ZIONSVILLE TOWN COUNCIL MEETING MEMORANDA FOR Monday, April 17, 2017 at 7:30 AM Zionsville Town Hall Community Room 1100 West Oak Street Date of Preparation: April 19, 2017 Members Present: Elizabeth Hopper, President; Josh Garrett, Vice-President; Jeff Papa, Tom Schuler, Kevin Spees, and Bryan Traylor Members Absent: Susana Suarez Also Present: Tim Haak, Mayor; Ed Mitro, Deputy Mayor; Adam Steuerwald, Attorney, Barnes and Thornburg; Amy Lacy, Director of Finance & Records and Town Department Staff. 1. OPENING A. Call meeting to order B. Pledge of Allegiance 2. REQUEST TO SPEAK There being no Request to Speak cards submitted, President Hopper asked if anyone in the audience wishing to speak on any matter would please come forward. There was no response from the audience. 3. OLD BUSINESS - None 4. NEW BUSINESS A. Consideration of an Additional Appropriation Resolution to fund the down payment and 2017 monthly installments for the Land Contract purchase of the Rail Trail Gardens Property and to fund minor improvements to the property RESOLUTION #2017-13 (PUBLIC HEARING) Deputy Mayor Mitro reviewed the resolution stating that the property and existing buildings are a good fit for the Parks Department and the Street and Stormwater Department. Discussion followed and Deputy Mayor Mitro answered questions from the Council. In response to Councilor Schuler’s question regarding revenue sources for the purchase, Deputy Mayor Mitro stated that the funds would come from the General Fund, which has a healthy balance due, in part, to the State approved receipt of 25% of the Special LOIT Distribution into the General Fund in 2016. With Proof of Publication for a Public Hearing noted, President Hopper opened the Public Hearing for comment. With no public comment, President Hopper closed the Public Hearing and called for discussion or a motion. COUNCIL ACTION: Councilor Papa moved to approve Resolution #2017-13. Vice-President Garrett seconded the motion. Resolution #2017-13 was approved by a vote of five in favor, one opposed, with Councilor Schuler opposing. 5. OTHER MATTERS Vice-President Garrett discussed the potential of rezoning the southwest corner of Main and West Sycamore Street, specifically 125, 165 and 235 West Sycamore from B2 and B3 to the Village Business District. He stated that he believed it was something that needed to be addressed by the Plan Commission at their next meeting. President Hopper called for a motion. COUNCIL ACTION: Vice-President Garrett moved to require the Plan Commission to add this matter to the docket on their next meeting agenda. Councilor Traylor seconded the motion. The motion was approved by a vote of six in favor, zero opposed. 6. ADJOURN COUNCIL ACTION: Vice-President Garrett moved to adjourn the meeting and Councilor Spees seconded the motion. The motion was approved by a vote of six in favor, zero opposed. The next regular Town Council meeting is scheduled for Monday May 1, 2017 @ 7:00 PM in the Zionsville Town Hall Beverly Harves Room. Subsequently, at the direction of President Hopper and Vice-President Garrett the meeting was moved to Monday, May 1 @ 7:30 AM in the Zionsville Town Hall Community Room.
