CITY COUNCIL PROCEEDINGS
City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen,
South Dakota, February 8, 2016, 5:30 p.m., regular meeting of the Board of City Council
Members, Mayor Mike Levsen presiding. Present at roll call were City Council Members
David Bunsness, Todd Campbell, Alan Johnson, Rob Ronayne, Clint Rux, Jennifer Slaight-
Hansen and Laure Swanson. City Council Member Mark Remily was absent. City Staff
present were Lynn Lander, Ron Wager, Robin Bobzien, Brett Bill, Karl Alberts, and Cody
Roggatz.
Mayor Levsen led the Pledge of Allegiance.
MINUTES
Johnson moved, Ronayne seconded to approve the minutes of February 1, 2016, as
circulated. All present voting aye, motion carried.
OPEN FORUM – The Aberdeen Downtown Association, Aberdeen Area Chamber of
Commerce, Convention & Visitor’s Bureau, and the Aberdeen Development Corporation
presented their marketing reports to the City Council.
CONSENT CALENDAR
Rux moved, Johnson seconded to approve the following items on the consent
calendar:
SET HEARING DATE – of February 22, 2016 at 5:30 p.m. for an application for a New
Retail On-Sale Liquor-Restaurant License for AK & K, LLC dba Buffalo Wings & Rings,
2411 – 6th Avenue, SE.
SET BID DATE – of February 23, 2016 at 2:00 p.m. for advertisements for bids on One Used
Track Asphalt Paver for Public Works Department – Street Division and for One New 2016
Skid Steer Track Loader for the Public Works Department – Utility Division.
REQUEST FOR STREET USE – for a Polar Plunge sponsored by Special Olympics on April
9, 2016 at the 200 Block of South Main Street.
All present voting aye with Ronayne abstaining, motion carried.
NEW BUSINESS
HEARINGS ON ALCOHOLIC BEVERAGE LICENSES
This being the time and place set for a hearing on an application for a Special One-
Day Retail On-Sale Wine License on February 8, 2016 for Sanford Health Aberdeen,
recommendations to approve were received, Rux moved, Swanson seconded to approve the
Special One-Day Retail On-Sale Wine License on February 8, 2016 for Sanford Health
Aberdeen for the “Cooking With Cardiologists” Event at CASH-WA Distributing, 810 Third
Avenue, SE. All present voting aye, motion carried.
This being the time and place set for a hearing on an application for a Special One-
Day Retail On-Sale Liquor License on February 11, 2016 for Aberdeen Area Chamber of
Commerce, recommendations to approve were received, Ronayne moved, Johnson seconded
to approve the Special One-Day Retail On-Sale Liquor License on February 11, 2016 for
Aberdeen Area Chamber of Commerce for Business After Hours at 220 South Main Street.
All present voting aye, motion carried.
This being the time and place set for a hearing on an application for a New Retail On-
Off Sale Malt Beverage License for Huangjia Inc., recommendations to approve were
received, Swanson moved, Slaight-Hansen seconded to approve the Retail On-Off Sale Malt
Beverage License for Huangjia Inc. at the Asian Garden, 1721 – 6th Avenue, SE. All present
voting aye, motion carried.
AIRPORT LEASE AGREEMENT AND PAYMENT REQUESTS
Bunsness moved, Campbell seconded to approve and authorize the City Manager to
sign Airport Lease #75 - Rental Agreement with Skywest Airlines. All present voting aye,

motion carried.
Ronayne moved, Bunsness seconded to approve and authorize the City Manager to
sign the following payment requests: Pay Estimate #6 – for Construction Administration and
Resident Engineering Services on AIP #3-46-0001-35-2015 Airport Wetland Stormwater
Improvements, Phase II Project – Helms & Associates in the amount of $4,985.52 and Pay
Estimate #4 – for work on AIP #3-46-0001-35-2015 Airport Stormwater Improvements,
Phase II Project – B & B Contracting in the amount of $301,570.20. Upon roll call, all
present voting aye, motion carried.

Lynn Lander presented the City Manager’s Report. A Special Meeting to discuss the
Bids on the Library Project will be held on February 17, 2016 at 5:00 p.m. in the City Council
Chambers.
There being no further business, Bunsness moved, Johnson seconded that the meeting
be adjourned. All present voting aye, motion carried.
