ZIONSVILLE REDEVELOPMENT COMMISSION REGULAR MEETING MEMORANDA FOR Monday, August 28, 2017 at 6:30pm Zionsville Town Hall-Community Room 1100 West Oak Street Members Present: Brad Johnson, President, Kent Esra, Secretary, Sanjay Patel, and Mike Shafer. Also Present: Wayne DeLong, AICP, Director of Planning & Economic Development, Ben Worrell, Boone EDC, and Bruce Donaldson, Counsel to the RDC. A. Opening a. Call meeting to order – Brad Johnson called the meeting to order at 6:30pm. b. Review of Memorandums from the July 10, 2017 Special meeting and July 24, 2017 Regular meeting (Memorandums are available). 1. Action Taken: A motion was made by Kent Esra (seconded by Wade Achenbach) to approve the July 10, 2017 Memorandum, as proposed. The motion was unanimously approved. 2. Action Taken: A motion was made by Kent Esra (seconded by Sanjay Patel) to approve the July 24, 2017 Memorandum, as proposed. The motion was unanimously approved. B. Old Business a. Redevelopment Area project update: Wayne DeLong offered a summary of activities within the Town’s four Tax Increment Finance Districts. b. Creekside Committee Reports: Wayne DeLong offered a summary of efforts related to close out of the project as well as offered an update as to next steps regarding the Rockland Development LLC Purchase Agreement (Creekside Corporate Park Lots 1- 5, 7-14. C. New Business a. Community Development Corporation (recommendation): 106th / Bennett LLC. Brad Johnson introduced the matter and Wayne DeLong summarized the action of the CDC and it recommendation (supporting the $100,000 cash grant as described in the DRAFT minutes available at the meeting). In summary, the Commission tabled the matter to a future Commission meeting, and requested that the applicant revisit its request with the CDC (as the RDC was inclined to consider supporting a cash grant of more than $100,000 in the event that the contemplated building included architectural enhancements similar to the NK Hurst building. Prior to tabling the matter, the Commission discussed its role in the overall project approval process within the Town, and its interaction with the NK Hurst building (specific to architectural enhancements), and as well asked questions of both the applicant (Brent Benge) related to timing and of Bob Harris (as part of the LLC which is purchasing Creekside Corporate Park) in relation to thoughts on enhancements to the architecture. b. 146th Street / US 421 Declaratory Resolution and establishment of Economic Development Area / approval of Economic Development Plan. Brad Johnson introduced the matter and Wayne DeLong summarized the program area contemplated to be contained in the Tax increment Finance District as well as discussed next steps related to the approval process (assuming passage of the Declaratory Resolution by the Commission. No parties from the public were in attendance to speak on the matter. Bruce Donaldson summarized next steps for the Commission based on the closure of the public hearing. 1. Action Taken: Wade Achenbach made a motion (seconded by Kent Esra) to approve the Declaratory Resolution to establish an Economic Development Area, and to approve an Economic Development Plan. The motion was unanimously approved (resulting in the execution Resolution 2017-04). D. Boone Economic Development Commission Update: No report was offered (due to a conflicting engagement, Ben Worrell was required to leave early).
