Enter Meeting Information- 126 750 8098  WAYS AND MEANS COMMITTEE MEETING May 15, 2023 at 5:00 p.m. Mr. Roberts: It is 5 p.m. I'm going to call this committee meeting of Ways and Means to order. Can we have roll call, please? Committee Members present: Councilperson Andy Roberts, Chairperson; Councilperson Brad Wolfe; Councilperson Joey Osborn; and Councilperson Mark Ballmer. Others present: Jeff Bell, Fire Chief Lisa Hittle, IT Scott Brown, Public Service Director Doug Merry, Public Safety Director Billie Corns, Clerk of Council Dan Vincent, President of Council Kade Haddox, Budget & Finance Director Mathieu Walton, IT APPROVAL OF MINUTES OF APRIL 24, 2023 Mr. Roberts: I'll entertain a motion on approval of the minutes from April 24th • Mr. Wolfe moved to approve the minutes as written. It was seconded by Mr. Ballmer. A voice vote was taken with all present in favor. None were opposed. Motion carries. Minutes stand approved. ORDINANCES Ordinance No. 2022-50 - An Ordinance authorizing the expenditure of funds for the Water Treatment Plant replacement of electrical switchgear control components and programmable logic controllers {PLC) and declaring an emergency. Scott Brown: Typically these would go to Public Service, but we've got a Council meeting next Monday, and this was the only committee meeting that I could get it to prior to Monday's Council meeting. And I need this legislation passed as an emergency. We have PLC's at the Water Treatment Plant. Basically there's a couple of different types of computers, but a PLC basically runs through a series of just what it says, logical. In other words, it says open this switch, if this happens do this, if this doesn't happen do that, and it's all this different things like that. Basically what it allows us to do is operate the Water Treatment Plant, and unfortunately this PLC that we have at the Water Treatment Plant decided here very recently that it was all done doing its job. So we have to get another one. So that's why I asked if we could add it on tonight's committee meeting so I could have an opportunity to explain it to you prior to Council on Monday. Mr. Roberts : And Scott, with the water fund, just a quick update. How are we sitting? Or Kade, either one. Page 1 of 4 Scott Brown: We're in, as far as the fund goes, we're in good shape. The water rates that we put in place, that company that we hired looks like they've pretty well nailed exactly what we needed it to do. Mr. Roberts: Good deal. Any questions from the Committee? Mrs. Osborn: Mr. Chair? Mr. Roberts: Mrs. Osborn. Mrs. Osborn: Could that affect anything when you said it stopped working? Scott Brown: We didn't lose full operations ofthe Water Plant. We always have an operator there. We're staffed 24/7, but right now everything's in manual. So you don't have the ability to use the automation. Mrs. Osborn: Okay. Mr. Roberts: I'll entertain a recommendation to Council as a whole. Mrs. Osborn: Move to approve as an emergency. Mr. Wolfe: Second. Mr. Roberts: A motion and a second. Any further discussion? All those in favor, aye. Opposed same sign. A voice vote was taken with all present in favor. None were opposed. Mr. Roberts: Motion carries. DISCUSSION 2. Community Ambulance Mr. Roberts: We do have Community Ambulance on the agenda for discussion. A small group is going to get together with representatives from Community Ambulance the end of next week. I apologize for dragging this out. We're trying to digest the numbers and try to make sense of everything. But we will be meeting with them then and will report back findings and hopefully some additional information after that meeting. If anybody else has any other input on it, by all means... Mr. Wolfe: Mr. Chair? Mr. Roberts: Mr. Wolfe. Mr. Wolfe: Have you been in contact with the EMS Advisory Board? 2 Mr. Roberts: I have been in contact with members of that board, yes. Mr. Wolfe: Okay, so they're going to be a part of this discussion group? Mr. Roberts: At this point in time, no, but at some point, yes they will get wrapped in. Mr. Wolfe: Okay. I believe that they should be and want to be. Mr. Roberts: Okay. To bring the rest of the committee up, Brad you sit on that committee, don't you? Mr. Wolfe: Yes. Mr. Roberts: Would you like to give just a brief overview of what transpired? Mr. Wolfe: So, they were taken by surprise basically about the presentation by Community Ambulance at our last Ways and Means Committee meeting. At our last EMS Advisory Board meeting, there were representatives from, I think, correct me if I'm wrong, Chief (to Chief Bell), about the four townships. Chief Bell: Yes. Mr. Wolfe: That came in to dispute the figures that were presented by the Community Ambulance group, and Community Ambulance people defended their numbers at that meeting. But it was strongly advised that the EMS Advisory Committee would be involved in the decision-making on whatever happens here. Mr. Roberts: And we're still in fact-finding right now, so don't take anything that I said to be construed as we were trying to make a decision off of this. We're just trying to get the actual numbers put together and figure out where the next step is. Mr. Wolfe: Okay. Chief Bell, did I leave anything out? Chief Bell: No, I mean it was just discussed that all the entities in there, whether it be the Advisory Committee, Ways and Means, and Safety, that since Ways and Means is in charge of the budget, the other two entities would probably be involved as an advisory level, just to kind of have some input or answer questions. Mr. Roberts: Right. Anything else on that? Mrs. Osborn: So, the discrepancy lies in ... Mr. Roberts: Like I said, we're still going to be in fact-finding. I don't want to speak to anything just yet until we can get a good, solid picture of all the moving pieces. And I think that' s where we're trying to get to. 3 Mrs. Osborn: Okay. Mr. Roberts: If that makes sense. Mr. Ballmer: Very good. Mr. Roberts: With that, anything else for the good of the order? I'll entertain a motion to adjourn. Mrs. Osborn: So moved.
