16642 CITY COUNCIL PROCEEDINGS City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, February 16, 2016, 5:30 p.m., regular meeting of the Board of City Council Members, Mayor Mike Levsen presiding. Present at roll call were City Council Members Todd Campbell, Alan Johnson, Mark Remily, Rob Ronayne, Jennifer Slaight-Hansen, and Laure Swanson. City Council Members David Bunsness and Clint Rux were absent. City Staff present were Lynn Lander, Ron Wager, Robin Bobzien, Brett Bill, and Karl Alberts. Mayor Levsen led the Pledge of Allegiance. MINUTES Swanson moved, Slaight-Hansen seconded to approve the minutes of February 8, 2016, as circulated. All present voting aye, motion carried. OPEN FORUM – No one was present. CONSENT CALENDAR Ronayne moved, Campbell seconded to approve the following items on the consent calendar: LICENSE – Sewer Builder – Dustin Usselman dba SD Underground, Inc. All present voting aye, motion carried. NEW BUSINESS RESOLUTION NO. 16-02-01R A petition to vacate public right-of-way described as the entire 15’ x 80’ alley public right-of-way comprising the 15’ North of Lot 5, Granger’s Rearrangement in the NW ¼ of Section 19, T123N, R63W of the 5th P.M., Brown County, South Dakota dba 1202 and 1210 – 8th Avenue, SE and 819 South Taft Street was presented. Swanson moved, Johnson seconded to approve Resolution No. 16-02-01R to vacate the 15’ x 80’ alley public right-of- way. All present voting aye, motion carried. STIP DELETE RESOLUTION Johnson moved, Campbell seconded to approve the following Resolution: FEDERAL AID SURFACE TRANSPORTATION PROGRAM DELETE RESOLUTION FOR COUNTY AND URBAN PROJECTS WHEREAS, Aberdeen wishes to delete the referenced project from the Statewide Transportation Improvement Program (STIP): LOCATION AND LENGTH (8TH Avenue, NW, .5 miles, P2284(04), 0201) NOW THEREFORE BE IT RESOLVED: That the South Dakota Department of Transportation be and hereby is authorized and requested to withdraw from the STIP that project described above. Council Member Remily arrived at 5:29 p.m. BIDS AND ALTERNATES FOR NEW LIBRARY PROJECT A discussion was held on the add and deduct Alternates to the Bids received on February 3, 2016 for the new Library Project. After the discussion, the Council asked CO-OP Architects to recalculate Bids with the following Alternates: Alternate #1 Concrete Paving (add) – inclined to not include; Alternate #2 Curb & Gutter Outside (deduct) – do not include; Alternate #3 Landscape Edging (add) – include; Alternate #4 Children Area (deduct) – do not include; Alternate #5 Hearing Impaired Loop Technology (deduct) – do not include; Alternate #6 Manual Roller Shades (add) – include; Alternate #7 LED Lighting Fixtures (add) – include; Alternate #8 ERV-1A (add) – include; Alternate #9 Heated Entrance Sidewalks (add) – do not include; Alternate #10 Unknown Site Work (add) – include; Alternate #11 Metal Panel (deduct) – do not include. A detailed list of Bids and Alternates is on file at the City Finance Office. The final decision from the City Council on awarding of the Bid for the new Library Project may be made at the next City Council Meeting.
