I would still recommend that all of Council do that. It's a three-hour online training. It doesn't cost anything. It can be done online. I highly recommend it. But we are covered, that she can fill in for us if one of us doesn't get it done, that we are covered then. It Is all spelled out very clearly in the Ohio Revised Code. Ordinance No. 2026-03 - Introduced by Council - An Ordinance authorizing the Community Development Director to submit an application for the development of an Active Transportation Plan through the Ohio Department of Transportation and declaring an emergency. President? Can we have a little more information on this, please? Matthew Schley: Sure! It's a free program that the Ohio Department of Transportation provides. It does not cost the city any money. It will review many different routes throughout the city for active transportation, which is walking, biking, running, scooters, you name it, anything that's not your standard vehicular transportation. And this allows us to apply for funding through predominantly the Safe Routes to School Program. So, instead of my staff taking up the time to write the plan, we can have ODOT assist us. And it will open up the door for us to apply for those funding sources. Mayor Mason: Let me ask a question. When we did Pershing & Pine a couple of years ago, was that part of Safe Routes to School? Matthew Schley: It was not, no. Scott Brown: No, that was a separate safety program through ODOT. Mayor Mason: I just knew it had to do with ODOT, safety, and schools. Scott Brown: It did, yes. The DOT at the state level and at the federal level have lots of programs. But they usually like for you to do some sort of preliminary like this to basically open up the door and make sure it meets the criteria. They force you to do this so they know that when you apply for something, it meets the criteria and allows them to weed out people that are just randomly sending in applications. They know that the information has already been vetted. President Vincent: Okay, anything else on the urgency of waiving? Matthew Schley: We've been tentatively approved for funding awaiting this legislation. President Vincent: So, it doesn't need waived ? Matthew Schley: It absolutely needs waived, yes. Mr. Hennessey, do you want to add? I understand in our discussion we were hoping... Mr. Hennessey: I was hoping to bring this back for Ways and Means to look at it a little further, just due to the extra expense. It came to Ways and Means, and we didn't have the ordinance in front of us to review it. Mr. Ballmer: Mr. Brown, what kind of timeframe are we looking at on this? Scott Brown: Again, this impacts the permanent budget, which we' re putting together. So, that's why the urgency, I suppose, for it. Again, if there are questions today, I'm happy to answer them now, more than happy to discuss it. Mr. Hennessey: Sure. Scott Brown: I have no problem, I mean I... Mr. Hennessey: I'm not sure we need to do this to take care of the problem that you want to resolve. It's a lot of moving accounts around that are already set. It makes no difference to the bottom line. President Vincent: Can we hold on a second? So, right now, we have a motion on the floor for waiving. Mr. Hennessey: So, we can't discuss, can we? President Vincent: Well, we can discuss about waiving, I guess. (To Scott Brown). Scott Brown: Yes. Again, like I said, there's no, I hope this isn't like adversarial. It's not. I'm happy to discuss. Mr. Hennessey: Well, it's not adversarial. What I'm saying is ... Scott Brown: Yes, I mean I'm just happy to have a discussion, whatever we think is best sounds good. Mr. Hennessey: Well, it's a lot of moving pieces for, we can just leave it as is. Scott Brown: I hundred percent agree with you. Mr. Hennessey: And take care of the General Fund to take care of the extra people, which is just three additional people are seasonal, which doesn't cost us a lot like benefits and so forth. So, I'm not sure why we need to do all of this when it's already been set in stone from accounting, and this might be Amanda. Does it make sense to change all of this, just it's coming from the General Fund has the most money. So, why are we moving things around just to take care of three seasonals? I understand why you want to do it. Scott Brown: Sure, Mr. President, just for clarity, I think the question is directed at me, but I also think there was a question to the Finance Director. Again, I think there's another member that wanted clarification. So, again, which question should I answer first, and whom should I direct it towards? President Vincent: Go ahead with the question you feel comfortable answering. Scott Brown: So, it was anticipatory on my part that the question would be, can the General Fund afford to add a Crew Leader Supervisor, and three seasonal positions? Based off the•fact that I anticipated that question, I came up with this legislation which would take the Engineering portion out of the General Fund obligation and put it into the Enterprise Funds and then that would free up revenue, I think that's the right term, in the General Fund to then pay for this move. If, in Council's wisdom, you don't feel that there's any need to move the Engineering position, but leave it in General Fund and still support adding the three seasonals and the fulltime, entry level supervisory position to the maximum strength, I have no objection. I guess I just Page 10 of 16  ZANESVILLE CITY COUNCIL MEETING MONDAY, JANUARY 12, 2026 anticipated that there would be concern, and so I tried to provide legislation to alleviate a concern that perhaps I shouldn't have anticipated there would be by Council. Mr. Hennessey: And that's fair. I understand that. I just think it' s a lot of moving pieces to come to the same ... Scott Brown: And I have no objection. If it's Council as a whole's wisdom to say, let's leave the Engineering alone, then we can just simply defeat that legislation or send it back or table it or whatever the proper procedure is. The Law Director is not here, so I' ll let the rest of the attorneys in the room tell me, but I have no obj ection to that. We just talk about the maximum strength ordinance and go from there. I' m absolutely just fine with that. Amanda Perkowski: Council President? President Vincent: Yes. Amanda Perkowski: Scott, could you add some more clarification to how the Engineering Department is currently budgeted and how the different individual staff members are because they're not all in General Fund. Scott Brown: Sure, we have the Engineer himself and our Assistant Engineer are currently paid 100% out of the Sewer Fund, we have the Stormwater Manager is paid 100% out of Stormwater, and then our Engineering Tech, his salary and benefits are 100% out of the General Fund. But then all of the things that you would need on a day-to-day basis, so let's say Operations, Is funded out of the General Fund for the Department of Engineering. So, what we were looking at doing is with this legislation was (a) it didn't seem right to have the Engineer and the Assistant Engineer only coming out of one Enterprise Fund, so we would spread it across all four. Why did we end up with the situation we' re in? When I went back and looked in 2015, the Water Fund was in very bad shape, and the Sewer Fund was not. And so, at that point, t he administration made a recommendation and Council obliged to go ahead and attaches the Engineer to (we didn't have the Assistant, but we had an Engineer) and attach it only to Sewer since in their estimation it could afford to pay it, whereas, the Water Fund could not. Today, t hings are much different across all the Enterprise Funds than they were a decade ago. So, we need to clean things up. There were lots of things, and I apologize that I didn't explain maybe all the things I was trying to clean up. I guess I focused too heavily on trying to explain t hat the General Fund could be alleviated some costs, which would then allow these other positions to come in. But there are multiple things, as Amanda is pointing out, that are not exactly correct (well, that sounds like there's error, and that's not what I mean to say), there' s a better way that we could pay our people t han the current way that we do it from an accounting standpoint. And that's what this legislation was attempting to do, multiple things in one step. Mayor Mason: And let me throw in, and too bad Andy Roberts is not here, because he always loved it when I went go back to the 80' s, telling my 1980's stories. When I first started working Page 11 of 16  ZANESVILLE CITY COUNCIL MEETING MONDAY, JANUARY 12, 2026 here in 1979, my first assignment was to come upwlth a cost allocation plan for all of the divisions and the departments so we could get basically part of the administrative, had to do with our federal Community Development Block Grants and other grants that we could have a piece pulled off for administration. So, back in the S0's and 90's, when I left in '91, we still were taking money out of each of the accounts to try to allocate that appropriately to each of the key positions. At that point in time, our only Engineering Tech was Dick Hargraves. You guys remember Dick? But then we actually had Fred Grant coming out of separate accounts. He was the Utilities Director, Public Service Director. 1guess when Scott first came down and explained how we were doing it now, I was like, why are we doing that now? You know, the system that's been in place now for, say 10 years. Best I can come up with is we had a person doing Budget & Finance who had no background in governmental budget and finance. So, I appreciate the efforts by Scott to try to get the system back in place, where there is integrity in the system in terms of work matching revenue and expenses. So, that's why I liked the idea, and you only have to change it once and then the system will be, 1'11 say, cleaned up at that point. Mr. Hennessey: Does it actually do that? Mayor Mason: This does, yes. Mr. Hennessey: It will do it. Do you agree with that, Amanda? Is this good for you? Amanda Perkowski: Scott and I agreed on the logic behind the allocation. He and I are in agreement. But to his point, what we' re doing is not wrong. It's just a matter of how we want to allocate the costs. Mr. Hennessey: Correct. I mean, we like consistency, but if you're okay with the change ... Amanda Perkowski: Yes. Mr. Hennessey: You're the one that's got to deal with it. Amanda Perkowski: It will be a little bit of work, but we're in agreement. Mr. Hennessey: If you're good with it... Amanda Perkowski: Yes. Mr. Hennessey: Okay, that answers my question. I apologize. I forgot that that was part of it, and we didn't discuss that. Mr. Hennessey: So, they've never been a filled position? Scott Brown: Yes. So, would you like me to give you t he history on the position, or no? I can expound on the reason why. But the short answer is that... Mr. Hennessey: Well, if you've never filled them, then they need t o go. Scott Brown: ...that, (a) there's no job description, (b) they're not part of, the only place they appear is in this maximum strength. There has never been a job description, and they're not part of the pay ordinance. So, in a sense, it doesn't exist anywhere but in here, which basically says I can hire somebody, but I can't pay t hem, and I have no idea what they would do. Laughter in the room. Mr. Hennessey: So, there's no expense whatsoever? So, we're just cleaning that up? Scott Brown: Yes! Mr. Hennessey: Okay, very good. That was my only question. Scott Brown: If it would please this Council, this ordinance goes along with the previous one, in a sense, and if they would be willing to waive the readings at the same time so that we could plan for the permanent budget better, that would be wonderful. Suclu Public Safety Director CLERK OF COUNCIL In late spring of 2025, when Kade Haddox transitioned from the City of Zanesville to the Muskingum County Commissioner's Office, I had to fill two of the key positions in City government; Budget and Finance and Public Safety. The most critical was Budget and Finance Director as the life blood of city operations is our ability to collect and budget funds, pay our bills, file tax documents and prepare financial reports. These tasks were further complicated by the work we had to do behind the scenes preparing documents for our bond and finance advisers and Moody's so that we could go to the market in October and finance improvements at the Secrest and related streetscape. Additionally the Auditor of State employees were in City Hall for the 2024 Audit and a tremendous amount of work was needed to respond to AOS requests. Therefore, filling the Budget and Finance Director position was prioritized, the position was advertised, people were interviewed, and Amanda Perkovvski was selected and able to step into a position that had been vacant for several weeks. She was able get up to speed over the course of the summer. During that time period, I began to interview applicants with criminal justice, EMS, police, fire and public safety backgrounds and education. The top candidate was David Suciu who was serving the people of Muskingum County as Captain and Jail Administrator for Muskingum County Sheriff Matt Lutz. I believed he was the best candidate because of his education and work history. His higher education consists of having an A.AS. in Natural Resources and Criminal Justice from Zane State College and a B.S. in Criminal Justice from Ohio University. His work history began with the Zanesville Police Department where he served in a variety of roles rising to the position of Lieutenant. I am proud to state that I was the Mayor when he was hired in Zanesville. He then joined the Reynoldsburg P.D. where he rose to the position of Chief of Police before joining the Muskingum County Sheriff1s Office as Captain and Jail Administrator. However, David was not available until 2026, because the tasks he was handling for the Sheriff would require his attention through the end of 2025. I admired and respected his commitment to a great Sheriff and the people of Muskingum County, so I had to develop an alternate plan. I needed the position of Safety Director to be filled for an interim period until when David could be sworn in and take over the position in 2026. That is when I turned to a friend from my prior years as mayor who had a long history in criminal justice education and law enforcement - including serving as a police patrol officer and detective. The person I turned to was Tom Holdren. We sat down, and I explained the situation I was in needing a Safety Director to commence immediately and lasting until David could comfortably complete his county service, relax for a few weeks, and then commence a leadership role with the City of Zanesville. Tom was understanding and enthusiastic about contributing to the betterment of our community and assisting me by managing the Safety Department until David could assume a leadership role. Tom and David knew each other well and began to meet and discuss the transition from early in the fall and have synchronized the handoff smoothly. I could not be more appreciative of the extra effort taken by Torn and David throughout this fall and winter. I therefore nominate and appoint David C. Suciu as Public Safety Director for the City of Zanesville beginning January 30 and request the approval of the Zanesville City Council.
