16631 CITY COUNCIL PROCEEDINGS City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, January 25, 2016, 5:30 p.m., regular meeting of the Board of City Council Members, Mayor Mike Levsen presiding. Present at roll call were City Council Members David Bunsness, Todd Campbell, Alan Johnson, Mark Remily, Rob Ronayne, Clint Rux, Jennifer Slaight-Hansen and Laure Swanson. City Staff present were Lynn Lander, Ron Wager, Robin Bobzien, Brett Bill, and Karl Alberts. Mayor Levsen led the Pledge of Allegiance. MINUTES Rux moved, Johnson seconded to approve the minutes of January 19, 2016, as circulated. All voting aye, motion carried. OPEN FORUM – No one was present. NEW BUSINESS ORDINANCE NO. 16-01-01 Ordinance No. 16-01-01 amending Ordinance No. 1164 to rezone from (R-2) District to (M-AG) District property described as Lot 1, Neifer First Subdivision in the NE ¼ of Section 22, T123N, R64W of the 5th P.M., Brown County, South Dakota dba 1216 Hwy #281 South was presented. Johnson moved, Remily seconded to approve first reading of Ordinance No. 16-01-01. Upon roll call, all voting aye, motion carried. ORDINANCE NO. 16-01-02 Ordinance No. 16-01-02 amending Ordinance No. 1164 to rezone from (I-2) District to (M) District property described as Lot 2, Sacred Heart Cemetery Southwest Annex Second Addition to the City of Aberdeen in the SW ¼ of Section 18, T123N, R63W of the 5th P.M., Brown County, South Dakota dba 1303 Jones Avenue, NE was presented. Bunsness moved, Rux seconded to approve first reading of Ordinance No. 16-01-02. Upon roll call, all voting aye, motion carried. REQUEST TO APPLY FOR BRIDGE IMPROVEMENT GRANT Rux moved, Slaight-Hansen seconded to approve the request from the Engineering Department for permission to apply for Bridge Improvement Grant Funds through the SD Department of Transportation in the amount of $1,088,000 for the 3rd Avenue, SE Bridge Project. All voting aye, motion carried. HEARING ON SPECIAL LIQUOR LICENSE This being the time and place set for a hearing on a Special One-Day Retail On-Sale Liquor License on January 30, 2016 for ACT 2 Inc., recommendation received was to approve contingent upon a final fire inspection, Swanson moved, Remily seconded to approve a Special One-Day Retail On-Sale Liquor License on January 30, 2016 for ACT 2 Inc. dba Aberdeen Community Theatre at 415 South Main Street contingent upon the inspection by the Fire Department. REQUEST FOR PROPERTY TAX ABATEMENT Campbell moved, Johnson seconded to approve the request for a $300.71 property tax abatement for 1117 – 6th Avenue, NE with City’s share of that abatement amount being $90.84. All voting aye, motion carried. 16634 REQUEST TO PURCHASE COMPUTERS Swanson moved, Campbell seconded to approve the request from the Computer Department for permission to purchase 35 desktop computers from R & K Computers in the amount of $31,150. All voting aye, motion carried. There being no further business, Ronayne moved, Johnson seconded that the meeting be adjourned. All present voting aye, motion carried.
