Minutes of the PZAZ Committee Date: 19th Aug 2020 Zoom Meeting ELECTRONIC MEETING This meeting was conducted pursuant to Governor Eric J. Holcomb’s Executive Orders 20-02, 20-04 and 20- 08 and Governor Holcomb’s Exercise of his powers under Indiana’s Emergency Management and Disaster Law, Ind. Code 10-14-3, et seq. Additional information about this meeting was provided in the annex published with the Agenda Present: Tom Casalini, Mervyn Cohen, Greta Sanderson, Nancy Tikijian, and Amy Lacy Absent: Brad Burk Pauline Coderre attended as an interested visitor. Mark Zelonis was present for part of the time Greta Sanderson called the meeting to order at 8:00am Introductions: Each member of the committee briefly introduced themselves Discussion Items 1. Greta reviewed our Mission To promote urban forestry and streetscape beautification for Zionsville • Maintain the town’s Tree City designation • Act as liaison on street tree plantings • Identify areas for additional urban forestry • Develop a Community Service Day • Work with Town and others for management of planting beds • Public education. E.g. Home owners associations, service clubs etc Greta believes that we are active in all 6 areas. The group was reminded that we can only advocate and educate, but we have no budget and no powers of enforcements 2. Initiatives and committee responsibilities Committee members each accepted responsibility for the following • Ordinances and preservation _ Mervyn. Need to become aware of all relevant ordinances, compliance and need for new regulations • Events (tree-planting day, Z’Greenfest) – Nancy. In the past we have been part of Earth Day and tree planting day • Tree City designation – possibly being done by Lance Lantz • Outreach - Greta • Beautification – Tom 3. Zionsville Gateway Project Amy will discuss with Deputy Mayor Julie Johns-Cole the potential for PZAZ having some official input, as an organization, into the Gateway Project. 4. Overlap with other town I committees and boards . Tom expressed the need to resolve many potential overlaps that we have with many other town boards and committees. Amy is planning a strategic meeting for September that will bring together different boards, committees and commissions. She will include PZAZ. Our committee should define its objectives before the strategic meeting. 5. The official regulations for PZAZ. BOARDS OR COMMISSIONS CREATED BY TOWN COUNCIL ORDINANCE People of Zionsville for Aesthetics of Zionsville (“PZAZ”) of the Town of Zionsville, Boone County, Indiana Elected/Appointed by the full Town Council Powers and Duties PZAZ (People of Zionsville for the Aesthetics of Zionsville) is a volunteer group promoting urban forestry & streetscape beautification. Members Five (5) members to include one member of the Town Council who shall serve as an ex-officio member. Term of Office 1 year 6. Memorial for PZAZ Founder Lana Funkhouser. Amy will discuss with Deputy Mayor Julie Johns-Cole the possibility of having a small memorial in the Plaza adjacent to the Town Hall. This could be a memorial tree 7. Next meeting The group agreed that we should invite an expert from the DNR to our next meeting, to discuss issues such as relevant ordinances appropriate and invasive tree species, tree inventories and management plans. The next meeting date is still to be arranged. Each of us should send Greta dates and days for which we are not available for future meetings. The meeting adjourned at 9:05am. ADDITIONAL INFORMATION REGARDING THE MEETING IS PROVIDED IN THE ANNEX PUBLISHED WITH THIS NOTICE. ANNEX TO PUBLIC NOTICE FOR THE AUGUST 19, 2020 REGULAR MEETING OF THE PZAZ COMMITTEE In his Executive Orders 20-02, 20-04 AND 20-08 (collectively, the “Executive Orders”), Governor Eric J. Holcomb has ordered all political subdivisions of the State of Indiana to limit public gatherings and to implement the Centers for Disease Control and Prevention’s and the Indiana State Department of Health’s recommended virus mitigation strategies. The Executive Orders suspend certain requirements for Essential Governmental Functions that facilitate Essential Infrastructure with respect to public meetings and open door laws, including suspending physical participation requirements by members of public agency governing bodies and permitting public attendance through electronic means of communications. As a political subdivision of the State of Indiana, the Town of Zionsville must comply with the Executive Orders throughout the duration of the COVID-19 Public Health Emergency. According, all public meetings of the PZAZ Committee shall be conducted in the following manner until the end of the COVID-19 Public Health Emergency: 1.
