The Public Service Committee met on February 9, 2026 at 5 p.m. in Council Chambers at City Hall,
401 Market Street, Zanesville, OH 43701.
Mr. King: Good evening, everyone. Welcome to the Zanesville City Council Public Service
Committee meeting for Monday, February 9, 2026. Can we have roll call, please?

Mr. King: The minutes are accepted. We do have one ordinance on the docket tonight, Ordinance
2026-10.
ORDINANCES
Ordinance No. 2026-10 - Introduced by Council - An Ordinance authorizing the Public Service
Director to enter into a professional contract with QCI for construction administration and
inspection services of Phase 2 of the Leasure Farm Subdivision and declaring an emergency.

Chip Saunders: Mr. Chairman, this is a continuation of a project we started last year. This is a
residential subdivision that is called the Leasure Farm. It is up across from Northpointe Center.
Last year, the construction started. It's the first subdivision we've had in the city for quite a while.
So, when you have a subdivision come in, all of those improvements, the roadways and the
utilities end up being dedicated to the city. So, the city takes those over. So, we want to make
sure when a situation like that happens, that all of the facilities that are going to be public are
constructed to our standards. So, the way the process works is we do a quality-based selection
to get a firm to handle the inspection for us. So, we're not using our staff. The developer deposits
the amount of money into the city's account that covers the inspection contract. This is phase 2.
We did phase 1 last year, and the project went along very well. The firm that we selected has
done a good job for us. The RFQ was for the entire subdivision so that we didn't have to do this
every time they switched another phase. So, we're rolling right along there. They're getting ready
to go into phase 2, and we would like to continue that path. The process would be, we'd get this
approved as an emergency and take that back to the developer, give them an invoice, and roll
right into phase 2.
Mr. King: Okay, any questions from the committee?
Mr. Taylor-Lehman: So, Mr. Chairman, what is involved in the inspection just for my curiosity. Is
it curbs and drains?
Chip Saunders: In the case of a residential subdivision, you're going to inspect the earthwork
because they're building roads where there aren't roads now. So, you want to make sure that
you've got a good base. So, there is compaction testing that goes along with that. And then every
utility, the storm sewers, the sanitary sewers, and the waterlines also all become public facilities.
So, we're going to watch those and make sure they pass the proper testing that's involved. Like
with water, you do a pressure test. With sanitary sewer, you do an air test. Usually a storm sewer,
you just do visual testing. But again, you get basically all of the inspection and all the construction
is documented because we're ultimately going to take that all on as part of the facility.
Mr. Taylor-Lehman: So, has any paving of the streets been done yet?
Chip Saunde rs: Yes. The fi rst phase has been done. But this would be the second phase.
Mr. Taylor-Lehman: So, is this another section?
Chip Saunders: Yes, this is phase 2. Phase 1 was last year.
Mr. Taylor-Lehman: Okay, I wasn't sure if there were different inspections in sequence of the
same area as they progress. But it's a different part ofthe subdivision?
Chip Saunders: On bigger developments like this, they're typically going to want to break it up
because they need to sell some lots so they can make some money and get things going back in
the coffer. This is 83 lots total when it's done. This is, again, the second phase ofthat.

Mr. Taylor-Lehman: Thank you.
Chip Saunders: You're welcome.
Mr. King: Have we heard how many lots have been sold so far? Do you have any idea?
Chip Saunders: No, but I do know that they're working with a homebuilder. There's a package
where this builder is going to do these lots.
Mayor Mason: Isn't that Horton?
Chip Saunders: Yes, D.R. Horton. D.R. Horton is correct.
Mayor Mason: I think they're doing nine or ten right away.
Mr. King: Good! And Chip, just for the record here, this is no expense to the city, this is all passed
onto the developer?
Chip Saunders: That is correct. We have to have a line item to run the expense through, but we
get a deposit from the developer for the amount of this proposal.
Mr. King: Okay.
Mr. Ballmer: Do those payments get made incrementally along the way?
Chip Saunders: It's typically monthly. We'll get an invoice from our consultant once a month, and
then we'll charge it against that. And if there's money left over like there was a little bit of money
left over from phase 1, then we're using that to offset these costs for phase 2.
Mayor Mason: But, Leasure Farms will have additional phases also. So, we're quite some time
away from seeing the end of this development.
Chip Saunders: Yes, this is just the residential lots part of it.
Mr. King: Mr. Vincent?
President Vincent: Mr. Chairman, if I could?
Mr. King: Yes.
President Vincent: With that, it says fully funded by the project developer. So, I assume if it goes
over, that would be covered?

Chip Saunders: Yes, if it goes over, we would go back to them and say we need to deposit more.
The nice thing about phase 2 is we've been doing it and worked through our process. So, we're
pretty confident with our costs because we don't do these a lot because we haven't had a lot of
subdivisions. So, this was really our first one to really go at it for a while.
President Vincent: I may have read this, but QCI was the original?
Chip Saunders: That is correct.
President Vincent: Thank you.
Mr. King: And, we are requesting the readings are to be waived for this?
Chip Saunders: Waive of the readings and emergency passage.
Mr. Taylor-Lehman: Move that we recommend to Council.
Mr. Ballmer: To waive the readings and for emergency passage, correct?
Mr. Taylor-Lehman: Right.
Mr. Ballmer: I'll second.
Mr. King: All in favor say aye. Opposed?

Mr. King: We will recommend this to Council tonight.
Mr. Taylor-Lehman: Excuse me, Chip, one more question. Is there going to be an entrance in the
future onto Northpointe?
Chip Saunders : The entrance is going to be at the intersection of Olde Falls Road.
Mr. Taylor-Lehman: But I thought there was a...
Mayor Mason: He's talking about the Ritchey Road one.
Chip Saunders: That would be in a different phase, not the residential subdivision.
Mr. Taylor-Lehman: Right, but the apartments or condos or what. I just couldn't remember if
there was going to be a connection back there.

Chip Saunders: There's a break point here, and we don't need that entrance yet. If it builds out
as its planned, then there will be another entrance down there. And we are bringing water and
sewer from that location.

AN ORDINANCE AUTHORIZING THE PUBLIC SERVICE DIRECTOR TO PREPARE
AND SUBMIT AN APPLICATION TO PARTICIPATE IN THE OHIO PUBLIC WORKS
COMMISSION (OPWC) STATE CAPITAL IMPROVEMENT AND / OR LOCAL
TRANSPORTATION IMPROVEMENT PROGRAM(S) AND TO EXECUTE
CONTRACTS AS REQUIRED.
WHEREAS, the State Capital Improvement Program and the Local Transportation
Improvement Program both provide financial assistance to political subdivisions for capital
improvements to public infrastructure,
WHEREAS, the City of Zanesville is planning to make capital improvements considered to be
a priority need for the community that are qualified under these OPWC programs, and
WHEREAS, authorizing legislation is required to designate the proper city official to submit
applications and execute contracts in connection with these OPWC Programs.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Zanesville, State of Ohio,
that:
SECTION ONE: The Public Service Director is hereby authorized to apply to the OPWC for
funds as described above and to enter into any agreements as may be necessary and appropriate for
obtaining this financial assistance.
SECTION TWO: This Ordinance shall take effect and be in force from and after the earliest
period allowed by law.

INTRODUCED BY COUNCIL
AN ORDINANCE AUTHORIZING THE PUBLIC SERVICE DIRECTOR
TO ADVERTISE FOR BIDS AND ENTER INTO A CONTRACT WITH
THE LOWEST AND BEST BIDDER FOR THE 2026 CITYWIDE OPWC
PAVING PROJECT.
WHEREAS, the City has secured Ohio Public Works Commission (OPWC) grant and loan
funds for pavement resurfacing of the streets as detailed in Exhibit A; and
WHEREAS, the administration would like to proceed with advertising, bidding, and the award
of the contract for the project.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Zanesville, State of
Ohio, that:
SECTION ONE: The Public Service Director is hereby authorized to advertise for bids for the
2026 Citywide OPWC Paving Project and enter into contract with the lowest and best bidder.
SECTION TWO: The cost of the project is estimated to be $800,000, with $535,000 taken
from Line Item 215.6531.54487, and the balance taken from Line Items 202.7791.54426 and
608-5462-53266.
SECTION THREE: This Ordinance shall take effect and be in force from and after the earliest
period allowed by law.

INTRODUCED BY COUNCIL
AN ORDINANCE AUTHORIZING A MAXIMUM SCHEDULE OF
POSITIONS FOR THE CITY OF ZANESVILLE'S WORKFORCE
WHEREAS, Ordinance #2025-144 presently govern authorized workforce positions for the
various City offices and departments; and
WHEREAS, the Administration would like to amend the maximum strength in order to
continue efficient operation of various departments; and
WHEREAS, a periodic update of the Maximum Strength Ordinance is necessary to
incorporate changes made necessary for the operational needs of the City; and
WHEREAS, the City would not be permitted to pay its employees without Council
amending the authorized workforce positions; and
WHEREAS, the Public Service Director has requested that the Job Classification for Traffic
Signal Crew Leader/Programmer reduce from two (2) to one (1) in Schedule B.
WHEREAS, the Public Service Director has requested that the Traffic Signal Technician I
increase from two (2) to three (3) in Schedule B.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Zanesville, State of Ohio;
that:
