Zionsville Architectural Review Committee minutes of the March 27, 2012 meeting Members of the Zionsville Architectural Review Committee met at 7:30 a.m. Thursday, March 27, 2012 in the Fireplace Room at the Zionsville Town Hall. Those attending included committee members Lisa Bick, Chris Bucher, Tom Cassalini, Eileen Davis, Betsy Harris and Andra Walters, as well as Zionsville Town Manager Ed Mitro, merchant Barbara Jennings, owner of the Corner Vise, and builder Kerry J. Wagoner of Nazareth Building Services. Committee chairman David Rausch arrived at 8 a.m. Andra presided and called the meeting to order at 7:40 a.m. Andra asked that the agenda be amended to include the election of officers for 2012. Lisa moved that the agenda be approved as amended. Eileen seconded the motion which carried. Minutes from the January and February meetings were tabled until the monthly meeting in April. Note: There was also discussion that the December 2011 meeting minutes have not been circulated and approved; in fact, they have. Discussion followed concerning the grant application made by Ms. Jennings on behalf of her mother, Carol Chuck, owner of the property at 104 S. Main St., which includes the Corner Vise. Her builder, Mr. Wagoner, outlined the request which focuses on rehabilitation of the west façade which fronts First Street. Also included in the grant application are exterior doors and windows on the south and west elevations of the building’s second floor which houses Plum’s Upper Room. The total preliminary budget cost is $54,946 of which the applicant is asking for a grant request of $27,473 or a 50 percent matching grant. Dave reminded the committee that it may grant up to 50 percent of the total cost of a project. Betsy noted that because of the project’s prime location and the possibility of its being a precedent-setter on First Street, she felt that a 50 percent matching grant was appropriate. The committee agreed. Dave who with Eileen worked with Ms. Jennings and Mr. Wagoner on the project, thanked them for their responsiveness to their suggestions. They will come to a special meeting of the committee on April 10 with revisions of trim details, a color rendering of the First Street façade and a photograph of the second level elevation which includes the window and door replacement. At that time, the project will be subject to possible approval. Betsy also suggested that at this same meeting, the document -- Agreement for Project Construction and Maintenance for the Zionsville Façade Rehabilitation Program Grant -- be ready for final discussion and approval. Dave noted that while he had received a cost estimate for work at 345 S. Main Street, the pieces are not yet in place for a grant consideration. In other discussion, Dave said there has been talk of the committee’s involvement in additions to buildings. This will be brought up at the regular monthly meeting on April 24. Andra noted the need for election of 2012 officers of the committee as well as the scheduling of a special planning meeting/retreat. Chris spoke of building a before and after portfolio of the program’s rehabilitation projects, including the Claghorn and Lowder façade renovations. Chris has talked with Joe Rust about having this on the town website. There being no further business, Lisa moved that the meeting be adjourned at 8:50 a.m. Tom seconded the motion which carried.
