TOWN OF ZIONSVILLE TRAFFIC IMPACT FEE COMMITTEE MEETING #2 – 10/4/12 A committee meeting was held on October 4, 2012, for the above referenced project. The meeting was held at 10:00 a.m. at Zionsville Town Hall. Attendance was as follows: Matt Brown A&F Engineering Co., LLC mbrown@af-eng.com Ed Mitro Town of Zionsville emitro@zionsville-in.gov Wayne Delong Town of Zionsville wdelong@zionsville-in.gov Lance Lantz Town of Zionsville llantz@zionsville-in.gov Courtney Lehman Committee Member courtneyl@scannellproperties.com Elizabeth Hopper Committee Member ehopper@zionsville-in.gov Joan Voyles Representing Committee Member James Voyles jvoyles@vzplaw.com Jeremy Stephenson Committee Member jstephenson@reirealestate.com Renee Gallagher Committee Member renee.gallagher@ymail.com Rob West Committee Member rwest@talktotucker.com The following items were discussed during the meeting: • No outstanding questions from the previous meeting were heard. • A discussion was held regarding review of the past Traffic Impact Fee study and the selection of a baseline level of service for the study revision. • Level of service C was chosen as the baseline LOS for intersections while LOS D was chosen as the baseline for roadway segments. These are the same baselines as used previously. • The topic of roadway exclusions was discussed. Ed pointed out that he thought no roadways should be excluded within the study. Instead, the roadways should only be excluded from the impact fee calculation (if necessary) after report review. • A review of the existing intersection LOS revealed what locations were currently operating below LOS C. • A&F Engineering was asked to revisit the intersection of Ford Road and Bloor Road. {It should be noted, this intersection was reviewed and verified that it is currently operating at LOS C. Additional analysis did show that it was close to meeting signal warrants but for the time being is operating at acceptable LOS standards during the peak hours). Page 1 of 2 • Ed suggested that A&F Engineering contact Steve Lains to verify that the proposed land use plan seemed reasonable based on information BAGI has concerning possible future development within the Town. {Per email, Steve Lains verified that the proposed land use map was sufficient and did not suggest any changes to the map} • It was agreed upon that the next meeting would be held on 11/1/12 at 10:00 a.m. at Town Hall. Exiting intersection and roadway level of service will be discussed as well as possible mitigation improvements needed to meet baseline LOS requirements.
