CITY COUNCIL PROCEEDINGS
City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen,
South Dakota, June 20, 2016, 5:30 p.m., regular meeting of the Board of City Council
Members, Mayor Mike Levsen presiding. Present at roll call were City Council Members
David Bunsness, Todd Campbell, Alan Johnson, Mark Remily, Rob Ronayne, Clint Rux, and
Jennifer Slaight-Hansen. City Staff present were Ron Wager, Robin Bobzien,, Karl Alberts,
Peggi Badten, and Dave McNeil.
Mayor Levsen led the Pledge of Allegiance.
MINUTES
Rux moved, Johnson seconded to approve the minutes of June 13, 2016, as circulated.
All voting aye, motion carried.
OPEN FORUM – No one was present.
CONSENT CALENDAR
Ronayne moved, Remily seconded to approve the following items on the consent
calendar:
SET HEARING DATE – of July 5, 2016 at 5:30 p.m. for an application for a new Retail On-
Off Sale Malt Beverage License for R & F Enterprises, LLC dba White House Inn, 500 –
Sixth Avenue, SW
LICENSES – Residential Building Contractor – Hausauer Seamless Products, LLC;
Plumbing/Special Limited – John Albrecht; Taxi Cab Driver – Stephanie Sichmeller
All voting aye, motion carried.
NEW BUSINESS
HEARINGS ON ALCOHOLIC BEVERAGE LICENSES
This being the time and place set for a hearing on an application for a transfer of
Retail On-Off Sale Malt Beverage License with Video Lottery from R & F Enterprises LLC
dba White House Inn, 500 – 6th Avenue, SW to William G. Ochs and Mary Ann Ochs dba
Casino Bleu, 1713 – 4th Avenue, SE – Suite B, recommendations received were to approve,
Campbell moved, Remily seconded to approve the transfer of Retail On-Off Sale Malt
Beverage License with Video Lottery from R & F Enterprises LLC at 500 – 6th Avenue, SW
to William G. Ochs and Mary Ann Ochs at 1713 – 4th Avenue, SE – Suite B contingent upon
the final inspection by the Fire Department. Motion passes by voice vote with Ronayne
abstaining.
This being the time and place set for a hearing on an application for a Special Three-
Day Retail Sale Malt Beverage License on August 5, 6, and 7, 2016 for Aberdeen Hardball
Association dba Tournament at Fossum Field, 8th Avenue and Brown County Hwy #19,
recommendations received were to approve, Remily moved, Ronayne seconded to approve
the Special Three-Day Retail Sale Malt Beverage License on August 5, 6, and 7, 2016 for
Aberdeen Hardball Association at Fossum Field, 8th Avenue and Brown County Hwy #19.
All voting aye, motion carried.
PARKS, REC & FORESTRY NEEDS ASSESSMENT STUDY
Parks, Recreation & Forestry Director Doug Johnson and Ron Vine from Leisure
Vision were present to discuss a Needs Assessment Study for the Parks, Recreation &
Forestry Department with the City Council. The purpose of the Needs Assessment Study is to
solicit input from the public on the current recreation programs and facilities offered by the
department as well as the future programming and facility improvements that are under
consideration. No action was taken.
APPOINTMENT TO PARKING BOARD
Ronayne moved, Bunsness seconded to confirm Mayor Levsen’s appointment of
Heath Johnson to the Parking Board for a term to coincide with his appointment to the

Aberdeen Downtown Business Improvement District, BID #1 term ending June 1, 2017, and
to ratify his actions on the Parking Board from June 1, 2014 to the present. All voting aye,
motion carried.
BIDS FOR WATER RECLAMATION FACILITY IMPROVEMENTS
Bids were received and publicly opened on June 14, 2016 for the Water Reclamation
2016 Facility Improvements Project. A detailed list of the bids is on file in the City Finance
Office. Bunsness moved, Rux seconded to award the Water Reclamation Facility
Improvements Bid to Industrial Process Technologies in the amount of $1,073,400 and
authorize the City Manager and City Finance Officer to sign all necessary documents after
approval by the City Attorney. All voting aye, motion carried.
BID FOR MILL AND OVERLAY IMPROVEMENTS
A Bid was received and publicly opened on June 14, 2016 for the Mill and Overlay
Improvements Project ST-2016-3. Ronayne moved, Bunsness seconded to award the Mill
and Overlay Improvements Bid to Lien Transportation in the amount of $294,743.10 and
authorize the City Manager and City Finance Officer to sign all necessary documents after
approval by the City Attorney. All voting aye, motion carried.
PROCEDURE AND PROCESS TO FILL COUNCIL VACANCY
Bunsness moved, Ronayne seconded to approve to outline a procedure and process to
fill the vacancy on the City Council resulting from the resignation of Southeast District
Councilor Laure Swanson. The vacancy will be filled by appointment of a qualified person
from the Southeast District and the term of such appointment shall be until July 1, 2017. A
Municipal Election will take place in June, 2017 and a newly elected Southeast District
Councilor will serve out the remainder of the term which expires on July 1, 2020. All voting
aye, motion carried.
