MEETING MEMORANDA
I. OPENING
A. CALL TO ORDER: President Joe Culp called the meeting to order.
B. MEMBERS IN ATTENDANCE: President Joe Culp, Vice President Suzy
Nagy, Commissioner Josh Garrett, Commissioner Bryan Traylor,
C. MEMBERS NOT IN ATTENDANCE: Commissioner Marcia Rosenfeld
D. OTHERS IN ATTENDANCE: Chief of Police Michael Spears,
Lieutenant Drake Sterling, Sergeant Detective Joshua Samuelson,
Heather Willey, Legal counsel for the Board of Police
Commissioners, Michele Peebles
II. APPROVAL OF THE FOLLOWING MEETING MEMORANDA:
A. Commissioner Garrett made a motion to approve the April 19,
2021 Meeting Memoranda as submitted. Vice President Nagy
seconded the motion. All in favor. The motion passed with a vote
of 4-0.
III. OLD BUSINESS
A. None.
IV. NEW BUSINESS
A. POLICY REVIEW
Policy #810 – Gun Liaison Program – Lt. Sterling and Sergeant Samuelson gave the
Board an overview of the Gun Liaison Program stating that these officers have
specialized training collecting and preserving evidence related to firearms crimes.
These officers will assist with initial investigations involving abandoned,
misdemeanor and felony firearms which can lead to more effective prosecution of
firearms-related crimes. Commissioner Garrett made a motion to approve Policy
#810, Gun Liaison Program. Vice President Nagy seconded the motion. All in favor.
The motion passed with a vote of 4-0.
Policy #422 – BWC (Body Worn Camera) Recordings – Lt. Sterling presented the
Board with the updated BWC policy. These are minor changes to our current policy
and is required within the CALEA standards. President Culp made a motion to
approve Policy #422 – BWC (Body Worn Camera) Recordings, Commissioner Traylor
seconded the motion. All in favor. The motion passed with a vote of 4-0.
Policy #809 – Mobile Field Force – Chief Spears presented the Mobile Field Force
policy, which includes mutual aid with IMPD to train our officers for emergency
response, and this policy is aligned with the CALEA accreditation.
President Culp made a motion to approve Policy #809 – Mobile Field Force,
Commissioner Traylor seconded the motion. All in favor. The motion passed with a
vote of 4-0.
V. OTHER MATTERS
Recruitment Update – Lieutenant Sterling gave an update on the current hiring
process. Applications will be accepted until July 11, 2021. The physical and written
test will be conducted on Aug 1, 2021. Interviews will be conducted on Aug. 23rd
and 24th with background investigations beginning after that. The tentative hiring
date will be January 1, 2022.
VI. ADJOURN
President Culp made a motion to adjourn the meeting. Commissioner Nagy seconded
the motion. All in favor. Motion passed with a vote of 4-0.
The next regular Board of Police Commissioners meeting is scheduled for Monday, June
19, 2021 at 8:00 a.m. or upon the conclusion of the Town Council meeting.

ANNEX TO PUBLIC NOTICE FOR THE JUNE 21, 2021
REGULAR MEETING OF THE ZIONSVILLE BOARD OF POLICE COMMISSIONERS
In his Executive Orders 20-02, 20-04 AND 20-08 (collectively, the “Executive Orders”), Governor
Eric J. Holcomb has ordered all political subdivisions of the State of Indiana to limit public gatherings and
to implement the Centers for Disease Control and Prevention’s and the Indiana State Department of
Health’s recommended virus mitigation strategies. The Executive Orders suspend certain requirements
for Essential Governmental Functions that facilitate Essential Infrastructure with respect to public
meetings and open door laws, including suspending physical participation requirements by members of
public agency governing bodies and permitting public attendance through electronic means of
communications. As a political subdivision of the State of Indiana, the Zionsville Town Council must
comply with the Executive Orders throughout the duration of the COVID-19 Public Health Emergency.
