Zionsville Architectural Review Committee (ZARC)

Minutes of the Zionsville Architectural Review Committee April 23, 2013 In attendance David Rausch, Tom Casalini, Lisa Bick, Brad Johnson, Chris Bucher and Zionsville Director of Planning and Development Wayne DeLong Minutes from December, Feb, and March Tabled until May meeting. Old Business Centerpoint a. The Centerpoint project is moving forward and looks good. Construction is well on its way. Committee members have seen it and the general consensus is that the project is looking good from both Main and First St. b. It was noted by Tom Casalini that the rear door overhangs and columns are a very good addition and visually seem to bring the back of the building closer to the street. 20 E Cedar a. Please note that David Rausch recused himself from the committee as his company has provided preliminary design services to the owner for the project. b. David Rausch provided the architectural update to the committee on the owners’ behalf. c. The project could possibly entail the removing the easternmost portion of this building to create a parking lot is the most striking part of this project. d. The amount of deterioration of this portion of the building was noted as this building had been looked at by committee members in previous months. e. The façade changes made to the remaining buildings would greatly enhance the look of the building with clean and classic look. f. The project could potentially reach a total of $100,000. Cobblestone/Brummet First Street Façade a. No official application has been made yet for this project. b. This project would be a covering for a large refrigerator and dumpster. It would also mean removing old sign, bringing in new sign and an awning. c. It was noted by committee members that it would be very important to match the size and scale of this project with the rest of the building. d. At this point the tentative total budget is approximately $20,000. New Business  There are no current new applications that have been officially submitted. a. There was a short discussion about a potential application from committee member Tom Casalini. At 10 ½ N Main St b. There was an inquiry about an application from Ciao restaurant. A new building owner has been investing in the interior of the building and the restaurant is doing an update. Exterior updates of this building appear imminent. c. There was an inquiry about an application at the Carpenter Realty building at 5 N. Main St. They are ready to do work on the building with the new tenant (Carpenter) coming after the previous owner had been there for many years. Financial Reports The Façade Grant program currently has approx. $83,000 , which means $50,000 for our 2013 budget and there is $33,000 which rolled over from 2012 and is currently promised to Centerpoint. There was a discussion about further financially expanding the Grant Façade Program. Even if only some of the projects that are being discussed happen there may be need for additional funds due to the size and scope of some of these new tentative applications. If application for 20 E Cedar comes in, we will be using the entirety of our budget with just that one project. With our funding coming from the Food & Beverage tax, we questioned whether there might be the opportunity to either ask the Town Council for additional funding for 2013 if we had the need to fund all of the proposed projects. General consensus would be that it would be a good sign for the health of Main St if these projects continued. Further discussion about funding all of the projects would be ongoing as we receive the applications. A request to the Town Council for expanded funding for 2014 should also be considered. Future administrative issues There was a short discussion about the need to update rules and guidelines for 2014. This issue was added to the agenda for the May meeting.
