1. Ordinance No. 2021-124–Introduced by Council – An Ordinance authorizing
the Public Service Director to advertise for bids and enter into a contract with
the lowest and best bidder for the cleanup of the former Lear site located at
2200 Linden Avenue, and declaring an emergency. (Emergency or First
Reading)
The next regular meeting is scheduled for October 25, 2021.

ORDINANCE NO. 2021 -124
INTRODUCED BY COUNCIL
AN ORDINANCE AUTHORIZING THE PUBLIC SERVICE DIRECTOR TO
ADVERTISE FOR BIDS AND ENTER INTO A CONTRACT WITH THE LOWEST
AND BEST BIDDER FOR CLEANUP OF 2200 LINDEN AVENUE AND
DECLARING AN EMERGENCY
WHEREAS, the City of Zanesville has identified the need to cleanup 2200 Linden Avenue(85-
36-01-07-000), and as further described, defined and/or expanded by the area depicted on Exhibit A,
attached hereto and incorporated herein by reference; and
WHEREAS, the administration is prepared to advertise for bids and enter into a contract with
the lowest and best bidder for the cleanup project; and
WHEREAS, this Ordinance needs passage as an emergency due to the continued
deterioration of the site that could threaten the health, safety, and welfare of our citizens if not
remediated in an expedited manner.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Zanesville, State of Ohio,
that:
SECTION ONE: The Public Service Director is hereby authorized to advertise for bids and
enter into a contract with the lowest and best bidder for the cleanup of 2200 Linden Avenue (85-36-
01-07-000), and as further described, defined and/or expanded by the area depicted on Exhibit A,
attached hereto and incorporated herein by reference.
SECTION TWO: The cost of the cleanup project is estimated to be $1,750,000 and shall be
paid from line items 101 .7951.53434 and 354.7951 .56185.
SECTION THREE: For the reasons stated above, this Ordinance is declared to be an
emergency measure. Provided it receives the affirmative vote of six (6) or more members of City
Council , this Ordinance shall take effect and be in force immediately upon its passage and approval
of the Mayor. Otherwise, it shall take effect and be in force from and after the earliest period allowed
bylaw.
