ZIONSVILLE COMMUNITY DEVELOPMENT CORPORATION MEETING MEMORANDA FOR Thursday, September 21, 2017 at 8:30am Zionsville Town Hall-Room 105 1100 West Oak Street Members Present: Cara Weber, President, Tammy Kelly, Vice-President, and Brad Burk, Secretary. Also Present: Wayne DeLong, AICP, Director of Planning & Economic Development, and Ben Worrell, Boone EDC. A. Opening a. Call meeting to order-8:35am. B. New Business a. 106th & Bennett LLC: Wayne DeLong summarized for the Community Development Corporation (“CDC”) the August action of the Redevelopment Commission (“RDC”), which requested that the CDC consider awarding, if requested by the developer (106th & Bennett LLC), additional funding in the event the developer were inclined to increase specific architectural elements associated with the proposed building. Specifically, the RDC was focused on enhancing the east and west facades of the proposed building (similar to features utilized by the NK Hurst building). In summary, and based on the RDC’s interests, the CDC’s discussions generally revolved around support for enhancing the architectural elements to the façade of the building and the resulting increase in Assessed Value of the building. The CDC, however, was concerned with the overall impact that enhancements to both the east and west facades may have, given that the west faces an existing mature tree line (and the east facade had a higher level interaction, than the west, with the contemplated public improvements). The CDC was not supportive of considering any additional financial support for the project beyond $20,200.00. Upon conclusion of discussions amongst members of the CDC, a consensus was reached that an additional financial incentive (beyond the previously requested $100,000 & previously recommended for approval at the August meeting of the CDC) for the project was supportable, given the perceived public benefit, however, any additional funding, if granted, be mandated to only be utilized on the east facade (the facade facing Bennett Parkway). 1. Action Taken: Based on the above discussion and submitted proposal, a motion was made by Cara Weber (seconded by Tammy Kelly) to offer a favorable recommendation to the RDC related to the amended 106th & Bennett proposal (with an additional $20,200.00 cash grant being contingent on making enhancements to the east side, specifically, of the contemplated building as illustrated on the submitted elevations). The motion was unanimously approved1. b. Other Business (No update to Creekside Corporate Park programming was offered) c. Adjournment (the meeting adjourned at 9:03am) Respectfully Submitted, Brad Burk, Secretary . 1 The Action of the CDC is in addition to its support of the previously requested $100,000 cash grant, which, per the prior recommendation, was contingent on incurring expenses related to the construction of a 10-foot pathway along Bennett Parkway, construction of a looped drive around the building as required by the Zionsville Fire Protection Ordinance, and extension of specific utilities to the site.
