Zionsville Architectural Review Committee - Meeting Minutes Location: Virtual and In-Person Meeting Date: Tuesday, March 14, 2023 ATTENDEES: Committee Members Present: • Todd Rottmann • David Rausch • Mike Billig • Steve Freeland • Cara Weber (Virtual) Committee Members Absent: • Tom Casalini • Carol Mullet • Justin Wagoner Others Present: • Zach Lutz, Town of Zionsville • Owen Young, Town of Zionsville • Mike Dale, Town of Zionsville President Todd Rottmann opened the meeting at 8:10 am. A Quorum was present. MEETING AGENDA: The proposed agenda was presented by Chairman Rottman Motion to adopt: Freeland Second: Billig Approved 5-0 PRIOR MINUTES: 10 January 2023 – Minutes of this meeting were not available, to be presented for approval at a later meeting. REPORTS: 1. The ZARC Financials were not reviewed. 2. Zach Lutz reported Town Council has approved program funding of $60,000 for 2023. OLD BUSINESS: 1. Zionsville Business District update. Chairman Rottman summarized notes provided by Tom Casalini • Duke energy lighting review, looking at improving quality and temperature of existing • Consideration of adding for dark spots • Considering options for public toilets and welcome center 2. Tipsy Mermaid update (David Rausch recused himself from the meeting) • On behalf of Shari Jenkins and Greg Merrell, David Rausch offered the following update i. It is understood that, due to the various schedule impacts, the funds from the approved 2021 grant have not been able to be encumbered into 2023 ii. The applicant and committee are agreeable that the application from this prior approval be amended to allow funds to be drawn forward from 2023 budget which is currently untapped iii. Per Chairman Rottman, the program did not exhaust its funds from 2022 and no known applications are currently pending for ’23. Should future applicants appear in ’23 that would potentially exceed funds available, a request may be made to Town Council to recapture unused funds from prior year. • Rausch reported the construction process is ongoing, with a hoped-for completion in May. Siding and roofing are currently being installed, porch restoration is imminent and the interiors progressing. The project anticipates paint mock ups for committee liaison approval prior to the next meeting. Current construction market challenges continue to put pressure on schedules and costs. • The 2021 application of ($38,520) was for a slightly greater amount than was approved ($34,250.00) due to multiple funding of projects in ’21. With ’23 funds available and additional expenses on the Project, the committee will entertain an adjusted grant to reflect the increased amount from the original application. • Rausch indicated the costs and application will be updated for committee approval and, on behalf of Shari Jenkins and Greg Merrell, thanks the Town for its support. • Due to Rausch recusal, a voting quorum was not present. Action will be planned for the April meeting. The applicant will file amended application in time for staff and committee consideration prior to the meeting. NEW BUSINESS: None NEXT MEETING: The next meeting is scheduled for 8:00am, Tuesday, April 11, 2023.
