TOWN OF ZIONSVILLE, INDIANA BOARD OF POLICE COMMISSIONERS FEBRUARY 16, 2021 PUBLIC MEETING MEMORANDA I. OPENING A. CALL TO ORDER Vice President Garrett called the meeting to order and took attendance of the members. Members in attendance: Vice President Josh Garrett, Commissioner Joe Culp, Commissioner Bryan Traylor, Commissioner Marcia Rosenfeld Members not in attendance: President Suzy Nagy Also in attendance: Heather Willey, legal counsel for the Board of Police Commissioners, Chief Michael Spears, Lt. Drake Sterling, Captain Marius Klykken. II. APPROVAL OF THE FOLLOWING MEETING MINUTES: (copies provided) February 16, 2021 Commissioner Traylor made a motion to approve the minutes from the December 21, 2020 meeting. Commissioner Culp seconded the motion. All in favor, the motion passed with a vote of 4-0. III. OLD BUSINESS None. IV. NEW BUSINESS A. VOTE FOR PRESIDENT AND VICE PRESIDENT FOR THE BOARD OF POLICE COMMISSIONERS 2021 TERM  Vice President Garrett made a motion to vote Commissioner Culp as President of the Board of Police Commissioners for the 2021 term. Commissioner Traylor seconded the motion. All in favor, the motion passed with a vote of 4-0. Vice President Garrett made a motion to vote President Nagy as Vice President of the Board of Police Commissioners for the 2021 term (President Nagy previously agreed to nominated for Vice President). Commissioner Rosenfeld seconded the motion. All in favor, the motion passed with a vote of 4-0. B. UPDATE ON THE POLICE DEPARTMENT PROMOTION PROCESS Chief Spears stated that he was pleased to have members of outside agencies included in the interviews for the promotion process. The also stated that there were (2) female officers on the interview board, and he felt that this brings about a fair and unbiased interview. Lt. Sterling gave the Board an update regarding the interviews, written and testing conducted by IPSP. Lt. Sterling explained the process to the Board. The candidates were given written materials and policies to study. The oral interviews were conducted by members of Lawrence Police Department, Noblesville Police Department and the Indiana State Police along with and himself. There was a written exercise and testing conducted and scored by IPSP (Testing for Public Safety). Lt. Sterling explained the scoring process to the Board. He also stated that the scores were in and that there is a 10-day waiting period for any appeals that might be submitted before the promotion candidates would be presented to the Board for consideration. Lt. Sterling expects to present the candidates to the Board at the next meeting. V. NO OTHER MATTERS VI. ADJOURN Commissioner Garrett made motion to adjourn the meeting. Commissioner Rosenfeld seconded the motion. All in favor, the motion passed with a vote of 4-0. The next regular Board of Police Commissioners meeting is scheduled for Monday, March 15, 2021 at 8:00 a.m. or upon the conclusion of the Town Council meeting. Determination of the need for an electronic meeting will be evaluated prior to the meeting and final notice will be posted in compliance with the Indiana Open Door Law. In his Executive Orders 20-02, 20-04 AND 20-08 (collectively, the "Executive Orders"), Governor Eric J. Holcomb has ordered all political subdivisions of the State of Indiana to limit public gatherings and to implement the Centers for Disease Control and Prevention's and the Indiana State Department of Health's recommended virus mitigation strategies. The Executive Orders suspend certain requirements for Essential Governmental Functions that facilitate Essential Infrastructure with respect to public meetings and open door laws, including suspending physical participation requirements by members of public agency governing bodies and permitting public attendance through electronic means of communications. As a political subdivision of the State of Indiana, the Zionsville Board of Police Commissioners must comply with the Executive Orders throughout the duration of the COVID19 Public Health Emergency. If an electronic meeting format is selected, members of the public shall have the right to attend Board of Police Commissioners Public Meetings via the following forms of electronic communication.
