Pathways Committee Meeting Minutes September 10, 2012 Attendees: Dave Brown Phil Howard Geoff Brown Paul Watson Tim Casady LanceLantz Richard Stroup Bernie Paul Bill Spitz Matt Dickey Evan Williams Art Small Continuing on from our last meeting in which we heard about Carmel’s Bicycle Friendly Community certification, we decided to pursue the certification process for Zionsville. Bill Spitz will chair a committee with Geoff Brown, Art Small, and Richard Stroup assisting. We then reviewed the status of some of the items on our priority list. Dave Brown asked that we look at the pathway stubs on recently constructed paths that are only complete in front of the property that was recently improved yet adjacent to properties without pathways. A few such pathways are along CR875E near the new ZCS baseball fields and the western end of the Cobblestone subdivision. We’ll try to better address this at another meeting after looking into it between meetings. Tim noted that the current director of our Chamber of Commerce is looking for some sort of bicycle pathway map that can be used to help promote Zionsville. Richard said he was meeting with Julie later this week and would try to ascertain more closely what was being requested. Tim said he would then try to put something together for Julie. Tim noted he will look into potential groups to present our pathway plans to...for out-reach type purposes. Evan is pursuing a formal meeting with Zionsville Planner Wayne DeLong to help assure our pathway plans are being addressed with new community designs. Evan also brought up the potential for a Share-a-Bike program in Zionsville. After a little discussion, the subject just died. We’re having a committee bile ride this coming Saturday on the recently completed Farm Heritage Trail. We’ll meet in Thorntown at their Lion’s Park at 9am. Should take about two hours to ride to Lebanon and back. Next meeting, Monday, October 8th.

Report from Bill and Tim on process and substance of application for Bicycle Friendly Community status from the League of American Bicyclists 2. Update of new pathway projects and budgets for 2013 – group 3. Planning for September 15 Lebanon/Thorntown Farm Heritage Trail ride 4. Guest Speaker: Kevin Whited, Executive Director, Indy Cog a. Indy Cog is the major non-profit bicycle advocacy organization of Indianapolis b. Indy Cog has been heavily involved in Indianapolis’ successful efforts to promote both bicycling and Indy’s recent bronze-level status as an LAB Bicycle Friendly Community. c. Kevin was one of the draftspersons for Indy’s new “Complete Streets” policy and ordinance. d. Kevin holds a BA in Criminal Justice and an MPA from Indiana University. He has 18 years of experience in various positions in the transportation sector, from sustainable transportation planning to marketing for a class 1 railroad, as well as working in various bicycle advocacy groups in both Indiana and and Atlanta. He also was a former Oregon Fellow (Portland State University) where he worked with the Oregon Department of Transportation on sustainable transportation policy. He has been riding a bicycle and commuting for 12 years in Chicago, Atlanta, Portland, and Indianapolis. Tim Casady Chairperson, Zionsville Pathways Committee
