Minutes of the PZAZ Committee Date: November 18, 2020, 2020 Zoom Meeting ELECTRONIC MEETING This meeting was conducted pursuant to Governor Eric J. Holcomb’s Executive Orders 20-02, 20-04 and 20-08 and Governor Holcomb’s Exercise of his powers under Indiana’s Emergency Management and Disaster Law, Ind. Code 10-14-3, et seq. Additional information about this meeting was provided in the annex published with the Agenda Present: Mervyn Cohen, Greta Sanderson, Nancy Tikijian, Brad Burk and Amy Lacy Greta Sanderson called the meeting to order at 8:00am The minutes from Oct. 21, 2020 meeting were approved Update on initiatives and committee responsibilities a. Ordinances and preservation-Mervyn: No updates b. Events (tree-planting day, Z’Greenfest)-Nancy: No updates c. Tree City designation: Zionsville was first designated as a tree city in 2012. We need to review and keep current with the requirements to remain a Tree City d. Outreach-Greta: No update e. Beautification-Tom: Brad indicated that the project to install new lights on Sycamore Rd and in the parking lots would need a budget. He was not sure if Lance would have funds in his existing budget or if it would need a knew appropriation.  Brad will discuss the issue with Lance. Old business a. Memorial for PZAZ Founder Lana Funkhouser This is proceeding well. The existing dead tree has been removed and a new ginkgo tree will be planted. Greta continues to work on the wording for a plaque and a ceremony next Spring b. Fall Tree planting The town has completed the autumn tree planting. 57 trees have been planted along Zionsville Rd. 15 trees have been planted in the village. 2 other trees have been planted in other locations. c. DNR on establishing a tree board Carrie Tauscher, State Urban Forestry Coordinator, Indiana Department of Natural Resources, Division of Forestry will arrange for a zoom education session for the PZAZ board. This will be online, early next year and will last approximately 1.5 hours. After this training we will be given pamphlets on the topic of tree boards. Carrie will join a zoom meeting of the PZAZ board early next year to answer questions that we may have after our training. New business: a. Rename the PZAZ Committee The board agreed that the PZAZ name should be changed to better reflect its activities and to better represent what it does to the community. Each board member is asked to submit suggested new names to Gretta for a decision at the next meeting. Amy will investigate the process needed for the name change. She will also check at to see if the PZAZ board was originally created by a town ordinance or not. PZAZ will continue to exist with its new name. It will however seek to improve collaboration with other town entities such as the culture Commission. b. Landscape in the Village The following are ideas for improving the landscaping in the Main Street area: i. PZAZ Board Involvement in the selection of the Landscape company for the Village and how to provide better supervision. The budget was increased last year. ii. Earlier dates for installing hanging baskets. More mature baskets at the time of installation. iii. Help shopkeepers with plantings in front of their businesses. VRA may help with this. Mervyn will ask Heather Lusk. Tom Casalini will be asked to seek the feelings of the Main Street area shopkeepers and also of the Chamber of Commerce  Greta will invite Lance to join a future meeting of our board. c. Highlight Village History The following are ideas for improving sharing the Village History • Install signs outside older homes and other buildings and places. • Install “Welcome to historic Zionsville Village” signs. Gretta reported that Chris Sanders still has the original brick welcome to Zionsville sign. He could be contacted to arrange for re-use of this sign. • Create an historic tour of the Village. This could be docent led and/or self-guided. Nancy reported that there had previously been tours of the village for 4th graders. These were to emphasize different architectural home designs and not necessarily the history of the village. • Expand decorative lighting poles, flags etc. on the streets adjacent to Main Street • Install works of sculpture around the Village, Lions Park and Elm Street Green. • TOILETS in the Village Business District are needed • SUPPORT the ongoing efforts to create a CONSERVATION DISTRICT designation for the Historic Village. • Mervyn will contact Mark Walters and ask him to join our next board meeting in order to give us an update of the progress being made by the Conservation Committee. The above Village Landscape and History concepts will all need the creation of subcommittees and extensive planning and coordination with other Town commissions for their implementation in the future.
