ZIONSVILLE TOWN COUNCIL MEETING MEMORANDA FOR Monday, September 26, 2016 at 7:30 AM Zionsville Town Hall – Community Room 1100 West Oak Street Date of Preparation: September 26, 2016 Members Present: Susana Suarez, Elizabeth Hopper, Bryan Traylor, Tom Schuler, Joshua Garrett, Kevin Spees Also Present: Tim Haak, Mayor; Adam Steuerwald, Attorney, Barnes & Thornburg; Amy Lacy, Director of Finance & Records, Town Department Staff, members of Town of Zionsville Police and Fire Departments, and Boone County Sherriff, Mike Nielsen. 1. OPENING A. Call meeting to order B. Pledge of Allegiance 2. APPROVAL OF THE MEMORANDA OF THE SEPTEMBER 6, 2016 REGULAR MEETING (COPY POSTED). COUNCIL ACTION: Councilor Hopper moved to approve the Memoranda of the September 6, 2016 Town Council Meeting. Councilor Garrett seconded the motion. The Memoranda of the September 6, 2016 meeting was approved by a vote of six in favor, zero opposed. 3. PRESENTATION – Cynthia Young, Executive Director – SullivanMunce Cultural Center Ms. Young gave a brief overview of the SullivanMunce Cultural Center and the services it provides to the community. She introduced the “Tell Us More, Zionsville Indiana Narratives” book project featuring a collection of recollections of personal life experiences from longtime Zionsville residents. Ms. Young also discussed additional needs for the museum and upgrades needed to enhance the visitor experience. She closed by saying they were requesting financial assistance from the Town in order to complete these projects, estimating the total unmet need as $20,000. President Suarez advised Ms. Young to speak with the Mayor to ensure the project conforms to specific eligibility requirements and procedures. No action was taken by Council at this time. 4. REQUEST TO SPEAK Zionsville Resident David Means spoke regarding the LIT Public Safety tax. He stated that while he supported our police and fire departments, he did not support the Public Safety tax increase and felt increases to the departments should come from the current budget. 5. OLD BUSINESS A. Consideration of an Ordinance to rezone 68.6 acres from the R-SF-2 Urban Residential Zoning District to the SU-7 Special Use Zoning District to provide for a residential housing development for seniors. (ORDINANCE #2016-17) After lengthy discussion the item was tabled until the October 3, 2016 meeting to allow Wayne DeLong, Director of Planning and Economic Development and representatives from BHI to be present in order to answer the Council’s questions about the project. B. Continued discussion about Public Safety LIT/Public Safety Needs. At President Suarez’s request, Boone County Sheriff Mike Nielsen gave an overview of the need for the tax increase. He addressed the concerns and questions of the Council. More discussion followed. Councilor Schuler expressed several concerns regarding the Public Safety tax increase as well as concerns regarding the use of other funds. Councilors were asked to contact Sheriff Nielsen with their questions and concerns about the Public Safety tax increase and to encourage their constituents to do so as well. 6. NEW BUSINESS - None 7. OTHER MATTERS There were no other matters to discuss. 8. ADJOURN COUNCIL ACTION: Councilor Hopper moved to adjourn the meeting and Councilor Garrett seconded the motion. The motion was approved by a vote of six in favor, zero opposed. The next regular Town Council meeting is scheduled for Monday October 3, 2016 @ 7:00 PM in the Zionsville Town Hall Beverly Harves Meeting Room.
