Zanesville City Council Meeting Tuesday, October 9, 2018 PUBLIC HEARING A Public Hearing was scheduled for 6:30 p.m. and held at 6:33 p.m. on Tuesday, October 9, 2018 in the Zanesville City Council Chambers, 401 Market Street, Zanesville, Ohio to hear comments on the request to re-zone 239 Weller Avenue from C-4 Highway Commercial to I-1 Industrial for parcel number 81-15-02-01-000. All testimony for and against will be heard. Mr. Jay Bennett provided a brief description of the request pertaining to Ordinance 18- 98 up for third reading by Council this evening for the rezoning of 239 Weller Avenue. Ordinance 09-10 had changed the then current zoning from an I-4 to a C-4 as a church had requested the zoning change to accommodate their plans. With notices having been sent out Mr. Bennett had been contacted and met with one resident who lives on Weller and the plans were explained to him. This individual did not attend the Board of Zoning Appeals or the Planning Commission meetings to express any concerns, so he must have been satisfied with the information from Mr. Bennett. A temporary use permit has been issued for the cardboard recycling business that is currently operating under the temporary permit. The Planning Commission reviewed this request and with the property to the east, south and north currently being zoned as C-4 properties and I-1 to the west up against the Coopermill Manor Zanesville Metropolitan Housing Authority (ZMHA) it was thought to be appropriate to be rezoned back to an I-1 Industrial for parcel number 81-15-02-01-000. There are performance standards in our code that addresses noise, traffic, vibration, odor if the operation is allowed as a permitted use. The Planning Commission did make recommendations to approve. No one came forward to speak against this request. Jodi Petty, owner of Jepco Recycling Resources, spoke in favor of the zoning change. She mentioned they plan to abide by the guidelines required by the city of Zanesville and the Ohio EPA regarding vibration, noise, traffic, odor, and other stipulations as she provides a new service to the community. The business will pay for cardboard brought in, and it will be bailed, sold, and distributed accordingly. She owns two similar businesses in Arizona. The business will operate during daylight hours and plans to employ ten employees within three years. They pay safety bonuses at their other facilities for no loss of work time as safety is a primary concern of the owner. The hearing ended about 6:44 p.m. ZANESVILLE CITY COUNCIL MEETING – TUESDAY, OCTOBER 9, 2018 The Zanesville City Council met in regular session at 7:00 p.m. on Tuesday, October 9, 2018 in the City Council Chambers, 401 Market Street, Zanesville, Ohio. Mr. Vincent led those present in the Lord’s Prayer and the Pledge of Allegiance to the Flag. Mr. Roberts was absent. Mr. Sharrer moved to excuse Mr. Roberts. Mr. Foreman seconded the motion. A voice vote was taken with all present being in favor. None were opposed. Motion carries. APPROVAL OF MINUTES Mr. Sharrer moved to accept the minutes of September 24, 2018 as written, seconded by Mr. Foreman. Motion carries. The minutes stand approved. COMMUNICATIONS, REPORTS, AND RESOLUTIONS Communication from Mayor Jeff Tilton – Downtown Design Review Board-The Mayor is hereby recommending the appointment of Cynthia Northrup to the Downtown Design Review Board. Ms. Northrup will replace Vincent Russo. Ms. Northrup’s term will expire January 31, 2021. Mr. Baker moved to receive and concur, seconded by Miss Bradshaw. All present were in favor. None opposed. Mr. Roberts was absent. Motion carries. PROPOSED ORDINANCES Ordinance No. 18-108 - Introduced by Council – An Ordinance authorizing for bids and entering into contract for the purchase of limestone for the City’s requirements during the year 2019. Mr. Baker moved to waive the readings and it was seconded by Mrs. Gentry. Mr. Vincent: Is there any discussion on waiving? None was heard. Ordinance No. 18-109 - Introduced by Council – An Ordinance authorizing the proper City official to execute relevant documents with the Ohio Environmental Protection Agency (OEPA), Drinking Water Assistance Fund (DWAF) Loan for the Pioneer Reservoir Replacement Project. Mr. Sharrer moved for first reading, seconded by Ms. Gildow. Mr. Vincent: Is there any discussion? Mr. Sharrer: This was discussed in tonight’s Public Service meeting and the committee recommended that Council go ahead and pass this ordinance. Mr. Vincent: Okay, is there anything else? ORDINANCES FOR ACTION Ordinance No. 18-103 – Introduced by Council – An Ordinance authorizing contracts for Administration, Network, Medical Management, and Stop Loss Insurance Services related to the City’s Employee Health Plan. Mr. Foreman moved for second reading, seconded by Miss Bradshaw. Mr. Vincent: Is there any discussion? Hearing none, all in favor of second reading signify by saying aye. All present were in favor. Ordinance No. 18-105 Amended – Introduced by Council – An Ordinance authorizing a Maximum Schedule of positions for the City of Zanesville’s Workforce. Mr. Foreman moved for second reading, seconded by Mrs. Osborn. Mr. Vincent: Is there any discussion? Mr. Sharrer: I have another amendment on page three under City Maintenance the Traffic Signal Technician 1 part-time. I would like to remove the part-time. Page 3 of 8  Zanesville City Council Meeting Tuesday, October 9, 2018 Mr. Vincent: A motion by Mr. Sharrer to make an amendment on page three under City Maintenance for Traffic Signal Technician 1; remove the words part-time. It was seconded by Mr. Baker. Mr. Vincent: Is there any discussion? Mr. Toney? Mr. Toney: It is a necessary amendment, so we need to move forward with it. Mayor Tilton: Why this came about is about a year and a half ago our Traffic Signal Supervisor retired and at that time we had nobody to step up into that position. That is why we kind of wanted to bring this from a part-time to a full-time position, so we could have the training involved so in the future if this gentleman does retire again we have somebody to take that place because it is essential to the City of Zanesville for the traffic signals. That is why we are taking it from part-time to full-time. Mr. Vincent: That is critical. When they are not working it creates a lot of problems. Mayor Tilton: Definitely, amen. Mr. Vincent: There are two positions that take care of signals? Mayor Tilton: There is a Traffic Signal Crew Leader and there is a Traffic Technician 1. Mr. Vincent: Okay. Being full-time then will give more hours for work and make the job more appealing as far as getting someone in there and keeping them. Mayor Tilton: Yes, to get somebody into train to take over. Mr. Vincent: Thank you for clarifying that. Is there anything else from Council? Okay, so we had a motion for the second amendment. If no further questions, all in favor of that amendment please signify by saying aye. Opposed nay. All present were in favor. None were opposed. Motion carries. Mr. Vincent: We are now at ordinance 18-105 as amended for a second time and we are at second reading. Mr. Sharrer moved for second reading as amended the second time. Ordinance No. 18-102 – Introduced by Council – An Ordinance authorizing the proper city official to advertise for bids and enter into a contract with the lowest and best bid for the construction of the Runway 16/34 Lighting Improvement Project. Mr. Baker moved for third reading and passage, seconded by Mrs. Osborn. Mr. Vincent: Mr. Bennett, as a refresher, the width of the runway was narrowed, but the lights are still out where they used to be for a wider runway. Mr. Bennett: That is correct. We have been successful with the State of Ohio Department of Transportation Aviation Division. We have gotten some of their money. We like their 90% grant money and our 10% match. A few years ago, this would be known as the cross wind runway. FAA funding is not permitted to be used on those, so we were successful in getting money to rehabilitate those crosswinds. Where those lights are sitting and need work. They are kind of old at this point. They were installed in 1999 when I was here before so if that tells you how old they are. So electrical work you take a second reading on design. This is working ahead so that once we get into the first part of the year we can get out to bid to get the project done in the spring. Mr. Vincent: We appreciate all the extra money from the state and federal government. It helps to improve our airport asset here in Zanesville. Mr. Bennett: It is such a huge asset. Page 6 of 8  Zanesville City Council Meeting Tuesday, October 9, 2018 TRAFFIC ORDERS None MISCELLANEOUS AND UNFINISHED BUSINESS Mayor Tilton: I would like to give an update about our two water tank projects. The Heritage tank: the painters are hoping to be done October 17 with the final painting. It depends on what the temperature is so the paint cures before we begin to fill it back up. Hopefully by the end of October we will have it filled up. The Putnam tank: the erection project should be done sometime the middle of October. Then they will start the painting process there. They will start on the inside; therefore, if we have an early winter at least we have the inside painted, we can start filling it up, and put it back on line too. Then they will finish up the painting; hopefully by the end of the year, but if not, early next year. Those are the two projects. Next, I have Chief Hobson. Mr. Vincent: This is carry over from our last meeting for those who were not here. Mayor Tilton: I have a proclamation from the office of the Mayor honoring Interim Fire Chief Doug Hobson: WHEREAS, on September 15, 2018, during the half marathon event, Interim Fire Chief Doug Hobson responded to a call where a man had suffered a medical emergency, cardiac arrest, collapsing on the street; and WHEREAS, Interim Fire Chief Doug Hobson rendered medical care, performing CPR on the victim, and the victim was lost twice during the efforts of Interim Fire Chief Doug Hobson; and WHEREAS, the valiant efforts of Interim Fire Chief Doug Hobson resulted in the man being resuscitated and thereby transported to the hospital alert and conscious. NOW, THEREFORE, BE IT PROCLAIMED, that I, Jeff Tilton, Mayor of the City of Zanesville, do hereby commend and congratulate INTERIM FIRE CHIEF DOUG HOBSON for his swift actions and saving the life of a citizen of the city of Zanesville. Interim Fire Chief Hobson represents the finest example of service to his community and to the Zanesville Fire Department. The gentleman who is standing here is Mr. Jim Crowley. This is the guy that I got to do CPR on a couple of weeks ago. (Applause again broke out) Doug Hobson: He says his chest hurts a little bit. (Laughter was heard and applause) Mr. Vincent: Afterward, I know it is tough getting photos from the back and this is important, so afterwards if you want to come up and get photos and restage things and get the Mayor and whoever you would like in your photos. It is important to get the family in, so that is pretty neat. With that, I heard a 25th Wedding Anniversary? Is that true? Doug Hobson: Yes, today is their 25th Wedding Anniversary. (Applause again) Mayor Tilton: That is all I have. Mr. Vincent: Thank you, sir. Is there anything else from the administration?
