16723 CITY COUNCIL PROCEEDINGS City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, June 6, 2016, 5:30 p.m., regular meeting of the Board of City Council Members, Mayor Mike Levsen presiding. Present at roll call were City Council Members David Bunsness, Alan Johnson, Mark Remily, Rob Ronayne, Clint Rux, Jennifer Slaight- Hansen, and Laure Swanson. City Council Member Todd Campbell was absent. City Staff present were Ron Wager, Robin Bobzien, Brett Bill, Jordan McQuillen, Cody Roggatz, and Dave McNeil. Mayor Levsen led the Pledge of Allegiance. MINUTES Rux moved, Swanson seconded to approve the minutes of May 31, 2016, as circulated. All present voting aye, motion carried. OPEN FORUM – No one was present. PROCLAMATION – Mayor Levsen read and proclaimed June 10, 2016 as the “Official Dedication Day of the Humpty Dumpty Roller Coaster Ride Celebration”. CONSENT CALENDAR Slaight-Hansen moved, Ronayne seconded to approve the following items on the consent calendar: PROCLAMATION – “General Aviation Appreciation Month” for June, 2016. LICENSE – Residential Building Contractor – WINN Exteriors, LLC dba David Winn SET HEARING DATE – of June 20, 2016 at 5:30 p.m. for the following applications for alcoholic beverage licenses: Special Three-Day Retail Malt Beverage License on August 5 thru August 7, 2016 for Aberdeen Hardball Association dba Tournament at Fossum Field, 8th Avenue, and Brown County Hwy #19; a Transfer of Retail On-Off Sale Malt Beverage License with Video Lottery from R & F Enterprises LLC dba White House Inn, 500 – 6th Avenue, SW to William G. Ochs and Mary Ann Ochs dba Casino Bleu, 1713 – 4th Avenue, SE, Suite B. REQUEST FOR STREET USE – on 17th Avenue, SE between South State Street and Marshall Road for Arts in the Park on June 19th for Aberdeen Area Arts Council. REQUEST FOR PERMISSION – to serve and permit the consumption of alcoholic beverages at Melgaard Park on June 19th for “Taste of Home Brew” at Arts in the Park. All present voting aye, motion carried. NEW BUSINESS HEARINGS ON ALCOHOLIC BEVERAGE LICENSES This being the time and place set for a hearing on an application for a Special Liquor License on June 7 thru June 12, 2016 for ACT 2, Inc. at 417 South Main Street, recommendations to approve were received, Ronayne moved, Remily seconded to approve the Special Six-Day Retail Liquor License on June 7 thru June 12, 2016 for ACT 2, Inc. dba Aberdeen Community Theatre, 417 South Main Street. All present voting aye, motion carried. This being the time and place set for a hearing on an application for a Special Liquor License on June 9, 2016 for Aberdeen Area Chamber of Commerce at Bethesda, 1403 – 15th Avenue, SE, recommendations to approve were received, Rux moved, Remily seconded to approve the Special One-Day Retail Liquor License on June 9, 2016 for Aberdeen Area Chamber of Commerce at Bethesda K.O. Lee Adult Day Health Center, 1403 – 15th Avenue, SE. All present voting aye, motion carried. This being the time and place set for a hearing on an application for a Special Retail Liquor License on June 9, 2016 for Aberdeen Downtown Association’s Summer Concert Series on South Main Street from Second Avenue and Third Avenue with an application for a Community Event Permit, recommendations to approve were received, Remily moved, 16724 Swanson seconded to approve the Special One-Day Retail Liquor License on June 9, 2016 for Aberdeen Downtown Association’s Summer Concert Series including a Community Event Permit with a street closing on South Main Street between Second Avenue and Third Avenue from 2:00 p.m. until midnight. All present voting aye, motion carried. This being the time and place set for a hearing on an application for a new Retail Wine License for Last Chance, LLC at Pulse Nightclub, 1023 South Main Street, recommendations to approve were received, Ronayne moved, Swanson seconded to approve of the new Retail On-Off Sale Wine License for Last Chance, LLC at Pulse Nightclub, 1023 South Main Street. All present voting aye, motion carried. This being the time and place set for a hearing on applications for transfers of Retail Liquor and Retail Malt Beverage Licenses from Saguirre, Inc. at Mazatlan Mexican Restaurant, 1 South First Street to Huasteca LLC at Mazatlan Mexican Restaurant, 1 South First Street, recommendations for approval were received, Johnson moved, Remily seconded to approve the transfers of Retail On-Sale Liquor and Retail On-Off Sale Malt Beverage Licenses from Saguirre, Inc. to Huasteca LLC at Mazatlan Mexican Restaurant, 1 South First Street. All present voting aye, motion carried. BID FOR AIRPORT RUNWAY DECOUPLING PROJECT A Bid was received and publicly opened on May 26, 2016 for the Aberdeen Regional Airport AIP #3-46-0001-036-2016 Runway 17/35 Decoupling Project. A detailed list of the Bid is on file at the Finance Office. Ronayne moved, Swanson seconded to award the Runway 17/35 Decoupling Bid, Schedule A, Alternate Bid No. A1 and Alternate Bid No. A2 to B & B Contracting in the amount of $5,492,946.12 contingent upon receipt of a FAA Grant Offer within 30 days and authorize the City Manager and City Finance Officer to sign all necessary documents after approval by the City Attorney. All present voting aye, motion carried. BIDS FOR AIRPORT RUNWAY DECOUPLING-ELECTRICAL PROJECT Bids were received and publicly opened on May 26, 2016 for the Aberdeen Regional Airport AIP #3-46-0001-036-2016 Runway 17/35 Decoupling Electrical Project. A detailed list of the Bids is on file at the Finance Office. Johnson moved, Rux seconded to award the Runway 17/35 Decoupling Bid, Schedule B to Jacobson Electric in the amount of $542,365 contingent upon receipt of a FAA Grant Offer within 30 days and authorize the City Manager and City Finance Officer to sign all necessary documents after approval by the City Attorney. All present voting aye, motion carried.
