TOWN OF ZIONSVILLE, INDIANA BOARD OF POLICE COMMISSIONERS MAY 20, 2024, PUBLIC MEETING 1100 WEST OAK STREET ZIONSVILLE, INDIANA MEETING MEMORANDA I. OPENING A. CALL TO ORDER: President Josh Garrett called the meeting to order. B. MEMBERS IN ATTENDANCE: President Josh Garrett, Commissioner Brad Burk, and Commissioner Graig Collings. C. MEMBERS NOT IN ATTENDANCE: Vice President Kristin Vargo and Commissioner Bob Kuzman. D. OTHERS IN ATTENDANCE: Chief of Police Michael Spears, Captain Marius Klykken, Captain Josh Samuelson, Heather Harris, Legal counsel for the Board of Police Commissioners, and Administrative Manager Tiffany Diefenderfer. II. APPROVAL OF THE FOLLOWING MEETING MEMORANDA: A. President Josh Garrett made a motion to approve the January 16, 2024, Meeting Memoranda as submitted. Commissioner Graig Collings seconded the motion. All in favor; the motion passed with a vote of 3-0. III. OLD BUSINESS A. None. IV. NEW BUSINESS A. None.  V. OTHER MATTERS A. Chief Spears provided an update on the current staffing of the department. Josh Samuelson was appointed to Captain and is overseeing the operations division of the department. Captain Klykken is now overseeing the support services division of the department. Captain Klykken provided an update on recruiting. Four new officers joined ZPD on April 29, 2024. Of the four new hires, 1 is a lateral from IMPD, 1 is a federal lateral, and 2 are new to the field and will be attending the academy in August. B. President Garrett discussed the appointment from the Board of Police Commissioners to the Use of Force Board. Chief Spears explained the Use of Force Board and the process that the board follows. President Garrett nominated Jason Plunkett to be a member of the Use of Force Board. Commissioner Collings seconded the nomination. All in favor; the nomination passed with a vote of 3-0. VI. ADJOURN A. President Garrett made a motion to adjourn the meeting. Commissioner Burk seconded the motion. All in favor; the motion passed with a vote of 3-0.
