Zanesville City Council Meeting Monday, July 9, 2018 ZANESVILLE CITY COUNCIL MEETING – MONDAY, JULY 9, 2018 The Zanesville City Council met in regular session at 7:00 p.m. on Monday, July 9, 2018 in the City Council Chambers, 401 Market Street, Zanesville, Ohio. Mr. Roberts, President Pro-Tempore, led those present in the Lord’s Prayer and the Pledge of Allegiance to the Flag. The following members of Council answered Roll Call: Mrs. Gentry, Mrs. Norman, Miss Bradshaw, Ms. Gildow, Mrs. Osborn, Mr. Sharrer, Mr. Baker, and Mr. Roberts. Mr. Vincent and Mr. Foreman were absent. Mr. Sharrer moved to excuse Mr. Vincent and Mr. Foreman. Ms. Gildow seconded the motion. A voice vote was taken with all present being in favor. None were opposed. Motion carries. Mr. Vincent and Mr. Foreman stand excused. APPROVAL OF MINUTES Ms. Gildow moved to accept the minutes of June 25, 2018 as printed, seconded by Mrs. Osborn. Motion carried. Mr. Vincent and Mr. Foreman were absent. COMMUNICATIONS, REPORTS, AND RESOLUTIONS There were none filed for this meeting. PROPOSED ORDINANCES Ordinance No. 18-80 – Introduced by Council – An Ordinance to vacate the 14’ wide, unimproved alley 120’ south of Ridge Avenue between Harvard and Cornell Streets; the 14’ wide, unimproved alley south of Ridge Avenue and adjacent to the west side of the railroad tracks; and the 40’ wide, unimproved portion of Harvard Street from 150’ south of Ridge Avenue until it ends to the south in the City of Zanesville, Ohio as herein provided. Mrs. Norman moved for first reading, seconded by Mrs. Gentry. Mr. Roberts: Is there any discussion? Hearing no discussion, all in favor of first reading signify by saying aye. ORDINANCES FOR ACTION Ordinance No. 18-75 – Introduced by Council – An Ordinance to amend and revise the zoning map and make permanent zoning in the City of Zanesville, Ohio as herein provided. Ordinance No. 18-78 – Introduced by Council – An Ordinance amending Chapter 1109.01 of the City of Zanesville’s Planning and Zoning Code. Ordinance No. 18-73 – Introduced by Council – An Ordinance authorizing the proper City official to enter into an agreement with Zanesville City Schools. Miss Bradshaw moved for third reading and passage, seconded by Mrs. Osborn. Mr. Roberts: Hearing no discussion we will have roll call vote for third reading. 7 Ayes 0 Nays 2 Absent Mr. Vincent and Mr. Foreman Motion carries. Ordinance is passed. Page 2 of 4  Zanesville City Council Meeting Monday, July 9, 2018 MISCELLANEOUS AND UNFINISHED BUSINESS Mayor Tilton: I would like to say a big thank you to Pastor Aaron Bounds, Gene Tahyi, and the member of the Anchor Church. Two weeks ago on a Saturday when it was so hot, they took their morning and picked up a lot of litter to the entrance ways of our City. It was close to two dump truck loads. They did a great job. I would like to thank them for it. Many others agreed and said thanks also. Mr. Bennett: Thank you to Zanesville Jaycees who did a lot of fund raising for a spectacular event last week. Mr. Roberts agreed it was a great event. PRIVATE PETITIONS AND COMMUNICATIONS Non-agenda item petitions filed David Rogers, 1104 Benjamin Avenue, Zanesville, Ohio speaking on allegations of recent primary election being tampered with in Zanesville and Muskingum County. Mr. Roberts: We have one petition for a non-agenda item from David Rogers. Mr. Rogers I am going to go ahead and caution you. According to the City’s Code you are here to speak about legislative and administrative matters of the City of Zanesville. Elections are handled by the Board of Elections. We have no foresight over top of that so I am going to give you about 30 seconds to tie this back in and we will go from there. Mr. Rogers: This did occur in the City of Zanesville. Mr. Roberts: It did occur in the City of Zanesville; however, we have no authority over elections within the City. Mr. Rogers: Other speakers have made general Mr. Roberts: I am going to go ahead and start you right now. Mr. Rogers: Okay, numerous accounts of the general public and any government agency that is watching. First of all, is anyone really surprised that election ballots can be tampered with in Zanesville-Muskingum County? I got a couple of comments on the article from the general public and I will just paraphrase a couple. You are allowed a local fascist Board of Elections was one. It’s Muskingum County and I have no problems believing that election fraud occurred. A couple of things from the article, a Republican candidate for the 12th Congress District have asked Ohio Supreme Court to declare her Page 3 of 4  Zanesville City Council Meeting Monday, July 9, 2018 Mr. Roberts interrupted by saying Mr. Rogers I will ask you to tie this back into City business, please or you will be asked to sit down. Mr. Rogers: Okay, I will go down to the bottom paragraph, “The decision to file her complaint in Supreme Court came after candidate says she couldn’t get no response from the Muskingum County Prosecutor’s Office, who was charged with the duty of investigating her claims. I recently talked to Muskingum County Prosecutor’s office. It took me three attempts concerning the Zanesville Police Department to have him bring somebody in from the Attorney General’s office to look into Tony Coury and the corruptions surrounding him and the investigation. You can verify that I have talked with the Attorney General’s office and that is public record. The Attorney General’s office said it would take somebody from the County or the City Law Director’s office to bring them in. Mr. Haddox said he would not permit his people nor would he have somebody from Mr. Roberts: Mr. Rogers, do you have any evidence to present to Council? Mr. Rogers: Well, if I am going to be cut off like this, I mean it just ties into the pattern of corruption within the whole entire community. Mr. Roberts: Do you have any evidence to that point, sir? Mr. Rogers: What, that I have talked with the Attorney General’s office? That is public record. Mr. Roberts: That is fine. You can talk to whomever you want. If you have any evidence to provide us that there is some type of criminal misdoing going on, please let us know. Mr. Rogers: I have previously. The investigation surrounded Tony Coury tampered evidence was used. He has known that the report was false. There was no fight. He got flipped off and Tony Coury flipped out and I was attacked. Upstairs Tony Coury threw his badge down and asked me if I wanted it. Plain and simple. Tony Coury is unfit to hold a position as Chief. Mr. Roberts: Mr. Rogers, you are done. Sit down please. Mr. Rogers: Thanks! Mr. Roberts: Is there anything else for the good of the order? Mr. Sharrer moved, seconded by Mrs. Osborn, to adjourn this meeting.
