ZIONSVILLE SAFETY BOARD MEETING MEMORANDA For January 28th, 2013 Zionsville Town Hall 1100 W. Oak Street 1. OPENING A. Call meeting to order –Steve Mundy called the meeting to order at 8:30 a.m. Board members present: Steve Mundy, Susana Suarez & Jeff Papa Members absent: None 2. MEETING ITEMS A. Election of Officers: Steve Mundy was elected President of the Safety Board and Susana Suarez was elected Vice President of the Safety Board. B. Approval of minutes from the November 26th, 2012 meeting: Mr. Papa motioned to approve the November 26th, 2012 minutes, Vice President Suarez seconded. All were in favor and motion was passed. C. Reports: a. Captain Gauthier reviewed the 2012 year-end report for the Zionsville Police Department and offered the below highlights. Vice President Suarez requested ZPD look into purchasing more lock-out tools to assist residents when they get locked out of their vehicles. ¾ZPD received 12,672 calls for service in the year 2012. ¾Two officers were taken off the street and assigned to administrative work. ¾ZPD hosted a “National Night Out” for the prevention of crime. ¾Honor Guard Unit assisted the Zionsville American Legion in their Veterans Day Celebration. Three new members were added to the Honor Guard Unit. ¾ZPD changed the report writing software to CISCO and the agency is now connected to the Boone County Sheriff’s Office and other agencies. ¾Zach Starkey was hired into the position of Information Technology to assist IT Director Joe Rust with the computer needs of the department and the Town of Zionsville. ¾Officer Brad Kiefer was made the property room manager. ¾An Evidence Room Inventory Committee was formed and is comprised of officers from ZPD along with the property room manager of the Boone County Sheriff’s Office as an outside independent participant. ¾A neighborhood watch program was established with Officer Adrian Martin as the coordinator. Vice President Suarez asked for a list of all subdivisions that are a part of the program and inquired into how a subdivision can get involved in the program. Captain Gauthier will gather more information for Vice President Suarez and present at the next meeting. ¾Officers were assigned to the Fatal Alcohol Crash Team. ¾Officer Josh Samuelson was promoted to the rank of Detective. ¾Two unannounced Evidence Room Audits were completed with the Board of Police Commissioners and President Mundy participating in the fall audit. ¾Received permission from the Board of Police Commissioners to solicit donations for a K-9 unit. b. Chief VanGorder reviewed the 2012 year-end report for the Zionsville Fire Department and offered the below highlights. Vice President Suarez asked that ZFD amend their year-end report to include verbiage regarding efforts of the Fire Marshal to facilitate creative solutions with land developers. ¾ZFD experienced a 14% increase in total calls for service. ¾ZFD was able to help with Super Bowl (Z-Bowl) events throughout the community and also helped with staffing extra emergency personnel at the Indianapolis Executive Airport due to significant amounts of airplane traffic for the Super Bowl. ¾ZFD helped enforce the Town of Zionsville Emergency Water Conservation Ban Ordinance. ¾The department helped to organize the installation of fiber connection lines between the Zionsville Government buildings and the Zionsville Schools to connect all of the entities and share services in the future. ¾ All trail markers have been added to the GIS system for use by all County public safety agencies.  ¾ZFD was named a recipient of the Leadership in Fitness Excellence (L.I.F.E.) Award at the 2012 Indiana Emergency Response Conference in the Combination/Volunteer category. ¾This year we developed a “Career Development Plan”. This plan is a guide for the firefighter to follow in order to advance his/her career within the Zionsville Fire Department. ¾ZFD is blessed to have such a group of talented and dedicated Fire Department Headquarters Staff who work daily to support the efforts of firefighters delivering lifesaving services to our community each day. ¾On May 9th 2012, just 324 days from the ground breaking that took place in an open field once owned by the Zionsville School Corporation, the Department held its ribbon cutting dedication ceremony for the facility. This new fire station is located at 5793 South County Road 700 East. ¾In the fall of 2012 the department held a merit Lieutenant Promotion process. ¾ZFD Support Services raised money to send children to the Indiana Children’s Burn Camp, held the 4th annual Zionsville Volunteer Fire Department Larry K. Rust Golf Outing was held at the Zionsville Golf Course and held the 31st annual Pancake Day Breakfast. D. Old Business: None E. New Business: a. Fire Department Job Descriptions: Chief VanGorder briefly discussed the need to make two job description changes within the fire department, and stated several revisions had been made in later 2012 with reviews and modifications from Town Manager Mitro and Councilor Mundy. The first was the revision of the Captain position with proposed changes of moving this to an operational shift position and corresponding lower rating. Second was the creation of a new job description for Division Chief which would be an exempt position and would include transfers of the three current positions of Fire Marshal, Training Captain, and Emergency Medical Services Captain to exempt Division Chiefs. Discussion was held and a revision at the request of Vice President Suarez was proposed. A motion was made by Vice President Suarez to approve both new Job Descriptions; Captain and Division Chief with suggested revisions. Mr. Papa seconded, all were in favor and motion was passed. 3.
