City of Yuma City Council Worksession Agenda Tuesday, December 3, 2019 6:00 PM Yuma City Hall Council Chambers One City Plaza, Yuma Notice is hereby given, pursuant to Resolution R2015-047 that one or more members of the Yuma City Council may participate in person or by telephonic, video or internet conferencing. Voting procedures will remain as required by the Yuma City Charter and other applicable laws. CALL TO ORDER I. LEGISLATIVE UPDATE Presentation by Chuck Coughlin and Scott Smith of HighGround, Inc. regarding a review of the 2019 legislative session and preview of the 2020 session and election cycle, followed by discussion and/or questions by City Council. II. K9 EQUIPMENT OVERVIEW AND RECOGNITION OF K9 UNIT DONATION K9 Supervisor, Sergeant Patterson, will present an overview of the necessary equipment for K9 handling and training as well as recognize a donation received specifically for the Yuma Police K9 Unit, followed by discussion and/or questions by City Council. III. UTILITIES ENFORCEMENT RESPONSE PLAN Utilities Director, Jeremy McCall, will provide a briefing of the Enforecement Response Plan related to Industrial Waste and other Wastewater Discharges, that is required by the Environmental Protection Agency, followed by discussion and/or questions by City Council. IV. REGULAR CITY COUNCIL MEETING AGENDA OF DECEMBER 4, 2019 City Council discussion and/or questions to City staff on any Regular City Council Meeting agenda item. Section 38-431.03 A (1, 3, 4 and/or 7) and the following items: A. Discussion, consultation with and/or instruction to legal counsel regarding the Boys and Girls Club and the City of Yuma v.
