CITY COUNCIL PROCEEDINGS
City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen,
South Dakota, June 13, 2016, 5:30 p.m., regular meeting of the Board of City Council
Members, Mayor Mike Levsen presiding. Present at roll call were City Council Members
David Bunsness, Todd Campbell, Alan Johnson, Mark Remily, Rob Ronayne, and Clint Rux.
City Council Members Jennifer Slaight-Hansen and Laure Swanson were absent. City Staff
present were Lynn Lander, Ron Wager, Robin Bobzien, Brett Bill, and Karl Alberts.
Mayor Levsen led the Pledge of Allegiance.
MINUTES
Ronayne moved, Remily seconded to approve the minutes of June 6, 2016, as
circulated. All present voting aye, motion carried.
OPEN FORUM – Steve Wager of the Expedition League presented a collegiate-level baseball
proposal to the City Council.
OLD BUSINESS
REQUEST FOR EASEMENT
Ronayne moved, Remily seconded to approve the request by Susan Dalager for an
easement-license to allow a fence to remain within the public right-of-way at 702 South
Harrison Street. Ronayne moved to amend the license by deleting “City warrants that it has
authority to grant this license”, motion died for lack of a second. On the original motion,
motion fails by voice vote.

NEW BUSINESS
PETITION TO VACATE PUBLIC RIGHT-OF-WAY
A hearing was held regarding a petition to vacate public right-of-way and a proposed
resolution for vacation of a portion of First Avenue, SW public right-of-way beginning at the
corner of Lot 12, Block 18, First Addition to Aberdeen, thence S89°30’14” W 6 Ft. to point of
beginning, thence S89°30’14” W 16 Ft., thence N21’14”W 14 Ft., thence N89°30’14” E 16
Ft., thence S21’14” E to point of beginning at the location of 124 South Second Street and
221 First Avenue, SW. Bunsness moved, Rux seconded to deny the petition and proposed

resolution for Aberdeen American News to vacate public right-of-way for a portion of First
Avenue, SW. All present voting aye with Campbell abstaining, motion carried.
PAYMENT REQUEST FOR LIBRARY CONSTRUCTION
Bunsness moved, Rux seconded to approve Payment Request #3 in the amount of
$183,306.30 to Quest Construction, LLC for work on the Library Construction Project. Upon
roll call, all present voting aye, motion carried.
PAYMENT REQUEST FOR 8TH AVE NW RECONSTRUCTION
Bunsness moved, Campbell seconded to approve and authorize the City Manager to
sign Payment Request #2 in the amount of $326,068.66 to Reede Construction, Inc. for work
on the 8th Avenue, NW Street Reconstruction Project ST-2016-1. Upon roll call, all present
voting aye, motion carried.
CHANGE ORDER/PAYMENT REQUESTS FOR AIRPORT IMPROVEMENTS
Bunsness moved, Campbell seconded to approve and authorize the City Manager to
sign the following Change Order and Payment Request for Airport Stormwater Improvements
, Phase II, AIP #3-46-0001-035-2015: Change Order #3 in the amount of $33,759 for
adjusting seeding/fertilizing on project for B & B Contracting and Payment Request #7 in the
amount of $139,738.81 to B & B Contracting for work on the Airport Project. Upon roll call,
all present voting aye, motion carried.
Ronayne moved, Johnson seconded to approve and authorize the City Manager to
sign Payment Request #9 in the amount of $21,426.08 to Helms & Associates for work on the
Airport AIP #3-46-0001-35-2015 Runway 17/35 Decoupling Project. Upon roll call, all
present voting aye, motion carried.
Johnson moved, Rux seconded to approve and authorize the City Manager to sign
Payment Request #10 in the amount of $5,034.04 to Helms & Associates for work on the
Airport AIP #3-46-0001-35-2015 Wetland Stormwater Improvements, Phase II Project.
Upon roll call, all present voting aye, motion carried.

resigned effective immediately.

Ronayne moved, Bunsness seconded to move into executive session to consult with
legal counsel about contractual matters per SDCL §1-25-2(3). All present voting aye, motion
carried. Bunsness moved, Rux seconded to move out of executive session. All present voting
aye, motion carried.
There being no further business, Rux moved, Ronayne seconded that the meeting be
adjourned. All present voting aye, motion carried.
