Notice is hereby given, pursuant to Resolution R2015-047 that one or more members of the
Yuma City Council may participate in person or by telephonic, video or internet conferencing.
Voting procedures will remain as required by the Yuma City Charter and other applicable laws.
CALL TO ORDER
I. COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME ANNUAL ACTION PLAN
Kassandra Granados, Neighborhood Services Specialist, will update City Council on
proposed 2025/2026 CDBG/HOME project funding, followed by questions and/or discussion
with City Council.
II. FY 2026 CAPITAL IMPROVEMENT PROGRAM
Dave Wostenberg, Director of Engineering, will present the proposed CIP for
FY2026-FY2030, followed by questions and/or discussion with City Council.
III. BUDGET DISCUSSION
Discussion and questions by City Council relating to the proposed FY2026 Budget
IV. REGULAR CITY COUNCIL MEETING AGENDA OF MAY 21, 2025
City Council discussion and/or questions to City staff on any Regular City Council Meeting
agenda item. (For a listing of agenda items, the Regular City Council meeting agenda is
posted adjacent to this worksession agenda and is available in the Office of the City Clerk
and on the City’s website at www.YumaAz.gov).

V. EXECUTIVE SESSION
An Executive Session may be called during this public meeting for the purpose of receiving
legal advice for items included on the May 21, 2025, Regular City Council Meeting and the
May 20, 2025 Regular Worksession agendas, pursuant to A.R.S. Section 38-431.03 A (1, 3, 4
and/or 7) and the following items:
A. Discussion, consultation with and/or instruction to legal counsel concerning potential
litigation. (A.R.S. §38-431.03 A3, A4 & A7)
B. Discussion, consultation with and/or instruction to legal counsel regarding Tortora v. City
of Yuma. (A.R.S. §38-431.03 A3 & A4)
C. Discussion, consultation with and/or instruction to legal counsel regarding the railroad
crossing at 9E. (A.R.S. §38-431.03 A3 & A4)
