Summary Minutes of the Meeting of the Zionsville Park and Recreation Board November 9, 2016 The Zionsville Board of Parks and Recreation met Wednesday, November 9, 2016 at 7:00 PM. The meeting took place at the Town Hall’s Beverly Harves meeting room. Manda Clevenger, Jeff Edmondson, John Wollenburg, Tim Casady and Wayne Bivans were present. Also present were Superintendent Matt Dickey and Park Board Attorney Roger Burrus. Not present was George Abel. The Park Board held a moment of silence for the Abel family and offered their condolences to the family at this difficult time. Minutes Wayne Bivans made a motion to approve the October 12, 2016 regular board meeting minutes. Tim Casady seconded and the motion passed unanimously. Public Comments/Presentations No public comment given. Staff Reports Superintendent Matt Dickey wanted to discuss a couple of items with the Park Board. He pointed out the reports in front of the Park Board. The top report is for the Golf Course and it shows that the current net income is at $51,000, which Mr. Dickey said was pretty good for October. He also reminded the board that the golf course has been earmarking $15,000 per year for cart replacement in roughly the year 2022 and they are also saving $25,000 a year for irrigation. Behind the golf report is the various reports that he gets from the finance. Such detailed reports are available to any Park Board member who requests such specific updates on the finances with the Parks Department and Golf Course. Mr. Dickey informed the Park Board that Mindy Murdock, our Naturalist has decided to keep the Nature Center opened on Christmas Eve until noon; despite the offer to allow it to close. She has several families that like to visit the Zion Nature Center on that day and participate in the feeding of the animals. So since staff are in to feed the animals anyway, might as well open the center. Another item that Mr. Dickey thought the Board should be aware of is the Zionsville Youth Football League (ZYFL) and their use of Mulberry Fields. Instead of renting the field, the Parks Board worked out a situation years ago where ZYFL would take care of all the fields maintenance and the demand charge for the lights (above 40 kwh). The ZYFL did not think they should take care of the field turf maintenance beyond those fields they play on. But it is clearly stated in the contract they are to maintain (all) sports fields. Park Board Attorney Roger Burrus informed the Board that this agreement/contract is up for renewal next year and asked the Park Board to look over the current agreement with the ZYFL and see if there are any potential changes they thought might need to be discussed. Park Board Attorney Roger Burrus did hear from the town attorney about the Maplelawn lease and she said that the changes were fine. Tonight Maplelawn will be reviewing the new lease. Tim Casady said that the 2nd Annual Harvest 50 on October 27 was a success. They had an 80% increase in participation this year and they were able to raise about a thousand dollars for the Maplelawn Farmstead. John Wollenburg made a motion to approve the Maplelawn lease at it is written and to give authority for the president,vice president or the superintendent to sign the lease on the Park Board’s behalf. Wayne Bivans seconded the motion and it was passed unanimously. New Business Jeff Edmondson shared with the Park Board a flyer from the Lincoln Park Summer Concert series. Each performer and the Lincoln Park Concert Committee members have all signed the flyer. Old Business Superintendent Dickey updated the Board on the Zion Nature Center situation and possible action upon current bids. Bids came in much higher than what the town had earmarked for this. John Wollenburg made a motion to reject all bids submitted for the New Nature Center. Manda Clevenger seconded and the motion was passed unanimously. Park Board Attorney Mr. Burrus will notify the bidders of the rejection. Citizen Advisory Committees No reports given. Other Board Related Items None were identified. Claims John Wollenburg made a motion to approve the claims as submitted. Tim Casady seconded and the motion was passed unanimously. The meeting was then adjourned with a motion made by Park Board Member Tim Casady, John Wollenburg seconded and the meeting was adjourned at ~8:00PM.
