A. Discussion, consultation with and/or instruction to legal counsel regarding potential
litigation. (A.R.S. 38-431.03 A3 & A4)
B. Discussion, consultation with and/or instruction to legal counsel regarding potential sale
of real estate. (A.R.S. 38-431.03 A3, A4 & A7)
C. Discussion, consultation with and/or instruction to legal counsel regarding the Boys and
Girls Club and the City of Yuma v. Salvation Army. (A.R.S. 38-431.03 A3, A4 & A7)
D. Discussion regarding the potential City Administrators contract. (A.R.S. 38-431.03 A1,
A3 & A4)
