Zionsville Architectural Review Committee - Meeting Minutes
Location: Zionsville Town Hall
Tuesday, October 23rd, 2018
ATTENDEES:

President David Rausch opened the meeting at 7:39 am. A Quorum was present.
MEETING AGENDA and MINUTES:
A new agenda and the September Minutes were reviewed and a motion to adopt both simultaneously
for the meeting was made by Todd Rottmann and seconded by Cara Weber. Motion was approved
unanimously.
REPORTS:
The ZARC Financials were reviewed. The 2018 budget was set at $50,000. No encumbered monies
were carried over from 2017. Nothing spent or promised to-date.
The question was asked, can we presume ZARC will be approved for the same $50,000 in 2019? It
is presumed ZARC will be funded the same amount, per Wayne DeLong, Zionsville Director of
Planning and Economic Development.
OLD BUSINESS:
1. No active projects
2. ZARC Boundaries still to-be-discussed later – 2019 objective
NEW BUSINESS:
1. 170 S. Main:
• Application officially filed by Rausch Studios
• The anticipated job cost is $20,000, with a grant ask of $8,000
o Final grant amount will be 40% of final façade upgrade costs
• The goal of the applicant is to have final building colors decided upon by the November
ZARC meeting
• The building color selections will play a role in ZARC approval
• A motion was made by Cara Weber to approve the application contingent only upon final
color selections, seconded by Steve Herron. Motion was approved unanimously.
2. Lions Club – Zionsville
• Application officially filed by the Zionsville Lions Club, Larry Harris as Director
• The anticipated job cost is $45,000, with a proposed grant ask of $18,000
• The Elm Street façade is the only determined scope of the work and request of the grant
monies, as determined by further communication with the applicant
• The overall design was discussed by the ZARC members, with suggestions for further
exploration of architectural styles, design concepts, and material selections
o This feedback was to be communicated to the applicant by Tom Casalini
and/or David Rausch
• It is still evident that the applicant would like to encumber some of the available 2018 grant
funds and ZARC is agreeable to working with the applicant to do so.
• Tom C. was to continue communications with the Lions Club Members and see how best
to advance this application and project details.
DECEMBER MEETING DATE:
It was discussed to consider a new date for the December ZARC meeting. December 11th was
tentatively agreed upon and will be considered at the November meeting to set a final date.
ADJOURN:
With no other new business, David Rausch called the meeting to a close and made a motion to
adjourn, seconded by Steve Herron, at 8:38 am. Motion was approved unanimously.
