The Public Safety Committee met at 5:00 p.m. on Monday, December 2, 2024 in Council Chambers at City
Hall, 401 Market Street, Za nesville, Ohio.
Mr. Ballmer: Good afternoon. I'd like to welcome everyone to the Zanesville City Council Public Safety
Committee meeting on Monday, December 2, 2024. It is 5:00. So I will call the meeting to order. Could I
have roll call, please?

APPROVAL OF MINUTES- NOVEMBER 4, 2024
Mr. Ballmer: Hearing we have a quorum, the first item on the agenda is the approval of the minutes for
November 4, 2024. I'll entertain a motion for that.
Mrs. Osborn: Move to approve.
Mr. Roberts: Second.
Mr. Ballmer: Thank you. Any discussion? All in favor, say aye. Any opposed?
A voice vote was taken with all present being in favor. None were opposed. Mr. Foreman was absent.
Mr. Ballmer: Motion carries.

Mr. Ballmer: We have no ordinances for consideration tonight.

DISCUSSION ITEMS:
Mr. Ballmer: We do have one discussion item: Traffic Order 2024-07. Kade, could you share with us
what's going on with that?
3. Traffic Order 2024-07
Kade Haddox: Thi s traffic order is at the request of the Mayor. I think Council is aware that we put in a
full traffic signal at the intersect ion of Fairview and Northpointe, I think it was earlier this year. So there is
a functional light there. There are n't a lot of turnoffs between Fairview and Richvale, which is pretty much
where the city limits end. Right now it goes from 35 to 55, which is unintentionally kind of a speed trap.
So, we think it makes more sense to go ahead and speed that up to 45 from Fairview to Richvale and ease
into the 55 zone once you get to Richvale. It can always be re-evaluated at a later time. But t here's not
really a functional 35 mph zone there. It's just kind of an inadvertent speed trap that people end up getting
tickets because it drops 20 mph, and they don't even realize they're in the city at that point a lot of the
t ime.
Mr. Ballmer: Okay. Is there any discussion?
Mrs. Osborn: What is there that would be a turnoff?
Kade Haddox: I think the only turnoff would be on the east side of Northpointe, there is the complex up
there that has Champion Cheer...
Mrs. Osborn: It' s up on the hill, right?
Mr. Roberts: Up where the water tower is.
Kade Haddox: I believe there is a gym up there, as well, and a couple other commercial facilities. But
other than that, that's about the only turnoff between Fairview and Richvale.
Mrs. Osborn: And that's a sizeable driveway.
Mr. Roberts: And you've got good line of sight.
Kade Haddox: Also with the traffic light functioning and not the stop signs going across, you have a less
chance of T-bones and things like that as well, traffic accidents.
Mr. Ballmer: Any other discussion?
Mr. Roberts: Mr. Chair?
Mr. Ballmer: Yes, Mr. Roberts.

Mr. Roberts: I make a motion to recommend this traffic order for passage by the whole council.
Mrs. Osborn : Second.
Mr. Ballmer: Any other discussion? All in favor say aye. Any opposed, same sign.
A voke vote was taken with all present being in favor. None were opposed. Mr. Foreman was absent.
Mr. Ballmer: Motion carries then. We'll make that recommendation to full council next time around.
