ZIONSVILLE SAFETY BOARD MEETING MEMORANDA For June 25th, 2012 Zionsville Town Hall 1100 W. Oak Street 1. OPENING A. Call meeting to order – President Steve Mundy called the meeting to order at 9:00 a.m. Board members present: Steve Mundy & Tim Haak Members absent: Susana Suarez 2. MEETING ITEMS A. Approval of minutes from the March 26th, 2012 meeting: Mr. Haak motioned to approve the March 26th minutes, President Mundy seconded. All were in favor and motion was passed. B. Reports: 1. Police Department: Monthly report submitted for review. 2. Fire Department: Monthly report submitted for review. Chief VanGorder distributed a copy of an email from a resident with burn ban and firework ban questions. Chief VanGorder informed there is a voluntary burn ban in Boone County, but there is no firework ban. C. Old Business: None D. New Business: 1. Variance Request Blackstone Subdivision: Mike Andreoli spoke on behalf of Ryland of Indiana. Mr. Andreoli requested a variance on the “looped system” and “3 or more water hydrants” requirements. Fire Marshal Frost recommends approval of the variance provided no building permits shall be issued for section 2 until all water mains, fittings and fire hydrants are installed and completely operational per approved site plans throughout the entire subdivision. Mr. Haak motioned to approve the variance request as presented. President Mundy seconded, all were in favor and motion was passed. 2. Golf Carts on Public Streets/Pathways: Zionsville Resident Rob Strickland would like to be able to drive his golf cart on public streets and pathways. Chief Knox stated that this is currently illegal unless the Town adopts an ordinance to allow them. Chief Knox stated he would not be in favor of this. Mr. Strickland asked that the Safety Board consider passing an ordinance to allow golf carts on public streets/pathways in Zionsville. Mr. Strickland stated some advantages of golf carts over cars are low costs in energy efficient mobility and lower air pollution. Mr. Strickland stated that Carmel, Westfield and Lebanon all have ordinances that allow golf carts on public streets. After reviewing them, Mr. Strickland created a rough draft of an ordinance for Zionsville and presented it. Mr. Haak suggested that the Safety Board take more time to review the ordinance and topic and table it until next month. 3. Pedestrian Safety Elm & Maple Street: Chief Knox was contacted by Zionsville Resident Donna Panetta who lives on Maple Street. Ms. Panetta was crossing Maple Street with her dog a few weeks ago and she was struck by a vehicle. Maple Street from Ash to Poplar down to 20mph and would like to add stop signs at the intersections of Maple and Walnut and Elm and Walnut. She would also like to see stop signs put all along Elm Street to detour traffic from making Elm Street the through street. Chief Knox stated that the police department has added extra patrols in those areas and he deferred to Street Superintendant Lance Lantz for further comment. Street Superintendant Lance Lantz stated that statutorily you need a reason to drop a speed limit below 25 mph and in no case can you go below 20 mph if it is not within a park. He also noted that stop signs are not traffic control devises they are to manage intersections. Staff will take a look at the specific requests and come back to the safety board with recommendations. 3. ADJOURN at 9:46 a.m. Respectfully submitted, Chief James C. VanGorder, Secretary
