CITY COUNCIL PROCEEDINGS
City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen,
South Dakota, February 1, 2016, 5:30 p.m., regular meeting of the Board of City Council
Members, Mayor Mike Levsen presiding. Present at roll call were City Council Members
David Bunsness, Todd Campbell, Alan Johnson, Mark Remily, Rob Ronayne, Clint Rux,
Jennifer Slaight-Hansen and Laure Swanson. City Staff present were Lynn Lander, Ron
Wager, Robin Bobzien, Brett Bill, Karl Alberts, Kevin VanMeter, and Dave McNeil.
Mayor Levsen led the Pledge of Allegiance.
MINUTES
Rux moved, Swanson seconded to approve the minutes of January 25, 2016, as
circulated. All voting aye, motion carried.
OPEN FORUM – Mike Bockorny and Health Johnson were present to discuss downtown
improvements through the Aberdeen Downtown Association, Aberdeen Development Corp.
and others.
OLD BUSINESS
ORDINANCE NO. 16-01-01
Bunsness moved, Johnson seconded to approve second reading and final adoption of
Ordinance No. 16-01-01 amending Ordinance No. 1164 to rezone from (R-2) District to (M-
AG) District property described as Lot 1, Neifer First Subdivision in the NE ¼ of Section 22,
T123N, R64W of the 5th P.M., Brown County, South Dakota (1216 Hwy #281 South). Upon
roll call, all voting aye, motion carried.
ORDINANCE NO. 16-01-02
Johnson moved, Rux seconded to approve second reading and final adoption of
Ordinance No. 16-01-02 amending Ordinance No. 1164 to rezone from (I-2) District to (M)
District property described as Lot 2, Sacred Heart Cemetery Southwest Annex Second
Addition to the City of Aberdeen in the SW ¼ of Section 18, T123N, R63W of the 5th P.M.,
Brown County, South Dakota (1303 Jones Avenue, NE). Upon roll call, all voting aye,
motion carried.
CONSENT CALENDAR
Campbell moved, Ronayne seconded to approve the following items on the consent
calendar:
SET HEARING DATE – of February 8, 2016 at 5:30 p.m. for applications for Special One-
Day Alcoholic Beverage Licenses for the following: February 8, 2016 – Wine License for
Sanford Health Aberdeen dba “Cooking with Cardiologists” at CASH-WA Distributing, 810

Commerce dba Business After Hours, 220 South Main Street.

PETITION OF ANNEXATION
A Petition of Voluntary Annexation of certain property into the city limits of the City
of Aberdeen, South Dakota described as beginning at the NW Corner of Section 22, T123N,
R63W of the 5th P.M., thence N01°00’10”W, 75.00 feet to the North Right-Of-Way Line of
Highway 12 and point of beginning, thence N89°08’09”E 40.00 feet, thence S01°00’01”E
1365.13 feet, thence N89°08’56”E 1077.12 feet, thence S00°51’04”E 441.95 feet, thence
N89°08’56”E 204.00 feet, thence S00°51’04”E 170.15 feet, thence N89°08’56”E 1320.00
feet, thence S00°51’04”E 250.00 feet, thence S89°08’56”W 1415.94 feet, thence
N00°56’00”W 250.42 feet, thence S89°00’08”W 1263.05 feet, thence N01°00’10”W 1979.82
feet, thence N89°08’09”E 40.00 feet to the point of beginning containing 27.74 acres more or
less (391st Avenue, S. – 815 S. County Hwy #14) was presented. Ronayne moved, Campbell
seconded to approve the petition of annexation and proposed Resolution No. 16-02-02R
annexing the property into the city limits of Aberdeen, South Dakota. All voting aye, motion
carried.
HEARING ON ALCOHOLIC BEVERAGE LICENSE
This being the time and place set for a hearing on an application for a new Retail On-
Off Sale Malt Beverage License for Karisma LLC at 305 South Main Street,
recommendations to approve the license were received, Remily moved, Ronayne seconded to
approve the new Retail On-Off Sale Malt Beverage License for Karisma LLC at Karisma
Boutique, 305 South Main Street. All voting aye, motion carried.
APPOINTMENT TO ABERDEEN HOUSING AUTHORITY
Rux moved, Swanson seconded to approve Mayor Levsen’s appointment of Sister Pat
Prunty to the Aberdeen Housing Authority Board for a five-year term ending December 31,
2020. All voting aye, motion carried.
BILLS
Ronayne moved, Johnson seconded to approve the following audited bills for services,
supplies, repairs, and maintenance: Northwestern Energy 10,314.06; Springfield Police
Department 595.00; Grant Thornton LLP 1,800.00; Fleet Services 89.25; AT & T 2,683.05;
SDML Worker’s Comp Fund 250,991.00; Aberdeen Development Corp 14,166.67; Dacotah
Bank 250,000.00; JN Development LLC 3,495.43; Climate Control 10,787.35. Upon rollcall,
all voting aye, motion carried.
