ZIONSVILLE SAFETY BOARD MEETING MEMORANDA For August 27th, 2012 Zionsville Town Hall 1100 W. Oak Street 1. OPENING A. Call meeting to order – President Steve Mundy called the meeting to order at 9:00 a.m. Board members present: Steve Mundy, Tim Haak & Susana Suarez Members absent: None 2. MEETING ITEMS A. Approval of minutes from the July 24th, 2012 meeting: Mr. Haak motioned to approve the July 24th minutes, Ms. Suarez seconded. All were in favor and motion was passed. B. Reports: Fire & Police Department reports were submitted and posted to the website for review. C. Old Business: a. Golf Carts on Public Streets/Pathways: Chief Knox and Captain Morris presented a report on selected Indiana golf cart ordinances. Chief Knox stated his opinion has not changed and he still feels that it will create a lot of unnecessary problems and risks. A discussion was held. Mr. Haak motioned to deny the request to construct a golf cart ordinance for the Town of Zionsville, Ms. Suarez seconded. All were in favor and motion was passed. b. Pedestrian Safety Elm and Maple Street: Street Superintendent Lance Lantz stated a few months ago there was a request for a comprehensive review of conditions of the block between Main Street and Elm Street. Mr. Lantz stated that he does not feel that any of those intersections in that area warrant a stop condition. He did note that there is a tree that has grown too bushy and obstructing views and he will contact the home owner to trim it back. After much research Mr. Lantz stated that he would support a decision to lower the speed limit on Maple Street from 25mph to 20mph. However, he said he would propose to make all speed limits between Main Street and Lions Park 20mph to provide consistency in the area. Mr. Haak motioned to forward this proposal to the Town Council for consideration of an ordinance, Ms. Suarez seconded. All were in favor and motion was passed. D. New Business: a. Fire Protection Ordinance Variance Request - Rockbridge: Ken Brasseur spoke on behalf of Platinum Properties representing Rock Bridge LLC. Mr. Brasseur requested a variance in reference to the Fire Protection Ordinance stating having three or more fire hydrants requires a loop series in regards to servicing water mains. Mr. Brasseur stated that they proposed obtaining a loop by running a water line across an existing lot; however Citizens Energy rejected the proposal because the plan did not meet their standards for easement width. Paul Rio with Platinum Properties added that Brookhaven is also having a problem with the looping requirements. Fire Marshal Frost stated that it is a necessity to maintain water pressure for fire suppression purposes. Fire Marshal Frost recommended developing the section in phases. Discussion was held. Ms. Suarez motioned to postpone any action on the variance request, pending a resolution between the Fire Department and the petitioner. The Safety Board will schedule a meeting with the Fire Marshal, Director of Planning and Citizens Water to express concerns with water pressure in the area. Mr. Haak seconded, all were in favor and motion was passed. b. Trail Blazing Signs (Truck Route) Chief Knox stated that with the taking of SR 334 into the Town’s street inventory some of the directional signage came down creating a problem for large trucks. The signs are needed at the intersections of Oak and First and First and Sycamore for both directions. Mr. Haak motioned to add the directional signage at these intersections. Ms. Suarez seconded, all were in favor and motion was passed. c. Water Ban A brief discussion was held on the water ban and when it might be lifted. Council asked Chief VanGorder to please put an update on the website regarding the water ban and also asked him to contact Citizens Water to schedule a meeting to discuss water pressure issues. 3.
