Summary Minutes of the Meeting of the Zionsville Park and Recreation Board July 9, 2014 The Zionsville Board of Park and Recreation met Wednesday, July 9, 2014 at ~7:05 PM. Phil Howard, George Abel, Steve Bullington, Manda Clevenger, and Dorothy Hitchins were present. Also present were Matt Dickey, Superintendent and Roger Burrus, Park Board Attorney. Minutes Phil Howard made a motion to approve the June 11, 2014 regular board meeting minutes as presented. Dorothy Hitchins seconded and the motion passed unanimously. Public Comments/Presentations None noted Staff Reports The reports from the Superintendent of Parks & Recreation and the Assistant Superintendent for Maintenance Services were part of the Park Board packet and available for review. Mr. Dickey noted for the Board that the sanitary sewer boring for Quail Run will be starting soon. There will be significant times the Rail Trail will be closed for this work, in contradiction to what the Board and staff had been told in earlier presentations. Although currently, the staff is being told there are no plans to work weekends which should alleviate some of the busy times for the R-T usage. Mr. Dickey discussed with the Board a couple of detour options under consideration by the developer and contractor. Mr. Dickey noted that he and a couple of the Board members attended the Zion Nature Center open house in honor of the 12th Birthday of the Center and a “Welcome-Home” to the New Naturalist, Mindy Murdock. The Friends were a driving force behind this event and helped with refreshments and some advertising. The event generated 39 visitors, which is higher than a normal Sunday’s attendance. Mr. Burrus began his report by noting there has been a change in the Manchester Square development plan. Mr. Dickey stated he has been involved in the technical review of that project. There has been a slight modification of the buildings on the site. Instead of the planned two buildings fronting parallel to Oak Street, there will now be one building perpendicular to Oak (similar to the remaining, existing buildings). Roger then went on to describe many of the park related efforts of the recently deceased Alan Gribble. Many of the Park Board members knew of Mr. Gribble’s contributions to the Community and the park department, but none were actually on the Park Board at the time, and all expressed their condolences to the family. Ms. Hutchens made a motion to adopt a Resolution to acknowledge the contributions made by Alan Gribble. Phil Howard 1 seconded and the motion passed unanimously. Mr. Bullington and Ms. Clevenger will sign on behalf of the Board. Old Business None New Business Mr. Bullington made a few brief remarks on the 2015 budget. He thanked Matt for all his efforts on getting this first draft done for the Park Board’s input and consideration. He also thanked the Park Board for their efforts during the extra budget workshop meeting which had been duly noticed and had just finished before the regular Park Board meeting. Mr. Howard also thanked Mr. Bullington and Mr. Dickey for their hard work. Mr. Bullington opened the floor for comment on the budget. There were no other specific comments, and Mr. Howard made a motion to approve the 2015 Park Board budget as presented and reviewed by the Park Board this evening. Ms. Clevenger seconded and the motion passed unanimously. Mr. Dickey made a few comments on the park impact fees and suggested he and Mr. Bullington meet with Council Liaison Tom Schular and possibly other council members to brief them on the implementation process on these specialized funds. Mr. Burrus discussed the Goodwin Rail-Corridor donation and the progress towards that. Mr. Dickey cautioned the Board that with some potentially applicable grant programs, taking title in its own name could perhaps cause missing out on application opportunities for anything beyond one grant cycle. Mr. Bullington asked about the Friends of Boone County Trails and what might happen should they become in any way insolvent. He does not want to lose any land that should come to Zionsville Parks. Mr. Burrus said he is working on a document for them and that it should address this item along with other particulars of the relationship between the Park Board and Friends of Boone County Trails. Citizen Advisory Committee Reports Land Resources – Phil Howard. Phil reported the Pathways Committee will be meeting next week. He also noted the Bike Challenge group is still interested. Mr. Bullington gave the Pathways committee kudos on the recently placed sharrows and signage. Finance/ Funding – Dorothy Hitchins. Dorothy reported she met with Jennifer Pendleton on the golf outing to make sure everything is still a go. The date of the outing is September 26th. Mr. Bullington noted there are two Foundation accounts; one for land and one for capital items. Communications –Manda Clevenger. Manda spoke recently with Mindy to set up a time to meet to coordinate park/nature center media messaging. Recreation –Steve Bullington. Steve reported the St. Vincent’s cancer walk is coming up in August and will go along the Rail Trail, Mulberry Fields, and several other Town 2 Parks. Mr. Bullington also noted that youth football will be starting in the next month. Mr. Dickey interjected that the combined CIBA/Zionsville Parks bike ride will be later in July and will start at Mulberry Fields as well. Facilities–George Abel. No meeting yet but he does have commitments from three people to be on the committee. The first meeting is tentatively set for July 28th. Mr. Abel will bring membership to the Board next month for approval. Other Board Related Items Mr. Dickey asked the Board to approve the customary amount to have booth-space in the commercial tent at the Lion’s Club Fall Festival. The amount remains $150 for this annual September event. Mr. Abel made a motion to approve the expenditure of $150. Ms. Hitchins seconded and the motion passed unanimously. Claims Phil Howard made a motion to approve the claims as submitted. Manda Clevenger seconded and the motion passed unanimously. The meeting was then adjourned with a motion made by Dorothy Hitchins and seconded by Mr. Abel at ~8:20PM.
