Summary Minutes of the Meeting of the
Zionsville Park and Recreation Board
December 11, 2019
The Zionsville Board of Park and Recreation met Wednesday, December 11, 2019 at 7PM. The meeting took
place at the Zionsville Town Hall’s Council Chambers (Room 105). Park Board Members, Tim Casady, Jeff
Edmondson, John Wollenburg, Steve Bullington, & Wayne Bivans were present. Also present was Park
Department Superintendent, Matt Dickey and Park Board Attorney, Roger Burrus. Not present was George
Abel.
Minutes
Wayne Bivans made a motion to approve the November 13, 2019 regular board meeting minutes. Tim Casady
seconded. The motion passed unanimously.
Public Presentation/Comments
Tricia McClellan, from REA gave an update on the Tennis Courts/Pickleball resurfacing. REA did send out
emails to 20 people who expressed interest in this project to attend this Park Board meeting which will be
discussing this resurfacing project. REA reminded the Park Board that this project was a part of the Parks
Master Plan. The Tennis Courts were in need of resurfacing. Several layout options had been provided to the
Park Board & the Board selected option was presented. In the final approved option Pickleball is used. The Park
Board plans there will be one permanent, dedicated pickleball court and two tennis courts, a Pickleball court will
be striped on each one. When a tennis court is used for pickleball, the net can be lowered and adjusted - so there
is 3 potential pickleball courts in service at once if the two tennis courts are not used as tennis. The next steps
for this project is to do the construction cost estimates and for the consultant team to get the project ready to bid.
Superintendent Dickey introduced Chris Garvey, who is the president of Maplelawn Farmstead, Inc. Mr. Garvey
was present to update and inform the Park Board on the Maplelawn Farmstead activity in the NW corner of
Mulberry Fields Park. Preserve, educate, & inspire is their motto. Maplelawn is a nonprofit 501© (3)
organization; no employees; all volunteers. Maplelawn leases 3.9 acres from the Parks Board and is located in
that far northwest corner of Mulberry Fields. Their objective is to restore and preserve the historic farmstead
complex of the 1930’s Great Depression Era. From 2005-2015 Maplelawn has stabilized the barns and the
house, reestablished the site and landscape, brought in programs for boy/girl scouts, homeschoolers, special
events, & camps, established an Endowment Fund at CFBC. Major projects accomplished in 2019 are
improvements on the Barns and Buildings, increased attendance and purchasing financial software. For 2020
Maplelawn, Inc. is considering adding a parking lot in the in the far west corner, either update or sell the Grain
bin and put a bee hive in. The Bee hive has been donated and a secure fence will be surrounding it. Mr. Garvey
expressed his appreciation for the Park Board and Parks Department relationship with Maplelawn. Maplelawns’
next level vision for 2025 is to update the outbuildings electrical wirings, landscaping/tree preservation and
replanting, continue to maintain the buildings and to do a feasibility study on a community certified kitchen
concept for the Barn; to use for events, to expand their programming and events, and to develop strategic
collaboration partners.
Staff Reports
Superintendent Dickey is working on the second round for the NLT (Next Level Trails) Grant. and had three
items for that, a major one is a letter from the landowner, which will strengthen our application, a small donation
was received from Boone County Waste Department, and the Parks has 4 of 5 of the land acquisitions on the
southern Trail extension (and three of those were negotiated donations) .
The LWCF grant is due for completion in June 2021; a hold up is the land is still not totally donated for this
from the developer of Vonterra. Mr. Dickey and a Park Board member are going to meet with the landowners to
keep them apprised of the situation. The DNR does occasionally grant extensions on LWCF timelines.
Mike Wall, the Golf Course Manager was present to answer questions on possible rate changes with the golf
course. Mr. Wall would like the Board to consider cutting the student annual pass from $400 to $200. He also
recommended raised the price of 12 ounce can of beer from $2 to $3. He predicts this would bring in an
additional $3,250 in revenue; when compared to last year’s alcohol sales. After discussing with Mr. Wall his
recommendations, the Park Board decided to make a motion on the changes at the next Board Meeting in
January 2020. In this Park Board Packet, the Board also had information to provide them with data on the rates
at over 20 other public courses. This was to prepare them for their possible action on rates.

REA, (Rundell Ernstberger Associates) updated the Park Board on the bids that came in for the Elm Street
Green Playground. Stenz Corporation was the lowest qualified bidder. Their base bid was $161,585, REA
recommends the Board select Stenz Corporation. After discussing this with the Park Board, Steve Bullington
made a motion to approve the base bid in the quoted amount and to give Park Superintendent, Matt Dickey the
authority to process change orders up to $20,000. John Wollenburg seconded the motion and this was passed
unanimously.
REA also, gave a brief update on the Zionsville Parks TotLot. Everything is cleared out, concrete will be done
later this week and equipment next week; again this is all weather depending. Fences will stay up till the
playground is complete.

After Board member’s reviews, Wayne Bivans made a motion to approve the claims as submitted. Tim Casady
seconded and the motion was passed unanimously.
Adjournment
The meeting was then adjourned with a motion made by Park Board Member Steve Bullington, seconded by
John Wollenburg & the vote was unanimous at ~8:50PM. The next regular Park Board meeting is scheduled for
Wednesday, January 8, 2020 at 7PM, at the Zionsville Town Hall’s Council Chambers (Room 105).
