Summary Minutes of the Meeting of the Zionsville Park and Recreation Board 12-8-2021 The Zionsville Board of Park and Recreation met Wednesday, December 8, 2021, at 7PM. Note: Due to the COVID-19 Emergency Health Situation, this meeting was required to be a hybrid meeting. Park Board Members, Tim Casady (Virtual), John Stehr, Jill Pack, John Salewicz, and John Wollenburg. Not present were Sarah Moore & Erin Bidwell. Also, present was Superintendent Jarod Logsdon, Park Board Attorney Roger Burrus, & Director of IT Joe Rust. Minutes The Park Board by motion and vote approved the previous month’s minutes. Motion made by John Wollenburg, seconded by Tim Casady, approved by Tim Casady, John Wollenburg, and John Stehr. Jill Pack and John Salewicz abstained from the vote. Public Presentations/Comments -None Identified Staff Reports Superintendent Jarod Logsdon informed the Park Board of the weed wrangles that were conducted in the month of November. The Parks had 50 volunteers that pulled 20 truckloads of honeysuckle form Carter Station and Creekside Nature Park. Also, Mr. Logsdon wanted to give a huge shout out & standing ovation to our Maintenance crew for completing the Winterfest Ice Rink platform. This was completed ahead of schedule and to the specifications required. Greg, Blaine, Rick, Bryce, & Will all did an excellent job. Next item on staff reports is Mindy Murdock, Director of Recreation Services report. The Nature Center saw over 804 walk-ins this month and offered over 30 programs on nature education and recreation. Right now, the programming department is ramping up to welcome and participate in Winterfest. Roger Burrus, Park Board Attorney is working on the acquisition of the property for the north rail trail connection and also the two trailhead properties at Zionsville Road. Closing documents have been drawn up and they are just working out some issues. One motion needed is to give Mr. Burrus the authority to allow the property owners on the southern terminus of the Rail Trail to stay till the end of March. This motion was made by Tim Casady and was seconded by John Wollenburg. This motion passed unanimously. New Business Superintendent Logsdon reminded the Park Board of the Golf Course cart path improvement project that was awarded in September and began construction in late October. This project was to overlay and replace a large percentage of the cart paths on site. Tonight, a second change order is needed to complete the project successfully. While preparing the pathways at the southern end of the course a section of the path was discovered to not hold proper compactions rates for successful paving. To correct this problem, the contractor will perform a 12-inch cut of soil, add a geogrid layer, and add an additional 12 inches of stone. This will provide the proper surface area and compaction to properly support the pathway that will be on top. This change order will cost $14,160. There are contingency funds allocated to this project to accommodate this change order. A motion was made by Tim Casady to accept the change order as presented. This was seconded by Jill Pack and passed unanimously. Next up to discuss is the Rail Trail widening project. Mr. Logsdon gave a brief overview of this project and what REA prepared. REA presentation showed 5 concepts. Mr. Logsdon informed the Park Board of each concept and gave his recommendation on Concept 5, which is a 12-foot uniform path through the widening segment of the Rail Trail. Additionally, he believes the scope of the northern expansion from Heritage Trail north to the connection at Whitestown should match this 12-foot width. After discussing the concepts, John Salewicz made a motion to accept Concept 5. This was seconded by Tim Casady and the motion passed unanimously. Old Business Superintendent Logsdon updated the Park Board on the construction of the Overley-Worman Park. The playground has begun construction. Progressive Trail Design has begun construction of the mountain bike trails. They have been utilizing existing stone on site in portions of the bike trails that will create a very fun experience for riders. For the Southern Rail Trail extension, the water main line has been rerouted by Citizens Energy Group. HIS Construction was able to resume the demolition of the old Starkey bridge. This will be on track to be completed in February and be open to the public. Next is the Starkey Park T-3 stairs update. The footers have been poured and the framing for the staircase has been complete. Next is the decking and to complete the project with final grading and reseeding. This will continue to be closed throughout the winter to give seed the proper chance to take root and germinate in the spring. Heritage Trail Phase II playground is open to the public. Next spring the Parks Department will begin to reinvent the Heritage Trail Garden plots. Creating pathways throughout the garden plot system and adding topsoil are ways that will improve the gardening system. WinterFest The platform has been constructed and the ice rink has had the initial fill; thanks to the Zionsville Fire Department. The lighting structures are going up as well as the sound equipment. The finishing decorations are being done; thank you to the Parks Foundation for providing the decorations near the Holiday Village. Mr. Logsdon and the Parks staff are excited to open the doors and welcome the community to Winterfest this Friday. Park Board Member, John Stehr wanted to thank Mindy Murdock, Director of Recreation Services, and her staff for all the decorating and over 40 programs planned. Claims A motion to approve claims was made by Park Board Member, John Wollenburg and seconded by Tim Casady. Motion was approved unanimously by Park Board. Adjournment The meeting was then adjourned with a motion made by Park Board Member Jill Pack, seconded by John Wollenburg & the vote was unanimous at ~8:00 PM.
