ZANESVILLE CITY COUNCIL MEETING MARCH 25, 2019 ZANESVILLE CITY COUNCIL MEETING – MONDAY, MARCH 25, 2019 The Zanesville City Council met in regular session at 7:00 p.m. on Monday, March 25, 2019 in the City Council Chambers, 401 Market Street, Zanesville, Ohio. Mr. Vincent led those present in the Lord’s Prayer and the Pledge of Allegiance to the Flag. The following members of Council answered Roll Call: Mrs. Norman, Miss Bradshaw, Ms. Gildow, Mrs. Osborn, Mr. Sharrer, Mr. Foreman, Mr. Baker, and Mr. Vincent. Mrs. Gentry and Mr. Roberts were absent. Ms. Gildow moved to excuse Mrs. Gentry and Mr. Roberts. It was seconded by Mr. Baker. A voice vote was taken with all present being in favor. Motion carries. They stand excused. APPROVAL OF MINUTES Mrs. Osborn moved to accept the minutes of March 11, 2019 as written, seconded by Miss Bradshaw. Motion carries. Mrs. Gentry and Mr. Roberts were absent. COMMUNICATIONS, REPORTS, AND RESOLUTIONS Communication from Mayor Jeff Tilton – South East Area Transit Board – Mayor Tilton is hereby recommending the appointment of Jody Spencer to the South East Area Transit (SEAT) Board. Mr. Spencer will replace Tom Peters. Mr. Spencer’s term will expire December 31, 2020. Mrs. Osborn moved to receive and concur, seconded by Mr. Baker. All present were in favor. None were opposed. Motion carries. Mrs. Gentry and Mr. Roberts were absent. Communication from Mayor Jeff Tilton – City Planning Commission – Mayor Tilton is hereby recommending the appointment of Blair Tom to the City Planning Commission. Mr. Tom will replace Kevin McPeek. Mr. Tom’s term will expire February 1, 2022. Miss Bradshaw moved to receive and concur, seconded by Ms. Gildow. All present were in favor. None were opposed. Motion carries. Mrs. Gentry and Mr. Roberts were absent. Ms. Lyons will replace Rick Bland. Ms. Lyon’s term will expire February 1, 2022. Mrs. Norman moved to receive and concur, seconded by Miss Bradshaw. All present were in favor. None were opposed. Motion carries. Mrs. Gentry and Mr. Roberts were absent. PROPOSED ORDINANCES Ordinance No. 19-20 – Introduced by Council – An Ordinance amending Section 333.01 of the Codified Ordinances of the City of Zanesville relating to the Driving or Physical Control while under the Influence and declaring an emergency. Mr. Sharrer moved to waive the readings and it was seconded by Mr. Foreman. Mr. Vincent: Is there any discussion on waiving? Mr. Foreman: The Law Director spoke with me about sponsoring this as a result of changes in Ohio Law so we are caught up to those changes occurring. Mr. Vincent: So waiving is essential? Mr. Foreman: Yes, sir. Mr. Vincent: With that we will have roll call vote for waiving of the readings. Mr. Sharrer moved to waive the readings and it was seconded by Mr. Foreman. Mr. Vincent: Is there any discussion on waiving? Mr. Sharrer: We discussed this in the earlier Ways & Means Committee meeting and it was recommended by that committee to waive the readings. Mr. Vincent: Thank you, Mr. Sharrer. Ordinance No. 19-22 – Introduced by Council – An Ordinance establishing pay, benefits, and employment policies and procedures for unaffiliated employees in the Municipal Service. Ms. Gildow moved to waive the readings and it was seconded by Miss Bradshaw. Mr. Vincent: Is there any discussion on waiving? With that we will have roll call vote for waiving of the readings. Ms. Gildow: Similarly, to the prior Ordinance this was discussed at the Ways and Means Committee meeting and recommended for approval. Ordinance No. 19-23 – Introduced by Council – An Ordinance establishing the annual salary for members of the Civil Service Commission for the City of Zanesville, Ohio. Mr. Sharrer moved for first reading, seconded by Mr. Foreman. Mr. Vincent: Is there any discussion? Hearing none, all in favor of first reading signify by saying aye. All were in favor. Ordinance No. 19-24 – Introduced by Council – An Ordinance authorizing the proper City official to grant an easement to Columbia Gas for a gas main west of Carpenter Street. Mr. Sharrer moved for first reading, seconded by Mr. Foreman. Mr. Vincent: Is there any discussion? Mr. Bennett, there is no urgency on this to get this in as far as providing service to the community. Mr. Bennett: Yeah, it can go three readings. Mr. Vincent: Is there anything else from Council? Ordinance No. 19-25 – Introduced by Council – An Ordinance allowing a moral claim. (Ricky Hogan) Mr. Sharrer moved for first reading, seconded by Ms. Gildow. Mr. Vincent: Is there any discussion? Mr. Sharrer: I just wanted to point out to my colleagues that Mr. Hogan had submitted a legal claim in the amount of $2,800 and some change and in discussions with him he has lowered that in a moral claim to $835 and some change which basically would cover his deductible and car rental. The damage was from the sign that hit his car. Mr. Vincent: Thank you, Mr. Sharrer. Is there anything else from Council? Ordinance No. 19-11 - Introduced by Council – An Ordinance authorizing the Community Development Director to execute a Gift Agreement with the Muskingum County Farm Bureau. Miss Bradshaw moved for third reading and passage, seconded by Ms. Gildow. Roll call vote for passage. 7 Ayes 0 Nays 2 Absent Mrs. Gentry and Mr. Roberts Motion carries. Ordinance is passed. Ordinance No. 19-14 – Introduced by Council - An Ordinance declaring various City properties as surplus and authorizing the Zanesville Community Improvement Corporation, acting as the agent of the City of Zanesville, Ohio to negotiate the disposal of certain City owned property for economic development purposes. Ms. Gildow moved for third reading and passage, seconded by Miss Bradshaw. Roll call vote for passage. 7 Ayes 0 Nays 2 Absent Mrs. Gentry and Mr. Roberts Motion carries. Ordinance is passed. TRAFFIC ORDERS None were submitted for this meeting. MISCELLANEOUS AND UNFINISHED BUSINESS Mayor Tilton: I hope everybody on City Council has taken our Housing Survey that we have had out there. We are still looking for more people to take that survey so that we can find out what they are looking for in the future in our housing. That is all I have for this evening. Thank you. Mr. Vincent: Again, the deadline is this Friday? Mr. Bennett: We are going to go ahead and extend that a short amount of time. There have been several groups that have come in. Just wonderful people who have said look there are people that will need a hard copy to be able to take this, so they have Page 6 of 7  ZANESVILLE CITY COUNCIL MEETING MARCH 25, 2019 volunteered to take them. They have volunteered to go out so they are out canvasing and getting more information from some folks who may have had a tough time getting it online or accessing it if you will. So, we expect if those are coming in we are going to enter those in and we will close it probably in the middle of April. Mr. Vincent: The Middle of April, okay. If someone wants to fill one out and no way of getting it in, do we have volunteers that can be contacted or can they call someone? Mr. Bennett: If they contact us and we will make sure they get one. Contact the Community Development Department. Mayor Tilton: Or they can call my office. Mr. Vincent: People can contact the Mayor’s office or the Clerk, all of them will get them to the right spot. Mayor Tilton: Absolutely. Mr. Vincent: With that, is this on our Facebook page that we can like and share? Mr. Bennett: We have advertised it on both of those. It is on our web page. You can access it there as well. Mayor Tilton: It is simple to take. Mr. Vincent: Thank you. Is there anything else from the Administration? PRIVATE PETITIONS AND COMMUNICATIONS There were no non-agenda item petitions filed for this meeting. Mrs. Osborn moved to adjourn. Mr. Sharrer seconded the motion.
