Summary Minutes of the Meeting of the
Zionsville Park and Recreation Board
December 12, 2018
The Zionsville Board of Park and Recreation met Wed., December 12, 2018 at 7:00 PM. The meeting
took place at the Zionsville Town Hall’s Council Chambers (Room 105). Tim Casady, Jeff Edmondson,
John Wollenburg, & Wayne Bivans were present. Not present were Steve Bullington and George Abel.
Also present was Park Department Superintendent, Matt Dickey & Park Board Attorney, Roger Burrus.
Agenda/Meeting
Wayne Bivans made a motion to approve the November 14, 2018 regular board meeting minutes. John
Wollenburg seconded. The motion passed unanimously.

Staff Reports
Superintendent Matt Dickey gave the Park Board the scorecard for the Bronze Bicycle Friendly
application. He pointed out that in some factors the scoring was very close to a Silver Award when
compared to other awarded communities.
Mr. Dickey also informed the Park Board about an informational matter with Mulberry Fields and the
Maplelawn Non-Profit group. They would like to waterproof the farmhouse’s basement and wanted to
know where to run the sump pump line. Matt talked with the Streets & Stormwater Department and they
thought it would be best to run a buried line eastward to the north sports area of Mulberry Fields Park area
where there is a drop basin.
Mr. Dickey related to the Park Board about the Town of Zionsville as Tree City USA (along the lines of
the Bicycle Friendly Award), which means that they will have to spend a certain amount per capita.
Normally this time of year, the Parks will plant about 10-15 trees. The Parks Department has just finished
a project planting 45 trees in Mulberry Fields Park, Elm Street Green Park & Heritage Trail Park.
Also, Superintendent Dickey received an email this week from the Zionsville Youth Football League
ZYFL. The wording on the email they said that they would do aeration & fertilization on “the area we
disturbed”, which less then what they have contractually agreed to. The agreement has the ZYFL doing
the south and the Rugby doing the north sports turf area. During the Park Boad discussion, it was pointed
out that the Park Department already subsidizes sports uses like ZYFL, to the tune of $11,000-
$15,000 a year The Park Board agreed that ZYFL needs to fulfil their contractual obligation which is less
costly than what they would pay in field rental.
Mr. Dickey gave each Park Board member the appraisals on the last two parcels of the half strip of
Railroad right-of-way that merges with the Vonterra piece of the trail. Park Board Attorney, Roger Burrus
said he will get the northern donated portion deeded back from Friends at Boone County Trails. Tim
Casady made a motion for the municipal land acquisition documents to be authorized by the Park Board
President and/or the Parks Superintendent, to commence negotiations for the final two parcels, including
the offering appraised amounts based upon two appraisals each as covered with the Park Board this
evening. This was seconded by Wayne Biven and was passed unanimously.
Also, regarding land along the south side of 400 about a half mile west of 800 east, The Parks Department
has in the past approached the landowner about purchasing the 2 acres of land along the north, south side
of 400 E. Tim Casady made a motion to allow the President and or the Superintendent to commence
negotiation with the homeowner for the 2 acres along the south side stretch. John Wollenburg seconded
and this was passed unanimously.
Mr. Dickey reminded the Park Board members, that next month’s meeting will involve selection of
officers.
New Business
Park Board President Jeff Edmondson met with the Zionsville Mayor and they talked about the pickle ball
interest from some members of the community. After discussing this and presenting the Mayor some of
the ideas that were discussed at last month’s Board meeting, the Mayor did not say no, but this may need
to be accommodated in the future. The Park Board had already had it on their radar screen, and previously
discussed 2 or more combo courts in conjunction with the 2020 tennis court resurfacing proposed.
Old Business
Mr. Dickey said that the Lake and River Enhancement (LARE) II has been delayed now due to the
weather. The State granting entity understands this and to a degree created this situation itself by moving
another project ahead of ours.
An update on the Starkey stairs is that the fabricator related that the galvanizer has said they should be
here at some point after the first of the year.

motion was passed unanimously.
Adjournment
The meeting was then adjourned with a motion made by Park Board Member John Wollenburg, seconded
by Tim Casady & the vote was unanimous at ~8:00PM. The next regular Park Board meeting is scheduled
for January 9, 2019 at 7PM, at the Zionsville Town Hall’s Council Chambers (Room 105).
