ZIONSVILLE REDEVELOPMENT COMMISSION
MEETING MEMORANDA
FOR
Monday, January 27, 2014 at 6:30pm
Zionsville Town Hall-Community Meeting Room

Members Present: Luke Phenicie, President, Mark Plassman, Vice-President, Craig Anderson,
Secretary, Katie Culp, Treasurer, and Brad Johnson
Also Present: Kim Blanchet, Town Attorney, Ed Mitro, Town Manager, and Wayne DeLong,
AICP, Director of Planning & Economic Development.
A. Opening
a. Call meeting to order-President Luke Phenicie called the meeting to order at 6:30pm
b. Review of Memorandum of the December 30, 2013 meeting (Memorandum is available).
1. Action Taken: A motion was made by Brad Johnson to approve the December, 2013
Memorandum. The motion was seconded by Katie Culp.
c. Review of Memorandum of the January 13, 2014 meeting (Memorandum is available).
1. Action Taken: A motion was made by Craig Anderson to approve the January, 2014
Memorandum. The motion was seconded by Brad Johnson.
B. Old Business
a. Micro-loan Committee update. Katie Culp indicated that on February 18, 2014 Katie
Culp, Bryan Brackemyre, and Wayne DeLong are speaking to the Zionsville Chamber of
Commerce related to the MicroLoan program.
b. Redevelopment Area project update. Wayne DeLong offered an update on projects
within and near the TIF area (and provided a written report).
c. Focus on Zionsville: Brad Johnson indicated that a time and materials contract will be
offered to the Commission for consideration related to ongoing maintenance of the
website and will be discussed later on the agenda.
d. Creekside update: Brad Johnson offered a summary related to the January 23, 2014
meeting of the Creekside working group. At that meeting consultant Rundell Ernstberger
discussed opportunities and constraints it identified, as well as spoke to the need to
preserve more ecologically sensitive areas and the potential for the Creekside site to
potentially serve as a mitigation area for any wetlands potentially encountered in the
construction of an extension of Bennett Parkway. It was mentioned that the next
meeting of the working group would occur on February 14, 2014.
C. New Business
a. Russo Communications. Brad Johnson indicated that Russo Communications has in the
past maintained the FocusOnZionsville website but is currently out of contract. The
need for a new hourly contract was discussed, and it was expressed that any new hourly
contract should expire at the end of 2014 calendar year (with the need for a new contract
being revisited also at the end of the year).
1. Action Taken: A motion was made by Brad Johnson to enter into a new hourly contract
for 2014 with Russo Communications. The motion was seconded by Mark Plassman.
D. Boone County EDC update: No update provided
E. Other Business
a. The Commission requested to discuss the opportunity to clear land within Creekside
associated with three (3) bids received by the Commission. After a short discussion the
Commission decided to reject the bids and authorized Wayne DeLong to contact each
bidder and convey the outcome of the discussions.
F. Adjournment (the meeting concluded at 7:12pm)
The next meeting of the Redevelopment Commission is scheduled for Monday February
24, 2014 at 6:30pm.
