ZIONSVILLE SAFETY BOARD MEETING MEMORANDA For March 26th, 2012 Zionsville Town Hall 1100 W. Oak Street 1. OPENING A. Call meeting to order – President Steve Mundy called the meeting to order at 9:00 a.m. Board members present: Steve Mundy, Tim Haak, Susana Suarez Members absent: None 2. MEETING ITEMS A. Oath of Office for Safety Board Members B. Approval of minutes from the February 6th, 2012 meeting: Mr. Mundy noted a correction to be made under section C.1: it should be Ogletree Group not Oval Tree Group. Mr. Haak motioned to approve the February 6th amended minutes, Ms. Suarez seconded. All were in favor and motion was passed. Approval of minutes from the February 23rd, 2012 special meeting: Ms. Suarez motioned to approve the February 23rd minutes, Mr. Haak seconded. All were in favor and motion was passed. C. Correspondence: Chief VanGorder shared some notes from families that were thankful to receive Christmas presents from the fire department. D. Reports: 1. Police Department: Monthly report submitted for review. 2. Fire Department: Monthly report submitted for review. Chief VanGorder noted that the new Fire Engine 92 was placed in service on 3/25/12. He also discussed possible dates for dedication and fundraiser for the opening of Fire Station 93. E. Old Business: None F. New Business: 1. Adopt a Road Program: Street Superintendent Lance Lantz noted that he was approached by a Zionsville business inquiring if they could adopt a portion of a roadway in Zionsville. Street Superintendant Lantz will research this item and report back to staff to work towards this program. 2. Stop Sign Request on Main Street: Street Superintendent Lance Lantz stated the Council has been presented with a petition signed by almost 40 individuals requesting the investigation of multi-way stop conditions along Main Street at Pine and Oak Streets. Chief VanGorder received the petition and contacted the Village Residents Association (VRA), the Chamber of Commerce and the Zionsville Merchants Association for comments. Of the three groups, the VRA responded unfavorable but did make several other requests/recommendations for speeding and speed limits throughout the Village. The other groups had no comment. Street Superintendent Lantz, Town Manager Mitro, Fire Chief VanGorder and Police Chief Knox all met to discuss the stop sign request. It was the collected opinion that a study would not result in the demonstrated warrant for additional stop controls but it is likely that any recommendation would be to restrict or eliminate some of the parking in proximity to the intersections to improve visibility. However, with parking being a premium and lack of any significant crash history, we have accepted the fact that things are tighter down there and for the Merchants benefit we like to get as many vehicles parked along Main Street as possible. Ms. Roudebush spoke on behalf of the petitioners- their overall goal for the request of the stop signs is to slow the traffic down and prevent accidents and overall safety. President Mundy concluded that we should increase monitoring of what occurs on Main Street from the police department and then take a look at the matter in the future if there continues to be concerns and no improvement. Mr. Haak motioned to deny the stop sign request, but agree to increase monitoring and consider for further study in the future, Ms. Suarez seconded. All were in favor and motion was passed. 3. Zionsville Volunteer Fire Department Service Agreement: Chief VanGorder reviewed the history and 2012 budget of the Zionsville Volunteer Fire Department. Ms. Suarez noted that the budget states total dollar amount of $50,000 and the service agreement states total dollar  amount of $60,000. Chief VanGorder stated that the $50,000 is correct and he will change the service agreement to read that as well. Mr. Haak motioned to recommend favorably for consideration by the full Town Council the agreement between the Town of Zionsville and the Zionsville Volunteer Fire Department as amended.
