ZIONSVILLE TOWN COUNCIL MEETING MEMORANDA FOR Monday, January 4, 2016 at 7:00 PM Zionsville Town Hall – Beverly Harves Meeting Room 1100 West Oak Street (Note: Meeting preceded by the Council pre-meeting at 6:30 p.m. in the Town Hall Conference Center) Date of Preparation: 01-05-2016 Members Present: Susana Suarez, Elizabeth Hopper, Jeff Papa, Tom Schuler, Bryan Traylor, Kevin Spees, Josh Garrett Also Present: Heather Willey, Town Attorney; Ed Mitro, Town Manager; Tim Haak, Mayor and Town Department Management Staff 1. OPENING A. Call meeting to order. Vice President Suarez called the meeting to order at 7:00 pm B. Pledge of Allegiance C. Swearing In/Oath of Office: The Honorable Judge Matt Kincaid (Boone County Superior Court I) presiding. • Zionsville Town Council Josh Garrett Jeff Papa Kevin Spees Bryan Traylor • Zionsville Town Judge Erika K. Singler • Town of Zionsville Mayor Tim Haak D. Election of Officers i. President COUNCIL ACTION; Councilor Papa moved to nominate Councilor Suarez President of the Town Council. Councilor Hopper seconded the motion. Ms. Suarez was elected President of the Town Council with a vote of 7 in favor, zero opposed. II. Vice-President COUNCIL ACTION: President Suarez moved to nominate Councilor Hopper Vice President of the Town Council. Councilor Schuler seconded the motion. Ms. Hopper was elected Vice President of the Town Council with a vote of seven in favor, zero opposed. 2. APPROVAL OF THE MEMORANDA OF THE DECEMBER 7, 2015 REGULAR MEETING (COPY POSTED).  COUNCIL ACTION: Councilor Schuler moved to approve the Memorandum of the December 7, 2015 Town Council Meeting. Councilor Papa seconded the motion. The Memorandum of the December 7, 2015 meeting was approved by a vote of seven in favor, zero opposed. 3. DEPARTMENTAL MONTHLY REPORTS Monthly Reports submitted by the Town management staff for Council review and posted on the Town’s website (www.zionsville-in.gov). 4. REQUEST TO SPEAK – No requests were received. 5. OLD BUSINESS A. Consideration of a Declaratory Resolution establishing the Whitestown 334/700 East Development Area and approving the Economic Development Plan. (RES. #2015-34) COUNCIL ACTION: By consensus of the Council, Consideration of Resolution #2015-34 was tabled and moved to the February 1, 2015 Town Council Meeting. 6. NEW BUSINESS A. Consideration of Appointments to Various Boards, Commissions, and Committees. COUNCIL ACTION: By consensus of the Council, Consideration of Appointments to Various Boards, Commissions and Committees was moved to the February 1, 2016 Town Council Meeting. President Suarez stated that any action would be postponed until that time and that those currently on boards, commissions and committees will continue to serve until otherwise stated. Town Manager Mitro stated that he will inform all current Board, Commission and Committee members that the decision will be made in February and until then they will continue to serve at the pleasure of the Council. B. Consideration of an Amendment to the 2016 Salary Ordinance for the Town of Zionsville (Chief Deputy position for the Department of Finance and Records). (ORD. #2016-01) COUNCIL ACTION: Councilor Papa moved to adopt Ordinance #2016-01 on first reading. Councilor Garrett seconded the motion. The motion passed with a vote of seven in favor, zero opposed. Councilor Traylor moved to suspend the rules. Vice President Hopper seconded the motion. The motion passed with a vote of seven in favor, zero opposed. Councilor Garrett moved to adopt Ordinance #2016-01 on final reading. Councilor Schuler seconded the motion. Ordinance #2016-01 was adopted by a vote of seven in favor, zero opposed. 8. APPROVAL OF CLAIMS COUNCIL ACTION: Councilor Schuler moved to approve claims as presented. Councilor Traylor seconded the motion. Claims were approved by a vote of seven in favor, zero opposed. 9.
