ZANESVILLE CITY COUNCIL MEETING MONDAY, DECEMBER 23, 2019 ZANESVILLE CITY COUNCIL MEETING – MONDAY, DECEMBER 23, 2019 The Zanesville City Council met in regular session at 7:00 p.m. on Monday, December 23, 2019 in the City Council Chambers, 401 Market Street, Zanesville, Ohio. Mr. Vincent led those present in the Lord’s Prayer and the Pledge of Allegiance to the Flag. The following members of Council answered Roll Call: Mrs. Gentry, Mrs. Norman, Miss Bradshaw, Ms. Gildow, Mrs. Osborn, Mr. Sharrer, Mr. Foreman, Mr. Roberts, Mr. Baker, and Mr. Vincent. APPROVAL OF MINUTES Mr. Roberts moved to accept the minutes from December 9, 2019 as printed, seconded by Mrs. Osborn. Motion carried. Minutes are approved. COMMUNICATIONS, REPORTS, AND RESOLUTIONS Resolution No. 19-150 - Introduced by Council –A Resolution recognizing Councilperson Connie Norman for more than 30 years of dedicated service. Mr. Sharrer moved to waive the readings and it was seconded by Mr. Baker. Mr. Vincent: Is there any discussion on waiving? With that we will have roll call vote for waiving of the readings. Roll call vote on waiving of the readings. 9 Ayes 0 Nays Motion carries. Miss Bradshaw moved for passage, seconded by Ms. Gildow. Mr. Vincent: Is there any discussion? Funny I should ask. I do have some discussion here. With this, this Resolution was not in Mrs. Norman’s packet on purpose. So she is looking for it now I am sure. (Laughter broke out) So with that, to fill in; because we didn’t provide, or Sue didn’t provide it to you, I would like to read it to you now. Page 1 of 11  ZANESVILLE CITY COUNCIL MEETING MONDAY, DECEMBER 23, 2019 THIS IS A RESOLUTION RECOGNIZING COUNCILPERSON CONNIE NORMAN FOR MORE THAN 30 YEARS OF DEDICATED SERVICE. WHEREAS, Connie Norman was appointed to fill the unexpired term of Third Ward Councilman Richard Gilbert, she was sworn into office on August 28, 1989 and elected later that fall to continue representing the citizens of her Ward, and subsequently re- elected to that position biennially, to serve for a total of 30 years and 4 months, thus potentially making her the longest consecutively serving Councilperson in the history of Zanesville. I think that is accurate. We didn’t do all the history and that itself is a lot, but let’s continue here. There is more to come. WHEREAS, Connie Norman was the first elected female African-American Councilperson, who encouraged and supported other women to run for City Council and mentored and supported them in serving their constituents and the City of Zanesville. She has two of those people here right now. WHEREAS, during her tenure, Connie Norman helped champion actions to improve the quality of life for the residents of the Third Ward and the City of Zanesville; serving as a leader and helping form the Putnam Hill Park Association to restore and improve the park for citizens and visitors to enjoy; working with the Muskingum Valley Old-Timers Baseball Association and renaming of the Municipal Stadium to Gant Stadium, named after Nelson T. Gant, a freed slave, abolitionist and successful Zanesville businessman; and worked to improve housing and reducing blight and crime. To help improve the City, she served on many Council Committees- Crime and Violence, Community Development, Ways and Means, Public Safety, Code Enforcement, and the Community Development Block Grant Advisory Board. WHEREAS, Councilperson Norman has dedicated immeasurable hours to volunteer service for the Zanesville community. She has served as Past President of the NAACP and started youth groups to encourage education and leadership; helped establish the Nelson T. Gant Foundation in 2001 to purchase and restore the Gant House and continues to serve as Board President. Mrs. Norman has supported the Minority Business Resource Network of Southeastern Ohio and their Solid Gold Jazz and Rib Fest, served on the Genesis Hospital Advisory Board, and many other community organizations and events. WHEREAS, Connie Norman carried out the responsibilities as Councilperson in a dedicated, conscientious and humanitarian manner, she has forever impacted the City of Zanesville and citizens in many positive ways. NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Zanesville, that Councilperson Connie Norman is recognized for her successful leadership through more than 30 years of dedicated community service and representation. Where did you get all of this information? Mr. Vincent: Thank the Times Recorder and the Internet. With that we all signed as Council. Is there anything you would like to add? Mrs. Norman: Thank you. Mr. Baker: I would just like to give my personal thanks to Connie Norman for just being a role model to me over these many years. We have asked one another for advice. We served on various committees together. I have always looked up to her as being sort of a paragon of integrity and honesty, and hopefully her presence on this Council will continue to be felt as a role model for many, many years to come. Mrs. Norman: Thank you. Mr. Vincent: Thank you, Mr. Baker. Is there anything else from Council? Okay, with that, Todd Ware is here this evening and he will be replacing her. Since Council has nothing, we turn to Mr. Keane Toney who agreed to help us out by reading. Keane Toney: For Resolution Number 19-151. RESOLUTION RECOGNIZING MAYOR JEFF TILTON FOR EIGHT YEARS OF DEDICATED SERVICE WHEREAS, Jeff Tilton was elected Mayor in November 2011; and served in that capacity for eight years. Prior to being elected Mayor he served as a City Council member. WHEREAS, Jeff Tilton has dedicated countless hours to improving the quality of life for the residents of the City of Zanesville; arriving every single day at city hall between 4:30 5:00 am every day and staying past the normal business hours. WHEREAS, Mayor Tilton has dedicated his life to the service of the Zanesville community. He has served as a member of numerous boards, the Genesis Advisory Board, Advisory Board at The Oaks at Bethesda and Northpointe and the Salvation Army Advisory Board. He is also a member of Gage and Gavel Lodge #448, Amrou Grotto M.O.V.P.E.R. He was a past founding member of the Community Civic Organization, and he served two terms as President and had been a member of the Zanesville Sertoma Club for 20 years. WHEREAS, Mayor Tilton has performed immeasurable hours of volunteerism at the Gus Macker, with the Miracle on Main Street, Souper Bowl Sunday and the Y-Bridge Arts Festival. Mayor Tilton was Co-Chair of the Sertoma Club Pancake Day for five years. WHEREAS, Mayor Tilton is recognized for the guidance he has extended to the Public Safety Director, Public Service Director, city employees and the dedication he has shown to the City of Zanesville. WHEREAS, Jeff Tilton carried out the responsibilities as Mayor in a dedicated, conscientious and humanitarian manner; always placed the welfare and safety of the City as his first priority. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Zanesville that Mayor Jeff Tilton is recognized and appreciated for his years of civic service and personal sacrifice. BE IT FURTHER RESOLVED, that Jeff Tilton’s service to the community is appreciated, his professional demeanor with the public, colleagues and employees sets him apart as the consummate gentleman, you made the City of Zanesville a better place to live…Thanks to the Gentleman Mayor, Jeff Tilton. You have a lot to be proud of, but as you stated the other day; we have a lot to be proud of by working together. I enjoyed working together on Council. We had lots of good discussions and we did a lot of great things on Council and then eight years as mayor. Yes, the City is a much better place so because of you being here and your service. PROPOSED ORDINANCES Ordinance No. 19-141 – Introduced by Council – An Ordinance authorizing the expenditure of funds relating to the Lock #10 Canal Trail Project. Mrs. Osborn moved for first reading, seconded by Miss Bradshaw. Mr. Vincent: Is there any discussion? Time wise we are okay on this to go all readings? Mr. Arnett nodded yes. Mr. Vincent: If there is no discussion all in favor of first reading signify by saying aye. All were in favor. None were opposed. Motion carries. We will return to our next meeting. With that, I will explain the preamble. If Council recalls at the last meeting this was read, or Ordinance 19-141 was read, but with the incorrect preamble. We had an Ordinance that didn’t make it out of committee who was assigned that number and somehow got mixed in and the wrong preamble was read. So, you did pass first reading of 141, but the wrong preamble. I talked with the Law Director and his recommendation was to go ahead and redo the correct reading of the preamble. Council always had the correct legislation in front of them, but just to correct that then the best method was for us to read it as first reading. Then if you would like to save time later on as far as waiving maybe January you can do that to get it back on track. So we are a meeting behind because of that so I just wanted you to understand. Ordinance No. 19-152 – Introduced by Council – An Ordinance amending Appropriation Ordinance No. 19-10A and declaring an emergency.
