Mr. Roberts: It is 7:00. I'm going to go ahead and call this meeting of Zanesville City Council to order. Please stand and join me in the Lord's Prayer followed by the Pledge of Allegiance to the Flag. Mr. Roberts led those present in the Lord's Prayer and the Pledge of Allegiance to the Flag. Mr. Roberts: Can we have roll call, please? The following members of Council answered roll call: Mr. Taylor-Lehman, Mr. Ware, Miss Bradshaw, Ms. Frye, Mrs. Osborn, Mr. Foreman, Mr. Roberts, Mr. Ballmer, and Mr. Baker. Mr. Vincent was absent. Mr. Roberts: They wanted to build a, they purchased a, this is the Latter Day Saints, right? Matt Schley: Yes, this is the Church of Latter Day Saints. Mr. Roberts: They wanted to build a parking lot on a piece of property that was already in the City. However, their structure was not in the City, so they could not have an accessory unit without a primary unit. Mr. Taylor-Lehman: Thank you. Mr. Roberts: Yes. Any further discussion? Roll call. Mayor Mason: That's true. Laughter in the room. Mayor Mason: Well then I' ll address both of you. I just want to remind everybody that on July 18th, we' ll have Tyler Farr in town. It starts at 6:30 in terms of his music. And at 5:00, we have DJ Adonis. But as a special addition to that night, we're having the Clydesdales downtown from, is it 4:00 to 5:00? Matt Schley: 4 :30 to 5:30. Mayor Mason: 4:30 to 5:30. So, we really encourage people. If you want your kids to really get an experience and see the Clydesdales, that's a great opportunity. But then on August l5t, we're having Saved by the 90s at a downtown concert. Then on August 29t h, four weeks later for those who want to do the math, we're having two bands - both Thunderstruck and Jump, which are AC/DC and Van Halen. Tarbert, who determined that the City of Zanesville was not legally liable for said claim; and WHEREAS, the basis of said claim is set forth in Exhibit A; and WHEREAS, Law Director, David J. Tarbert, advised the claimant that although the City of Zanesville had no legal liability, she had a right to present a moral claim to City Council; and WHEREAS, City Council has reviewed the claim and determined that said claim should be paid as a moral claim. Bryant, Water Superintendent DATE: May 29, 2024 RE: Claim 2024-08 - Mary Harvey 907 Blue Avenue In reviewing the claim I find the fo llowing: • Records indicate that on May 24, 2024 the Water Division was dispatched 905 Blue Ave to perform a turn off on a delinquent account. • The property in question is a duplex with addresses listed as 905 & 907 Blue Ave. It appears that each unit has a separate curb box and shutoff valve. However at some point the interior plumbing was configured to serve both units from one line and abandoned the other line. • The interior piping configuration was unknown to the service t echnician and the curb box was located and the valve was turn ed off. The techn ician was subsequently dispatched back to the location for reportedly turning off the wrong unit. However both units were off since they were connected to the same p ipe. • The valve wa s turned back on and the second curb box was found and the second valve was operated. Because this valve was in the off position previously and by operating the valve it turned the water on to the abandoned line to which was apparently open in the basement. • Later that afternoon the Water Divi sion responded to a call to turn water off due to leak in the basement at 907 Blue Avenue. Found and shut off. W ithin about 30 minutes Shaun was called to turn water back on because 907 Blue called in with no water. He was told it was a bull head, went back searched, found correct curb box and turned it off. Shaun then went up the stairs, knocked on the door, and make su re 907 water was on. He told her he found the second curb box and wanted to make sure her water was not affected.
