Zanesville City Council Meeting Monday, August 13, 2018 ZANESVILLE CITY COUNCIL MEETING – MONDAY, AUGUST 13, 2018 The Zanesville City Council met in regular session at 7:00 p.m. on Monday, August 13, 2018 in the City Council Chambers, 401 Market Street, Zanesville, Ohio. Mr. Vincent led those present in the Lord’s Prayer and the Pledge of Allegiance to the Flag. The following members of Council answered Roll Call: Ms. Gildow, Mrs. Osborn, Mr. Sharrer, Mr. Foreman, Mr. Roberts, Mrs. Gentry, Mrs. Norman, Miss Bradshaw, and Mr. Vincent. Mr. Baker was absent. Mr. Roberts moved to excuse Mr. Baker and it was seconded by Mr. Foreman. A voice vote was held with all present being in favor. None were opposed. Motion carries. Mr. Baker stands excused. APPROVAL OF MINUTES Mrs. Osborn moved to accept the minutes of July 23, 2018 as written, seconded by Mr. Foreman. Motion carries. Minutes stand approved. COMMUNICATIONS, REPORTS, AND RESOLUTIONS Communication from Jay Bennett, Director of Public Services – City of Zanesville Cemetery Division 2018 Second Quarter Report. Miss Bradshaw moved to receive, seconded by Mrs. Norman. All present were in favor. None were opposed. Mr. Baker was absent. Motion carries. Communication from Rhonda Heskett, Budget & Finance Director – Pursuant to Ohio Revised Code Section 5705.281 the County Auditor’s Office has certified that $716,893.18 in Local Government Revenue will be allocated to the City of Zanesville for the Fiscal Year 2019. Mr. Foreman moved to receive, seconded by Ms. Gildow. Mr. Vincent: There will be a form going around to sign off on this. All present were in favor. None were opposed. Mr. Baker was absent. Page 1 of 18  Zanesville City Council Meeting Monday, August 13, 2018 Resolution No. 18-86 – Introduced by Council – A Resolution declaring “Beggar’s Night”/”Trick or Treat” for the City of Zanesville. Mr. Roberts moved for first reading, seconded by Mr. Sharrer. Mr. Vincent: Is there any discussion? Mrs. Osborn: I have had some constituents contact me about the possibility of considering holding beggar’s night on a different night given that it conflicts with work schedules, sports, and is a school night. I know there is not a night we can pick where it will make everyone happy, but there have been some folks who have expressed some concerns to me about safety and possibly moving it to have a better experience for young children and their families. Mr. Vincent: Is there anything else from Council? Is there anything from Administration or any feedback that you have had that is helpful? Mayor Tilton: We just pick it usually unless it is a Friday night. We will change it because of football games and stuff like that, but during the week we kind of always set it and it is early enough. It is 5:30 p.m. until 7:00 p.m. so that children get home and are safe. Mr. Vincent: So we will stick with the holiday date? Mayor Tilton: Yes. Mr. Vincent: Is there anything else from Council? Mr. Vincent: For those of you who are here and may be new; we do things a little different, as far as we do a first and second reading, and we actually have a voice vote. It doesn’t make a difference what way people vote on the first two readings, but it can give people a feel for where the representative may stand on an issue and helps to give a chance for discussion. The final vote on the third reading is what matters as far as the roll call vote. This is just to let you know. It is the tradition on how we have done things and I am continuing that. Ordinance No. 18-84 – Introduced by Council – An Ordinance allowing a moral claim. Mr. Roberts moved for first reading, seconded by Mr. Sharrer. Mr. Vincent: Is there any discussion? Mr. Roberts: This was discussed in Public Service tonight. There is further review that needs to take place we will be coming forward with a recommendation out of Public Service before the third reading. Mr. Vincent: There will be another meeting in time? Mr. Roberts: Yes. A private petition from Mr. Dave Rogers, 1104 Benjamin Avenue, Zanesville, Ohio speaking in favor of this Ordinance. Mr. Dave Rogers: Yes, I am in favor of all claims against the city with merit. Likely there are many more claims that should be brought against the city due to unethical practices of its employers. As an example, before claim 13-20 was filed somewhere around 20 of 13-13 before the start of the Council meeting the Mayor and Hillis standing at the black railing that used to be behind me. Mayor, what did he do? Mr. Vincent: Mr. Rogers, Mr. Rogers. Mr. Rogers continued speaking the entire time, nonstop, and getting louder. I say give him a million bucks... Mr. Vincent: Mr. Rogers. Mr. Rogers. Mr. Rogers, you need to listen to me, sir. Mr. Rogers: Yes, sir. Mr. Vincent: I think you are speaking about the wrong thing now. You are here to speak about an Ordinance on a moral claim. Mr. Vincent: Sir, you are talking about a different subject. You need to talk about this moral claim. What is specific to this? I know you are speaking later on and you are speaking on that subject. So you can speak about it then. This is about a moral claim. Mr. Rogers: I am standing up for all moral claims within the city that are brought against the city that have merit. Mr. Vincent: Please stick with the subject or I will terminate your time for this. Mr. Rogers turned to sit down and said “okay”. Mr. Vincent: Okay, terminate it yourself, that is fine. Mr. Sharrer: I just wanted to make Council aware that we need to get these vehicles ordered by a certain date and I wanted to be able to get these particular vehicles and that is why I wanted it waived. Mr. Vincent: Mr. Sharrer, maybe you can answer this. Are these four-wheel drive vehicles? Mr. Sharrer: It was my understanding from the Chief that we were doing the Ford Explorers and that Ford was discontinuing certain models and if we did not act on this by the middle of September, I believe, that those models were no longer going to be available and the vehicles that we have certain computer systems and that kind of thing in order to place in these and save that money for the city they needed to be ordered exactly to specs of the previous ones. Mr. Vincent: Okay. I know the four wheel drive is nice in the winter and they are very pleased with these newer vehicles. Mayor Tilton: They are all-wheel drive. Mr. Vincent: Excellent. So, they are all the time all-wheel drive and they don’t have to kick anything in? They have the ballistic panels in the doors for the police. You are still hearing good stuff that the officers are pleased with them? Mayor Tilton: The officers are very pleased with those. They have more room in the back end and they are better than the Taurus or the Chargers that we have had in the past. Mr. Vincent: We are having better reliability issues? Mayor Tilton: I wouldn’t go that far. We have had a couple of incidents with them. Mr. Vincent: The Chargers had a lot of problems. That is why we went with the Taurus and they decided to go with the Explorers because there is more room and they have been very pleased with them. Mr. Vincent: Our officers need good equipment so they can make it to calls and not be broken down on the way. Is there anything else from Council? Mr. Foreman: I am wondering if there was any thought given to, and I do understand that we have waived this in the past, but I am just asking if there was any consideration given to doing maybe a six month or one year as a time line in lieu of waiving. I understand that we have someone moving into the town and everything and I just, I don’t know if that was something that was thought about. My second question is: are the employees not on some sort of trial period for three months or something like that? Mr. Vincent: I can answer your last question and then the Mayor can. It is an appointed position. So they are as the Mayor wants. There is no trial period and maybe he has that in his mind as what he uses, but if there are issues and it doesn’t work out you can terminate someone right away. I do know that. So, that second part, I will turn to the Mayor. Mayor Tilton: In the past we have waived the residency for Public Service Director and Public Safety Director. Mr. Buck did not live in the City and Mr. Sims did not live in the City. So we have waived that and what I decided is this gentleman is probably the best candidate. He was the best candidate we had and he will be moving himself into the City during the week and probably going home on weekends, but he will be here during the week. Mr. Vincent: Okay, thank you. How far away? Mayor Tilton: It is about 90 minutes away. Mr. Vincent: I am trying to think of history as far as in this position, Mr. Buck, I am sure was involved in a lot being right here, but over the weekend if there were any issues they can be done by phone? Mayor Tilton: You have a Police Chief, a Fire Chief, and myself here and I am not saying he will go home every weekend, I don’t know. We have not really discussed that, but still it is like any other director. He is here; actually, his job is to make sure that those other people are doing their jobs. So, he is not on call 24/7. Mr. Vincent: The reason I asked is just for discussion and to get information out there. Not that it concerns me because with Internet, phones, and all sorts of ways to communicate. Mayor Tilton: Again, having the police chief and the fire chief here and head of building maintenance, head of traffic signals, there is really no reason for him to be here 24/7. If there is an issue then I will be here. Mr. Vincent: Are the chiefs out of town? I am trying to think. Page 7 of 18  Zanesville City Council Meeting Monday, August 13, 2018 Mrs. Osborn: That is just what I was going to ask who of those.. Mayor Tilton: The police chief, I am not, well, right there, we just have an interim chief so we don’t really don’t know until that comes to be, whether the chief will be out of city or not. Mr. Vincent: For fire? Mayor Tilton: Right. The Chief of Police does live in the city. Mr. Roberts: He doesn’t live in the city. Mayor Tilton: No, he doesn’t live in the city. Mr. Vincent: Are there any more questions? Ms. Gildow: Has there been consideration given to either a radius from city hall or Muskingum County residency. Mayor Tilton: No, not really; but with police and fire even our fire fighters, our employees can live two counties away. That is by the ORC (Ohio Revised Code). Mr. Vincent: Is there anything else from Council? The motion for first reading, what does that do to hiring? When is this gentleman come? Mayor Tilton: He is here the 20th. Mr. Vincent: Okay. Is there anything else from Council? Ms. Gildow: Just to ask Mr. Tarbert if that presents a problem from a hiring stand point. Mr. Tarbert: I will have to pull that statute. I don’t know if there is a six month; I think it has to be within six months of him coming here. Ms. Gildow: So, we are alright. Mayor Tilton: Unless it is waived by Council. Ms. Gildow: But if we waive it and pass it as an emergency measure, for example, next Council meeting; we would still be okay? Mr. Tarbert: You will need to waive it within the next six month period. ORDINANCES FOR ACTION Ordinance No. 18-80 Amended (2) – Introduced by Council – An Ordinance to vacate the 14’ wide, unimproved alley 135’ south of Ridge Avenue between Harvard and Cornell Streets; the 14’ wide, unimproved alley south of Ridge Avenue and adjacent to the west side of the railroad tracks; and the 40’ wide, unimproved portion of Harvard Street from 254’ south of Ridge Avenue until it ends to the south in the City of Zanesville, Ohio as herein provided. Mr. Foreman moved for third reading and passage, seconded by Miss Bradshaw. Mr. Roberts: I move that we amend 18-80 for a second time. I can read this off if you want me to. The one is in front of us and highlighted in yellow basically changing the heading on it and in the first whereas, “an application has been duly made by Bart Dingey requesting the vacation of a portion of Harvard Street and all of one alley and a portion of the second alley south of Ridge Avenue. Mr. Vincent: So a motion by Mr. Roberts to amend this Ordinance for the second time with what Council has in front of them, highlighted in yellow for the preamble and the first whereas to make corrections of measurements and what is actually included here. TRAFFIC ORDERS-We have none of those. MISCELLANEOUS AND UNFINISHED BUSINESS Mayor Tilton: I don’t know how many of the Council members have been questioned about the remains that were found in the Greenwood Cemetery. Approximately two weeks ago at 9:00 at night I was called to Greenwood Cemetery. A gentleman who was walking his dog had found remains by a tree. By the time I got there we had the fire department, the police department, our cemetery division, BCI, and many different divisions. During that evening we collected as many remains as we could find, plus about a fifty pound skid of dirt that was at the bottom of this tree. We had it draped with American flags and the remains were taken away to a local funeral home. The next morning I had the sewer department bring a camera up and check the tree. We found the tree to be very hollow and actually saw a couple more remains in the tree. At that time I decided that we needed to take the tree down so that we could be positive that we had all of the remains. During that we found all of the remains. They have been Page 10 of 18  Zanesville City Council Meeting Monday, August 13, 2018 stored at a local funeral home. After that we contacted what relatives we could find. We explained to them what had happened, what we were thinking of doing, and making sure we had their blessing. They agreed. So the local funeral home has donated a small vault and we were going to put the remains back in the vault and turn them back into the ground very soon at the place where they had been. So, it will be closure. We are doing that as respectfully as we can. Mr. Vincent: It sounds like it was handled very well. So, thank you. Mayor Tilton: I want to thank DeLong, Baker, and Lanning Funeral Home for all of their help; the coroner’s office who was there and all of our city divisions that helped out to make this as respectful as we could. Mr. Vincent: The remains were from the late 1800’s. Mayor Tilton: 1892 to 1896. Mr. Vincent: So, wooden casket? Mayor Tilton: Yes, we actually found parts of the wooden casket and some of the hardware off the casket, both putting it all into the vault and turning it back into the grave site. The relatives were very happy. Mr. Vincent: It sounds like it was handled well. Are there any questions from Council on that? Ms. Gildow: Were there grave markers there that would allow you to identify logically who the remains belonged to? Mayor Tilton: Yes, that is how we got in touch with the relatives. Ms. Gildow: Okay. Mr. Vincent: Is there anything else from Council? Mayor Tilton: And when I was first called that night they told me it was a veteran so that really made it so we were very respectful. Mr. Vincent: Thank you. Is there anything from the administration? Law Office? I have a special guest here tonight, Brian Wagner, Director of the Muskingum County Community Foundation. He is here to report and to share with you some excellent news that is going to be happening here within the city. I thought it would be good for you to hear about it firsthand, the lighting project for the Y-Bridge and Sixth Street Bridge. They are using private funds for this from several groups and organizations. So, we have Page 11 of 18  Zanesville City Council Meeting Monday, August 13, 2018 talked several times, and you probably have also, and the Mayor has been involved. So, good news and I wanted him to share it firsthand with Council, so, Mr. Wagner. Mr. Wagner: Thank you, Mr. President, members of Council, Mr. Mayor, good evening. I am Brian Wagner from the Muskingum County Community Foundation (MCCF) and thank you for allowing me to spend a few moments with you tonight. I represent a collaborative effort of six different organizations: The Muskingum County Convention Facilities Authority, the Zanesville-Muskingum County Conventions and Visitors’ Bureau, the Zanesville Noon Rotary Club, the Zanesville Daybreak Rotary Club, The Rogge Foundation, and the Muskingum County Community Foundation who have come together to raise enough funds to place decorative LED lighting beneath the Sixth Street Bridge and the Y-Bridge to illuminate the water and the surrounding bridge structures. Once installed it is our hope the lights then can be tied into the same system that controls the Courthouse for uniform views. The full cost of the lighting instruments, the installation, and first year of operation has been raised and depending on weather conditions and availability of the equipment we hope to begin to start work next Monday, August 20, 2018. The work is being done by Russ Nelson, a West Muskingum graduate, whose company specializes in installing those types of lights and holiday displays in multiple states throughout our region. Any excess funds will be held at the Community Foundation to provide for future maintenance of these lights. Mr. Nelson has met with ODOT for approval and we will be coordinating with the new City Safety Director for lane closures. The work will be done primarily at night to reduce congestion. It is our hope that this is phase one of a larger effort to revitalize the canal bank and the park for the community use. The Community Foundation has reviewed the last five city, county, and privately funded strategic plans for Zanesville and Muskingum County and these plans date back to 1996. We identified several common themes in the plans. One of the themes that was consistent in all five plans was river-front development. With the development of the Dutro project, the past effort by the Noon Rotary and the Visitor’s Bureau and their continued move to light the downtown. We convened the past and present stake holders: including members of the administration and the county commissioners to discuss the collaborative effort to develop the canal bank. With this first stage, hopefully soon to be completed, not only will this lighting provide a very visible sign the downtown development is a priority, but it will add value to the updates already made in the area. We hope the next phases will include improvements to the park itself including more benches, parking, lighting, flower beds, and other enhancements to increase river access, additional trails on top of the canal bank to connect the Sixth Street Bridge to the park is also a possibility. We look forward to continuing this collaborative effort with these groups for the improvement of the canal bank. We will be happy to provide updates to Council at any given time. Tonight we do bring some supplemental materials as well. What you have in front of you is the cornerstone charter for our Economic Vitality Group at the Community Page 12 of 18  Zanesville City Council Meeting Monday, August 13, 2018 Foundation, the canal bank project description including the amounts that have been raised by the organizations, as well as, the original plans that were originally developed by the Noon Rotary Club back in 2013. Again, thank you so much for this opportunity to address Council. We are looking forward to getting this project up, running, and completed to help illuminate Zanesville even further. Mr. Wagner: It surely was a collaborative effort; I can say that about those six partners and hoping to include others as we continue to look at other areas that can be developed throughout that region. PRIVATE PETITIONS AND COMMUNICATIONS Non-agenda item petitions filed Mr. Victor N. Dayton, Sr., 1583 Ridge Avenue, Zanesville, Ohio speaking about 1218 Ridge Avenue about the condition of said property. Mr. Vincent: Mr. Dayton, with that, at the first of the year this is your first time here so you will have three minutes to speak. Mr. Dayton, Sr.: I appreciate the opportunity. I have been in Mr. Smith’s office in the spring. I started this in the spring. Mr. Smith told me that the City Law Director was checking into ways to getting this property taken care of. Mr. Smith also informed me that the Mayor was in charge of boarding up vacant properties. There are squatters in there and I got ahold of Connie (Mrs. Norman) and she was over. She visually saw what was going on. The obnoxious vegetation, the open basement doors, one of them she saw. Something needs to be done with the property as far as cleaning it up so that way come fall maybe the vagrants in there will not decide to start a fire; burn it down, burn my house down next door to it. I own a piece of property right next door to it. I would really hate to lose my property and I have been in your office and your office. Your secretary tells me that if we do board it up people come along and just tear the boards off and we don’t have the money to do it. So, something needs to be done with the property so they ought not and the vegetation needs to be taken down and cleaned up. Mr. Smith, as far as he goes, the last time I was in his office he used the tone of voice as of, “Mr. Dayton, I told you there was nothing I can do about it.” That tone of voice. I pay my taxes. I am a citizen of Zanesville. I would like to see something done, please. Thank you. Mr. Vincent: Thank you, Mr. Dayton. I appreciate it. With that, your house is the white house to the left? Mr. Dayton: Yes. Mr. Vincent: With the awnings? Mr. Dayton: Yes. 1212 is my house, but I live at 1218. Mr. Vincent: So 1583 Ridge Avenue is not your address? Mr. Dayton: 1583 is my address. That is my residence. Mr. Vincent: Okay, alright. I just wanted to get clear on that. They are quite a distance apart. With that, Mayor, can you share anything with Council as far as what you know? I know Mr. Smith is not here tonight. Mayor Tilton: Every year we try to get as many properties as we can. We mow what we can. This year has been very tough because of all the rain. We have lost a few people in the weed crew. We are trying to replace them. As for boarding up, we have only so many people to do that. We board them up and we are called by the Police Department every time they find one unboarded and we try to board them up again. We board these up two or four times a month. We are trying our best. We have many, many properties. Mr. Vincent: They are stealing the lumber too? Mayor Tilton: Yes. They take it, they throw it away, or they tear it up so bad that we have to replace it. Mr. Vincent: I know we mow and the vegetation, vines, which you are probably familiar with. Do we weed whack at the bottom? Mayor Tilton: Again, we have so many properties that if they just get the grass mowed it is kind of tough. Mr. Vincent: I just didn’t know if they are our weed whackers. I don’t know the answers to this. Mayor Tilton: We have all of the equipment. It is just taking the time to do so. Mr. Vincent: It looks like it was mowed not too long ago. Mr. Vincent: You may not know this, but how long is the list of demos that Mr. Smith has? Mayor Tilton: The demos? I truly don’t know. Mr. Vincent: I know we took down a bunch that helped us. Mayor Tilton: Yes, I just signed for six or seven here within the last few weeks. I think we still have a little bit of money left to take them down, but again, it is a process that we have to go through before we can take them down. Mr. Vincent: Okay. I know there is a process of determining which are greater risks and greater danger. Mayor Tilton: Absolutely. Mr. Vincent: It is not easy Mayor Tilton: We had to take a couple down because of fires. Mr. Vincent: Okay. I assume it is onMr. Smith’s list? Mayor Tilton: I don’t know about a demolition list. I will check into that and get back with you. Mr. Vincent: Okay. Mrs. Gentry has Code Enforcement Committee so I will get information out to you on when that committee meeting will be and I think Mr. Smith is at the committee meetings and not sure what else at the City, but that would probably be the best time to talk and get some more information, more answers at that time. I know you have some here from the Mayor and it is a challenge. It is not just this year as it has been many years in the past. We got money from the state years ago and we took down quite a few structures. You would have thought that would have been wonderful for years. Mayor Tilton: We are probably up in the seventy or eighty demolitions that we need to take down. Mr. Vincent: Okay. So, I am guessing it is on Mr. Smith’s radar. He has a long wish list and he has asked for extra money. It is something he wants to do more of. It is important to him. I encourage you to come to the Code Enforcement Committee meeting and like I said the Clerk has your address and she can give you a call or send you something to let you know when that is so you can be there to get some additional information and hear some stuff first hand. I know Mrs. Norman and Mrs. Gentry went over and saw the property. I went over and looked at it and maybe some others did too. Okay moving on to our next petitioner. Mr. Dave Rogers, 1104 Benjamin Ave, Zanesville, OH speaking on misconduct among public employees in their duty or exposed and nothing done. It’s a reflection on the community. Mr. Rogers: Okay, members of the general public and Council, and any government agencies watching. So how does Zanesville deal with misconduct? They cover it up; find ways for it not to be talked about. A fine example earlier: this happened that way. Tampers ballots inside the city, a county building, and that was discussed a few weeks ago. Mr. Roberts are you still a county employee? I was wondering about that. Let me read this here, this was from Municipal Court. Conditions: no contact of any kind with City or County employees. So the City does provide things to an individual not to communicate with County employees where it comes up with that, the thing that is specific is so vague it didn’t even say what county and that was even true with the revised edition. Now, I want to play something here. I have this set up. I am only going to play the last fifteen seconds of it. I will play it a couple of times here. Let me get to it. Mr. Rogers played a recording. Then I was attacked. Why wasn’t that in any of his reports and that is who you want for your police chief? Pathetic, Mayor” Mr. Vincent: Mr. Rogers, you are addressing Council, sir. Mr. Rogers: It is pathetic if Council will permit the Mayor to have somebody, let me play it again, here in case it wasn’t (pause while Mr. Rogers is trying to replay audio) Mr. Vincent: Mr. Rogers, I think everyone heard it the first time. Mr. Rogers: That was made by the unelected judge, a former city attorney. He couldn’t even read it correctly because the County wasn’t mentioned in the court order, but yet I found out that if the County was supposed to include the County. Zanesville-Muskingum County will cover up misconduct of its employees. Your elected judge may be known as a great family man and humanitarian, but he also put signing me and whatever backbone he may have had by putting his fill in judge in place. Mr. Vincent: Mr. Rogers, do you have facts here about this? Can you give examples? Mr. Rogers: It is all documented in the court transcripts and recordings. Mr. Joseph didn’t have, you know, he told me if I had a problem making a complaint to let him know. That is where we got him the recording and the cover up to follow with the tampered investigation. Mr. Vincent: Thank you Mr. Rogers, I am sorry, your time is up. Mr. Rogers kept speaking. Mr. Vincent: Mr. Rogers, Mr. Rogers, Mr. Rogers kept speaking and getting louder Mr. Vincent: Mr. Rogers, your time is up. Mr. Rogers: Okay, thank you, sir. Mr. Vincent: Mr. Rogers, a couple of things. Twice now tonight you have not listened to what I have had to say and you continued speaking. I am going to consider whether I allow you to speak in the future. I will talk to the Law Director. Mr. Rogers: All I got Mr. Vincent: Sir, Sir, you are done talking. Sir, you are done speaking. Mr. Rogers kept interrupting. Mr. Vincent: Sir, you are out of order sir. Please be quiet. I will not tolerate this. Mr. Rogers started one more time. Mr. Vincent: Sir, I am speaking. You are not speaking! You have had your three minutes. I will be glad to talk with you afterwards, but you are done speaking right now. Consider that, as far as, what you want to speak on at the next Council meeting is what your topic is going to be. Okay? Mr. Vincent: Alright! With that, is there anything else from Council? Mrs. Osborn: On a different note. Just making sure everybody knows that the Muskingum County Fair is going on this week and whether or not rides and fair food is your thing, which I wouldn’t know why they wouldn’t be. I got to spend the day with some youth from 4-H this morning and what a refreshing experience. We should be very proud of those young folks who are working very hard to prepare and show their animals, show off their projects; and I just think it is a real treat that our community should take advantage of and enjoy. Mr. Vincent: Thank you, Mrs. Osborn. Is there anything else? With my comments earlier, disturbing a public meeting is against the law and you can be charged with that as a misdemeanor. So, we have been through this before, most of us on Council. To be fair to everyone and run a professional meeting as you all deserve, the administration deserves, and the people here with us tonight there are things I will not tolerate. It is just not right; it is not fair. That is all I have to say. Is there anything else from Council? Mrs. Osborn moved to adjourn. It was seconded by Mr. Roberts.
